Active inclusion aims to promote social and labor market activation for vulnerable groups. Several EU countries have developed advanced models of cooperation between employment services, social services, education, and healthcare to support activation. Effective partnerships between services are key to inclusion. Eurofound research examined inclusion measures for young people with health issues in 11 EU states. It found an increase in youth receiving incapacity benefits and a shift toward psychological problems. Good practices highlighted include programs providing vocational training, job placement, and ongoing support through job coaches or transitional employment to facilitate open market jobs.

The program has three stages: (1) educating youth on careers and business management, (2) preparing, equipping, and enhancing skills like marketing, and (3) providing internships for real-world experience. While it assisted many online and in developing ideas and career paths, limitations included a lack of 24/7 services and technological tools to expand its reach.
The document proposes introducing a "Business Education & Career Guidance Program" called "Business Academy for Children" (BAC) in Mongolia. The BAC would be an after-school program to empower high school students with business and leadership skills. We would like to introduce the Bhutan Institute of Training and Development (BITAD) to all persons visiting this LinkedIn site of BITAD. It is a CENTER for Developmental Training and Effective Governance. The Institute and its Training Programmes and facilities are placed in Grade B (the highest grade the training institutes in the country are graded till date).
The Institute is located at Babesa near Thimphu Techpark, about 10 KM from Thimphu City Center and frequent city buses ply to the institute. The institute is purposely located away from the business centers, highways and residential areas to create an ideal teaching learning environment without much disturbances. We provide modest lunch and refreshment during the training course. There are also provisions of pantry, guesthouse and other facilities to cater to the visiting trainers and professors.
BITAD is guided by four organizational values: (1) Human Capital Development, (2) Resource Performance Improvement, (3) Organizational Development and (4) Societal Enrichment. The Institute aspires to be a Socio-Economic Development Driver in the region and a Center for Development Education (CDE) internationally. BITAD will be a platform for Bhutanese and international professionals to cross fertilize their experiences and ideas in developmental training and effective governance.
BITAD offers training in five broad programmes: (1) Business and Financial, (2) Leadership and Management, (3) Gender and Socio Economic, (4) Research and Education and (5) Social work and Humane Development.
The BITAD is formed under the aegis of AMJ Group of Business and managed by Chief Executive Officer (J B Rai, MBA-Accts & Finance) with support from seasoned and veteran professionals. This includes former Director Generals (DGs), Managing Directors (MDs), Specialists, Professors, Educationists, Economists, Chartered Accountants and Diplomats.
Gyumri youth policy development conference, YerevanMarius Ulozas

The ILO and Youth Employment The ILO Youth Employment Programme (YEP) was established in 2005 to address the global development goal and national challenges of providing young people with decent work opportunities. Through an integrated approach, it provides a wide array of services, including research, promotional activities, policy advice and technical assistance to support ILO constituents (governments, employers and workers organizations). The Programme operates through a global network of specialists at headquarters in Geneva and in more than 60 offices around the world. The ILO strategy in support of country action on youth employment combines technical assistance to strengthen the policymaking process, while supporting institutional reforms, with direct interventions and pilot projects to demonstrate the effectiveness of youth employment programmes. This illustrates that the ILO approach to youth employment does not rely on stand-alone, fragmented or dispersed interventions. Rather, it is based on the development of gender-sensitive interventions that involve a wide array of partners, including several ministries, the social partners and other organizations that represent the interests of young people. These interventions are based on the: i) review of effectiveness of policies, programme and institutions, application of lessons from evaluation and best practice, and identification of key challenges to be addressed through policy options stemming from evidence collected with national school-to-work transition surveys; ii) development of gender-sensitive policies that are embedded in larger national development frameworks; iii) implementation of priority measures through the development of plans which turn commitment to action and are supported by national budgets; and iv) monitoring and rigorous evaluation of interventions. Figure 1: Youth employment intervention model The comparative advantage of ILO’s work on youth employment lies in its proven ability to deliver quality, real-world results, influence policy change and reach various beneficiary groups. The Programme currently manages 55 youth employment projects around the world, and has achieved positive impact through advisory services, advocacy and knowledge sharing. Most recently, the ILO assisted several countries in developing National Action Plans on youth employment, which have proven to be a valuable instrument for the implementation of coherent youth employment policies and strategies through a participatory process that involves several actors in the planning and delivery of action on youth employment (see Box below).
Blixtjobb is an employment agency in Sweden that provides temporary work opportunities for people struggling with addiction or homelessness. It aims to give participants an honest day's pay for an honest day's work without requiring sobriety. The workers are supervised by team leaders who have also experienced dependency issues. Blixtjobb serves both individual households and corporate clients. The model was transferred from Norway, where a similar program called "Wages Earned" has found success by offering jobs like subway cleaning. Key elements that transferred include the work opportunity concept and organizational structure using team leaders. However, larger recurring government contracts have not transferred.

individual in order to initiate ALMM

•Employment Potential – degree of match (through dialogue):
1-3where 1 is immediate match and 3 is no match
M1 is ready for the labour market and/or education, 2 ready for activation
and 3 no immediate match (temporarily unavailable)
•Resources of the individual (through dialogue)
5 points of attention: 1) Own employment perspective, 2) Formal and

and networks and 5) Health
