SECRETARY to the GOVT. OF THE PUNJAB
EDUCATIONDepartment
• Govt. of the Punjab has taken various steps to ensure
100 % enrolment, check dropout and improve standard of
Education.
• These steps include increase in pay of Govt. employees,
appointment of highly qualified and trained teachers on
merit, incentive awards, continuous development of
teachers.
Teaching of English from Grade - 01 as compulsory
subject, provision of free text book, Scholarships for girl
students, furniture. -boundary wall, electricity and other
facilities, formation of school council, provision of fund
for additional class rooms, reforms in education system,
establishment of monitoring system at provincial level
and many special projects.
In order to improve students strength and standard
of education Govt. of the Punjab has decided.
i- At each level target for Head teacher, teachers and
administrative officers of Education department may be
fixed and in the light of these target, a standard school
manual (Dastoor-ul-Amal)may be developed that include
curricular co-curricular activities, teaching method and
administrative requirement of the school. A copy of the
same may be provided to each teacher.
ii- A unique academic calendar of Educational and
Administrative activities may be implemented in the whole
province.
iii- In Traditional inspection and reporting, there is no linkages
between quality of Education, teaching methods and goals.
iv- In future, at completion of each educational activity,
Head teacher and teachers will make self assessment as
per educational calendar and school manual.
• The targets of teaching staff will be same as supervisory
officers at provincial, District and Tehsil Level with same
indicators.
• In future, no inspection will be made without proforma,
only one proforma will be used for the whole province
and separate marks will be fixed for each target and
activity. Besides results, students in the class will be
evaluated.
• Considering the importance of Head teacher,
their responsibilities and powers had been
clarified so that they are powerful in achieving
goals of quantity, quality and efficiency .
GOALS OF GOVT. ELEMENTARY / SECONDARY/ HIGHER SECONDARY
SCHOOLS.
• Quantity Targets.
• At Primary level, 100% enrollment will be made and 90% of those
students who are admitted will complete the Primary level as per
National Education Policy 1998-2010.
• Retention of 85% M&F students up to class 8th and 80% up to SSC Level
will be ensured
Admission 100% . All the children who pass 5th and 8th class may be admitted
in next class.
Dropout Dropout may be curtailed till the promotion of the students in the
terminal / last grade of the school.
Retention Rate No child will be withdrawn from 5th 8th and 10th class for
improvement of school result artificially and admission of children
will not be refused for external examination, i.e BISE etc.
QUALITY TARGETS- RESULTS
• Results of matric, Middle standard and Primary
standard of the school as well as subject must not
be less then the average of District results of BISE.
• Helping books, rote system and private tuition will be
completely eliminated .
• All activities of the school as per school manual will
be completed.
ADMINISTRATIVE EFFICIENCY
• Planning and management of school.
• Discipline-attendance of students and teachers.
• Uniform, school building & condition of premises and
cleanliness.
• Science labs, library, Physical training / Sports.
• Continuous contact with parents.
PER STUDENTS COST
• Elementary level 2400/-
• Secondary Level 3600/-
• Justification of annual school budget can will be shown
with performance of school, enrollment and results.
SCHOOL TIMINGS.
• Summer :- April 16 to Oct 14
• Winter :- Oct 15 to April 15
• District administration can change school timings in
accordance with local situation and weather Conditions.
• The duration of teaching in summer may be 5-hours and
in written 5 ½ hours after deductions of assembly and
recess time
• For children of Grade - 01 the head teacher can allow
them to leave school one hour before the closure of
the school. Teachers will remain present in the school.
• Head teacher can change school timing upto 15 minutes
keeping in view Traffic, and local condition of boys and
girls school.
• School timing may be displayed at prominent place
outside the school.
• In the time table, daily 8-period and on Friday 05-period
may be fixed, before recess 05-periods may be fixed.
• School timings during Ramadhan will be fixed as per
instructions issued by the Govt.
• Duty time for all the Govt. servants are minimum 07- hours.
The head teacher should spare sometime for lesson
planning, checking of homework, preparation of results and
progress reports, completion of record, evening sports and
after administrative matters .
SCHOOL ASSEMBLY.
• School assembly is the reflection of discipline
and General impact of the school.
• Every students may be provided opportunity to
participate in the activities i.e Tilawat, Naat,
Milinaghma and speech etc, in the assembly.
• The in-charge of assembly or In-charge Bazm-e-
Adab should guide the student one day before,
about the students participation in the assembly
after listening Tilawat, Naat, Milinaghma and
speech etc.
• After dua of Allama Muhammad Iqbal,
national anthem may be sung by the students
& staff and national flag measuring (3’ x 4’)
standard size will be hoisted. The flag will
changed if the colors are fade.
• After the assembly the students will go to
their classes in march-past. Neat and clean
and disciplined class will receive the flag
every week after competition.
• Head teacher, teachers and students can make
speech in the assembly
• In the assembly, uniform, physical
cleanliness, hair and nail cutting may be
checked.
• after the weekend, dress and physical
cleanliness may be checked and record in this
regard may be made of students with better
position. Class in-charge will be responsible
for discipline of his class.
ATTENDANCE OF STUDENTS (M &F)
• Completion of students attendance during assembly, no
page of attendance register may be kept blank, attendance
of all classes may be written on the board in the first
period. Students attendance for 2nd half / after recess may
be marked regularly.
• Pass system may be introduced in the class and no student
should leave the class without pass. If any student is found
wandering during the school hours, teacher concerned of
that period will be held responsible.
POWERS AND RESPONSIBILITIES OF
HEAD OF INSTITUTION.
• Punjab Education code section -10 reads that :-
• “The head of an institution shall be responsible for its proper
administration and management. He / She shall maintain
discipline among staff and students, organize and supervise
the institution regularly participate in the teaching work,
arrange the games and other co-curricular activities, ensure
that all registers are regularly and accurately maintained.
Keep a proper account of all monies entrusted to him/her and
see that the same are utilized a accordance with the
prescribed rules, and generously promote the physical,
intellectual religious social and moral welfare of the
students under his charge”

POWERS OF HEAD TEACHER.
• Powers to assign academic, administrative or
any other activity for the welfare of school
and quality Education. Non compliance of the
subordinates will be considered serious
misconduct.
• Powers to entrust additional work i.e
additional class, duties in connection with
library, funds tree plantation, exam , record
preparation etc.
POWERS OF HEAD TEACHER.
• Powers to recommend transfer / surrender of
any teacher.
• Powers to sanction leave/ recommend leave.
• Powers to appoint temporary teacher in the
subject of science, math, and English for six
months with the approval school council from
FTF. In case of non availability of sweeper,
Sanitary worker can be paid from this fund on
need basis.
• Part time staff will not be paid during summer
vacation.
POWERS OF HEAD TEACHER.
• Reporting officer of ACR/PER of permanent as
well as contract employees. While writing
PER both / targets assigned to teacher /
employees and their achievements may be
considered.
• The PER/ACR may be completed before 15th
January and may be kept confidential.
PRIVATE TUITION.
• Section-17 of Punjab Education Code speaks
that during school hours and in the school
premises no teacher can do tuition work for
own class or private student. If any one is
found doing tuition work in the school. it will
be considered professional dishonesty and
departmental proceedings will be initiated.
TEACHING OF CURRICULUM.
• Teaching of curriculum may be completed
before January 15, after that, revision may be
started.
• The Head of institution should inspect teacher
dairy and keep in mind while writing.
• There is no right about work load, subject
specialist can be assign junior classes, refusal to
teach junior will Lead to disciplinary action.
TEACHING OF CURRICULUM.
• Teaching of English and Urdu.
• Teaching of Islamiat and Arabic.
• Teaching of Pakistan Studies /social studies.
• Teaching of mathematic.
• Teaching of science.
• Use of science laboratory. Science room.
TEACHING OF CURRICULUM
• Botanical garden.
• Teaching of Art /drawing, geometrical,
scientific and technical drawing.
• Computer Education.
• Teaching of Elective subjects.
• Home work.
COMPULSORY CO-CURRICULAR
ACTIVITIES.
• Library.
• PT and sports.
• Bazm-e-Adab and National days.
• Establishment of School houses in order to
organize sports and co-curricular activities.
• Educational tours.
• Scouting / Girls guide.
•
ADMINISTRATIVE AFFAIRS OF
SCHOOL.
• Uniform and physical health, cleanliness.
• Cleanliness of school Building and school
premises.
• Furniture.
• Tree Plantation
• School Council.
• Effective contact with parents.
• Parents day.
INTERNAL ASSESSMENT SYSTEM
EXAMINATION ACADEMIC PHASES AND PROGRESS
REPORT
• Continues internal evaluation system in four phases i.e
three quarterly and one annually.
• Promotion upto Grade-III will be made under this
system.However promotion from Grade-IV to V passing of
annual examination is necessary.
• Progress reports will be prepared on quarterly and one
annual evaluation. Record will maintained on a simple
register and parents will be informed about the progress
their children on the basis of record in the register.
Parents may not be asked to take financial burden of
printed progress report.
•
• The division of marks in each quarterly and
annual examination will be :-
i- Objective . 40%
ii- Subjective. 60%
• In subjective paper 24 marks will be for short
questions and 36 marks for descriptive question.
• Similarly for a paper of 50 marks 20 marks will be
for objective part and 30 marks for subjective
part. In subjective part 12 marks for short
questions and 18 marks for descriptive question.
• For 5th and 8th Grade center examination
paper for each subject will be conducted
separately.
• For admission in Grade -06 or 09
participation in center examination will be
mandatory 5th and 8th class.
• For quarterly examination the papers may be
conducted after class work or more then one
paper in a day .
• Question paper may be prepared from the
whole curricula / text book in accordance with
calendar.
• Marked answer books must be shown to the
students .
COMPLETION OF SCHOOL RECORD.
• The head teacher and teachers should maintain
the following record at proper time and in right
manner.
• i- Attendance register of Students, teachers,
• Register admission and withdrawn, Movement
Register, School Council Register, FTF, Red cross
and other funds registers, Science martial
register, Progress report register, Dairy and
Dispatch Register. Register Examination log Book
visitors Book leave account file. Service books
Leave record, Appointment / Transfer orders PER.

group will work on the task / activity
assigned and will present the same during
the session.

  • 4. Message SECRETARY to the GOVT. OF THE PUNJAB EDUCATIONDepartment • Govt. of the Punjab has taken various steps to ensure 100 % enrolment, check dropout and improve standard of Education. • These steps include increase in pay of Govt. employees, appointment of highly qualified and trained teachers on merit, incentive awards, continuous development of teachers.
  • 5. Teaching of English from Grade - 01 as compulsory subject, provision of free text book, Scholarships for girl students, furniture. -boundary wall, electricity and other facilities, formation of school council, provision of fund for additional class rooms, reforms in education system, establishment of monitoring system at provincial level and many special projects.
  • 6. In order to improve students strength and standard of education Govt. of the Punjab has decided. i- At each level target for Head teacher, teachers and administrative officers of Education department may be fixed and in the light of these target, a standard school manual (Dastoor-ul-Amal)may be developed that include curricular co-curricular activities, teaching method and administrative requirement of the school. A copy of the same may be provided to each teacher.
  • 7. ii- A unique academic calendar of Educational and Administrative activities may be implemented in the whole province. iii- In Traditional inspection and reporting, there is no linkages between quality of Education, teaching methods and goals. iv- In future, at completion of each educational activity, Head teacher and teachers will make self assessment as per educational calendar and school manual.
  • 8. • The targets of teaching staff will be same as supervisory officers at provincial, District and Tehsil Level with same indicators. • In future, no inspection will be made without proforma, only one proforma will be used for the whole province and separate marks will be fixed for each target and activity. Besides results, students in the class will be evaluated.
  • 9. • Considering the importance of Head teacher, their responsibilities and powers had been clarified so that they are powerful in achieving goals of quantity, quality and efficiency .
  • 10. GOALS OF GOVT. ELEMENTARY / SECONDARY/ HIGHER SECONDARY SCHOOLS. • Quantity Targets. • At Primary level, 100% enrollment will be made and 90% of those students who are admitted will complete the Primary level as per National Education Policy 1998-2010. • Retention of 85% M&F students up to class 8th and 80% up to SSC Level will be ensured Admission 100% . All the children who pass 5th and 8th class may be admitted in next class. Dropout Dropout may be curtailed till the promotion of the students in the terminal / last grade of the school. Retention Rate No child will be withdrawn from 5th 8th and 10th class for improvement of school result artificially and admission of children will not be refused for external examination, i.e BISE etc.

QUALITY TARGETS- RESULTS • Results of matric, Middle standard and Primary standard of the school as well as subject must not be less then the average of District results of BISE. • Helping books, rote system and private tuition will be completely eliminated . • All activities of the school as per school manual will be completed.
  • 12. ADMINISTRATIVE EFFICIENCY • Planning and management of school. • Discipline-attendance of students and teachers. • Uniform, school building & condition of premises and cleanliness. • Science labs, library, Physical training / Sports. • Continuous contact with parents.
  • 13. PER STUDENTS COST • Elementary level 2400/- • Secondary Level 3600/- • Justification of annual school budget can will be shown with performance of school, enrollment and results.
  • 14. SCHOOL TIMINGS. • Summer :- April 16 to Oct 14 • Winter :- Oct 15 to April 15 • District administration can change school timings in accordance with local situation and weather Conditions. • The duration of teaching in summer may be 5-hours and in written 5 ½ hours after deductions of assembly and recess time • For children of Grade - 01 the head teacher can allow them to leave school one hour before the closure of the school. Teachers will remain present in the school.
  • 15. • Head teacher can change school timing upto 15 minutes keeping in view Traffic, and local condition of boys and girls school. • School timing may be displayed at prominent place outside the school. • In the time table, daily 8-period and on Friday 05-period may be fixed, before recess 05-periods may be fixed. • School timings during Ramadhan will be fixed as per instructions issued by the Govt.
  • 16. • Duty time for all the Govt. servants are minimum 07- hours. The head teacher should spare sometime for lesson planning, checking of homework, preparation of results and progress reports, completion of record, evening sports and after administrative matters .
  • 17. SCHOOL ASSEMBLY. • School assembly is the reflection of discipline and General impact of the school. • Every students may be provided opportunity to participate in the activities i.e Tilawat, Naat, Milinaghma and speech etc, in the assembly. • The in-charge of assembly or In-charge Bazm-e- Adab should guide the student one day before, about the students participation in the assembly after listening Tilawat, Naat, Milinaghma and speech etc.
  • 18. • After dua of Allama Muhammad Iqbal, national anthem may be sung by the students & staff and national flag measuring (3’ x 4’) standard size will be hoisted. The flag will changed if the colors are fade. • After the assembly the students will go to their classes in march-past. Neat and clean and disciplined class will receive the flag every week after competition.
  • 19. • Head teacher, teachers and students can make speech in the assembly • In the assembly, uniform, physical cleanliness, hair and nail cutting may be checked. • after the weekend, dress and physical cleanliness may be checked and record in this regard may be made of students with better position. Class in-charge will be responsible for discipline of his class.
  • 20. ATTENDANCE OF STUDENTS (M &F) • Completion of students attendance during assembly, no page of attendance register may be kept blank, attendance of all classes may be written on the board in the first period. Students attendance for 2nd half / after recess may be marked regularly. • Pass system may be introduced in the class and no student should leave the class without pass. If any student is found wandering during the school hours, teacher concerned of that period will be held responsible.
  • 21. POWERS AND RESPONSIBILITIES OF HEAD OF INSTITUTION. • Punjab Education code section -10 reads that :- • “The head of an institution shall be responsible for its proper administration and management. He / She shall maintain discipline among staff and students, organize and supervise the institution regularly participate in the teaching work, arrange the games and other co-curricular activities, ensure that all registers are regularly and accurately maintained. Keep a proper account of all monies entrusted to him/her and see that the same are utilized a accordance with the prescribed rules, and generously promote the physical, intellectual religious social and moral welfare of the students under his charge”
  • 22.   • 23. POWERS OF HEAD TEACHER. • Powers to assign academic, administrative or any other activity for the welfare of school and quality Education. Non compliance of the subordinates will be considered serious misconduct. • Powers to entrust additional work i.e additional class, duties in connection with library, funds tree plantation, exam , record preparation etc.
  • 24. POWERS OF HEAD TEACHER. • Powers to recommend transfer / surrender of any teacher. • Powers to sanction leave/ recommend leave. • Powers to appoint temporary teacher in the subject of science, math, and English for six months with the approval school council from FTF. In case of non availability of sweeper, Sanitary worker can be paid from this fund on need basis. • Part time staff will not be paid during summer vacation.
  • 25. POWERS OF HEAD TEACHER. • Reporting officer of ACR/PER of permanent as well as contract employees. While writing PER both / targets assigned to teacher / employees and their achievements may be considered. • The PER/ACR may be completed before 15th January and may be kept confidential.
  • 26. PRIVATE TUITION. • Section-17 of Punjab Education Code speaks that during school hours and in the school premises no teacher can do tuition work for own class or private student. If any one is found doing tuition work in the school. it will be considered professional dishonesty and departmental proceedings will be initiated.
  • 27. TEACHING OF CURRICULUM. • Teaching of curriculum may be completed before January 15, after that, revision may be started. • The Head of institution should inspect teacher dairy and keep in mind while writing. • There is no right about work load, subject specialist can be assign junior classes, refusal to teach junior will Lead to disciplinary action.
  • 28. TEACHING OF CURRICULUM. • Teaching of English and Urdu. • Teaching of Islamiat and Arabic. • Teaching of Pakistan Studies /social studies. • Teaching of mathematic. • Teaching of science. • Use of science laboratory. Science room.
  • 29. TEACHING OF CURRICULUM • Botanical garden. • Teaching of Art /drawing, geometrical, scientific and technical drawing. • Computer Education. • Teaching of Elective subjects. • Home work.
  • 30. COMPULSORY CO-CURRICULAR ACTIVITIES. • Library. • PT and sports. • Bazm-e-Adab and National days. • Establishment of School houses in order to organize sports and co-curricular activities. • Educational tours. • Scouting / Girls guide. •
  • 31. ADMINISTRATIVE AFFAIRS OF SCHOOL. • Uniform and physical health, cleanliness. • Cleanliness of school Building and school premises. • Furniture. • Tree Plantation • School Council. • Effective contact with parents. • Parents day.
  • 32. INTERNAL ASSESSMENT SYSTEM EXAMINATION ACADEMIC PHASES AND PROGRESS REPORT • Continues internal evaluation system in four phases i.e three quarterly and one annually. • Promotion upto Grade-III will be made under this system.However promotion from Grade-IV to V passing of annual examination is necessary. • Progress reports will be prepared on quarterly and one annual evaluation. Record will maintained on a simple register and parents will be informed about the progress their children on the basis of record in the register. Parents may not be asked to take financial burden of printed progress report. •
  • 33. • The division of marks in each quarterly and annual examination will be :- i- Objective . 40% ii- Subjective. 60% • In subjective paper 24 marks will be for short questions and 36 marks for descriptive question. • Similarly for a paper of 50 marks 20 marks will be for objective part and 30 marks for subjective part. In subjective part 12 marks for short questions and 18 marks for descriptive question.
  • 34. • For 5th and 8th Grade center examination paper for each subject will be conducted separately. • For admission in Grade -06 or 09 participation in center examination will be mandatory 5th and 8th class. • For quarterly examination the papers may be conducted after class work or more then one paper in a day .
  • 35. • Question paper may be prepared from the whole curricula / text book in accordance with calendar. • Marked answer books must be shown to the students .
  • 36. COMPLETION OF SCHOOL RECORD. • The head teacher and teachers should maintain the following record at proper time and in right manner. • i- Attendance register of Students, teachers, • Register admission and withdrawn, Movement Register, School Council Register, FTF, Red cross and other funds registers, Science martial register, Progress report register, Dairy and Dispatch Register. Register Examination log Book visitors Book leave account file. Service books Leave record, Appointment / Transfer orders PER.
  • 37. GROUP ACTIVITY FOR THE PARTICIPANTS • Participants will be divided into groups, each group will work on the task / activity assigned and will present the same during the session.
  • 38. Group No. Activity 1 Critically discuss the massage from Secretary Govt. of the Punjab Education Department in connection with school manual. Right salient features of the massage. One group member should give presentation. 2 Discuss powers, roles & responsibilities of Head of institution, write main duties of head teacher in achieving institutional goals. One group member should give presentation. 3 Critically discuss the importance of school assembly, How the assembly can be made effective for quality Education, character building and socialization of school student, discuss and submit recommendations . One group member should give presentation.
  • 39. Group No. Activity 4 Being a head teacher how can you generously promote the physical , intellectual, religious , and moral welfare of the students of your schools, discuss and submit recommendations .
