This document proposes a stepwise approach to implementing Total Quality Management (TQM) using the ISO 9001:2015 quality management system standards. TQM and ISO-based quality management systems have been popular approaches since the 1980s, but can be difficult to implement and sometimes conflict. The proposed approach recognizes that for an organization to effectively implement TQM, each component must work together harmoniously. Internal audits are required as part of an ISO-certified quality management system to ensure requirements are met and the system is working properly.
