RINEX is the Rwanda Internet Exchange that is managed by RICTA. They approached content delivery network Akamai in 2013 about caching Akamai's content at RINEX to improve speeds for users in Rwanda. However, financing the transit link to bring Akamai's content was a challenge. The solution was for RINEX to officially manage the Akamai cluster hosted within one of RINEX's peering ISPs. This ISP would provide the lowest price per megabit of cache and only distribute Akamai content through RINEX.
