An examination of demographic trends clearly indicates that the population is ageing. It can be stated that there is a growth of mature age market (over 65 year old) and semi mature age market (over 55 year old). These population changes have created the pleasure travel market for the elderly. This mature age market is, on average; better educated, more affluent and has greater expectations than the generation before them and forms a large and influential market sector. Tourism industry can expect to face changing demands, needs and opportunities as population ageing.
Medical tourism, where patients travel overseas for operations, has grown rapidly in the past decades. High costs and long waiting lists at home, new technology and skills in destination countries alongside reduced transport costs and Internet marketing have all played a role. Several Asian countries are dominant, but most countries have sought to enter the market, Greece is one of these with a new project HARMONY. Conventional tourism has been a by-product of this growth, despite its tourist packaging, and overall benefits to the travel industry have been considerable. The rise of medical tourism emphasizes the privatization of health care, the growing dependence on technology, uneven access to health resources and the accelerated globalisation of both health care and tourism. In the recent past, a trend known as medical tourism has emerged wherein citizens of highly developed countries choose to bypass care offered in their own communities and travel to less developed areas of the world to receive a wide variety of medical services. This phenomenon is driven by marketplace forces and occurs outside of the view and control of the organized healthcare system. Medical tourism presents important concerns and challenges as well as potential opportunities. This trend will have increasing impact on the healthcare landscape in industrialized and developing countries around the world. The objective of this study is to identify the size and importance of the mature age (senior) travel market and its implications for the travel and tourism industry. Furthermore to examine the strengths and the weaknesses of the new project of our team THE MEDICS.

8 PRINCIPLES + 8 ACTION PROPOSALS towards an EXCELLENT MUNICIPALITY (in Greek).
The Principles are inspired from EFQM & IPMA Excellence Models.
The Proposals are specified for a Municipality near Athens - Greece where I live and work among 50.000 citizens.
The approach of Social Responsibility, which all Organizations are urged to adopt, that is proposed in this paper is based on five (5) key areas: The environmental aspect, the social aspect, the economic aspect, the governance aspect and the technical aspect. The PRiSM™ framework (Projects integrating Sustainable Methods) provides a comprehensive methodology who integrates sustainability in project management, by an effective fusion of best practices from the Standards Families for Quality ISO 9000 for the Environment ISO 14000, from the Standards for Energy ISO 50001, for Project Management ISO 21500, for Social Responsibility ISO 26000 and from the International Competence Baseline of the International Project Management Association. By adopting this framework and its proposed tools and methods, organizations can achieve balance between scarce resources, Social Responsibility and sustainable results in their projects.

12. Abstract
An innate characteristic of projects is uncertainty. In fact, we shouldn’t be asking “if”
but “when” unexpected events will emerge. An unexpected event is an event that
had either not been foreseen, or, if it had been, it was found statistically unlikely to
happen. The study of such situations, and especially the reactions and responses of
project managers to them, whether successful or not from the perspective of the
practitioner, can help us better understand the emergence mechanisms of
unexpected situations and give us valuable insight for future projects but also for the
permanent organizational structure of the company. This research explores the
reactions of project managers to unexpected events, which occurred during the
design phase, construction or maintenance/rehabilitation of all technical projects.
Hydraulic/environmental projects or events with environmental impact were mainly
investigated.
Project managers were asked to recall two of their projects, where an unexpected
event occurred, one with successful resolution and one with an unsuccessful one, and
fill out a questionnaire. They were asked, among other things, to rank the
behavioural competences (as these are given in the International Competence
Baseline v.3.0 of the International Project Management Association), according to
which they had to mobilize to resolve the crisis. The completion of the questionnaire
was conducted during a personal interview, in order to record in detail the event and
its consequences. Overall responses of 33 project managers with considerable
experience and project portfolio were recorded 33 and 51 questionnaires were
completed.
The processing of the written responses on the questionnaires, enriched with
clarifications given during the interviews, revealed that the majority of unexpected
events fall in the category of technical issues and externalities, followed by events
related to human behaviour. Effective communication, mutual sensitivity between
project members and collective responsibility and teamwork were found to be the
three most important factors for the resolution of the event, along with support from
upper management. The strong presence of these characteristics during the
unexpected event contradicts the findings of a research conducted outside Greece,
where they were not likely in crises in construction projects. In case of successful

13. resolutions, the first five behavioural competences that were mobilized were
Leadership, Efficiency, Results orientation, Reliability and Consultation; in case of
unsuccessful resolutions, the first five behavioural competences that were mobilized
were Results orientation, Leadership, Consultation, Engagement and motivation and
Efficiency. It is also evident a lack of maturity in the use of project management
methods and risk management processes in Greek organizations. The interviews
revealed that the project managers relate the success or not of an unexpected event
resolution with the iron triangle of project management, and specifically with the
impact the event had on cost and time schedule of the project. The most important
spontaneous comment all the respondents made though, was that the interview had
a “psychotherapeutic” effect on them, a fact that indicates the great importance of
the recovery and learning phases of the crisis management process.

14. Zusammenfassung
Eine eingeborene Eigenschaft von Projekten ist die Ungewissheit. Man sollte
eigentlich nicht „ob“ fragen, sondern „wann“ werden unerwartete Ereignisse
auftreten. Ein unerwartetes Ereignis ist ein Ereignis, das entweder nicht
vorausgesehen wurde oder, wenn ja, als statistisch unwahrscheinlich gefunden war.
Die Untersuchung von solchen Situationen und vor allem von den Reaktionen der
Projektmanager auf sie könnte uns helfen, die Entstehungsmechanismen von
unerwarteten Situationen besser zu verstehen, und wertvolle Einblicke nicht nur für
zukünftige Projekte sondern auch für die permanente Organisationsstruktur des
Unternehmens uns geben. In dieser Diplomarbeit werden die Reaktionen von
Projektmanagern auf unerwartete Ereignisse untersucht, die während der
Entwurfsphase, Bau oder der Instandhaltung/Sanierung aller technischen Projekte
auftreten. Untersucht vor allem wurden hydraulische und Umwelt- Projekte oder
Ereignisse mit Auswirkungen auf die Umwelt.
Projektmanager wurden gebeten, an zwei ihrer Projekte, bei denen ein unerwartetes
Ereignis eingetreten ist (ein mit erfolgreicher Auflösung und ein mit erfolgloser
Auflösung), zu denken und einen Fragebogen auszufüllen. Sie sollten unter anderem
die PM-Verhaltenskompetenzen der International Competence Baseline v.3.0 der
International Project Management Association klassifizieren, die für die Lösung der
Krise verwendet hatten. Das Ausfüllen des Fragebogens wurde während eines
persönlichen Interviews durchgeführt, um den Vorfall und seine Folgen im Detail zu
registrieren. Insgesamt wurden die Antworten von 33 Projektmanagern von großer
Erfahrung aufgenommen und 51 Fragebögen ausgefüllt.
Die Verarbeitung der Frageböden, zusammen mit Klarstellungen von den Interviews,
ergab, dass die Mehrheit der unerwarteten Ereignissen in der Kategorie der
technischen Fragen und Externalitäten fallen, gefolgt von den Ereignissen, die im
Zusammenhang mit den menschlichen Verhalten stehen. Effektive Kommunikation,
gegenseitige Unterstützung zwischen den Mitarbeitern des Projektteams und
kollektive Verantwortung und Teamarbeit sind die drei wichtigsten Faktoren für die
Auflösung des unerwartetes Ereignisses, zusammen mit der Unterstützung vom
oberen Management. Die starke Präsenz dieser Eigenschaften während der Krise
widerspricht den Ergebnissen einer außerhalb Griechenland durchgeführten

15. Forschung, wo sie mangelten während Krisen in Bauprojekten. Im Falle einer
erfolgreichen Resolution der Krise, die ersten fünf PM-Verhaltenskompetenzen in der
Klassifizierung waren Führung, Effizienz, Ergebnisorientierung, Verlässlichkeit und
Beratung. Im Falle einer erfolglosen Resolution der Krise, die ersten fünf PM-

Anwendung von Projektmanagementmethoden und Risikomanagementprozesse bei
der griechischen Organisationen ist auch offensichtlich. Die Interviews zeigten, dass
der Erfolg der Reaktion bei einem unerwarteten Ereignis für den Projektmanager im
Zusammenhang mit dem "eisernen Dreieck" des Projektmanagements, und
insbesondere mit den Auswirkungen auf Kost und Zeit, steht. Die wichtigste
spontane Äußerung aller Befragten war, dass das Interview eine
"psychotherapeutische" Wirkung auf sie hatte, was die große Bedeutung der
Erholungs- und Lernphase der Krisenmanagementprozess zeigt.
