It is an honour to speak at the inaugural
session of the 6th Ministerial
Conference of the Heart of Asia-
Istanbul Process on Afghanistan.
And, it is a particular pleasure to jointly
inaugurate this Conference with our
friend and partner, President Ashraf
Ghani of Afghanistan.
I thank Excellency Ghani for accepting
my invitation and for gracing this confer-
ence. It is also a great privilege for me
to welcome all of you in Amritsar, a city
blessed with simplicity, beauty and spir-
ituality, and abode to the Golden
Temple, the holiest shrines of Sikhs.
It is a place made sacred by Sikh Gurus
who meditated here. It embodies peace
and humanism, and is open to all peo-
ple and religions. Its streets and parks
tell stories of great valour and immense
sacrifice.
It is a city whose character has been
shaped by proud patriotism and gener-
ous philanthropy of its residents. And,
by their spirit of enterprise, creativity
and hard work. Amritsar also happens to
nurture an old and steadfast connection
of warmth and affection with
Afghanistan.
Among the earliest disciples of the first
Guru of Sikhs, Baba Guru Nanak Dev ji,
were Afghans he had preached to in
Kabul in the 15th century.
Even today, the shrine of an Afghan-ori-
gin sufi saint Baba Hazrat Sheikh in
Punjab is revered by all faiths, including
visitors from Afghanistan.

the world-class tertiary
healthcare, the govern-
ment is also focused on
improving the quality of
care through tertiary, pri-
mary and secondary
healthcare systems.” This
was stated by Shri Rajnath
Singh, Hon’ble Union
Home Minister during his
address at the 44th
Convocation of AIIMS,
New Delhi, here today. He
further said that in view of
the population pressure in
the country the govern-
ment is trying to bridge the
gap between demand and
supply of quality health-
care through public private
partnerships (PPPs) where
the private sector is being
roped in. Shri Manoj Sinha,
MoS for
Telecommunications and
Railways also graced the
occasion. The Union Home
Minister stated that though
the government has suc-
cessfully overcome many
health challenges, there
are many health frontiers
that still need to be con-
quered such as malaria in
the country. The Home
Minister further drew atten-
tion towards hygiene, sani-
tation and cleanliness
which play a crucial part in
preventing many diseases
and urged citizens to con-
tribute to the “Swacchata
Abhiyaan” started by the
Hon’ble Prime Minister.
Shri Singh also said that
the Institution is a nursery
of medical talent and it
needs to expand to meet
the growing need for med-
ical human resource in the
country. He informed that
the expansion plans for the
Institution have been taken
up and are underway. “I am
experiencing an ‘inspira-
tional’ and ‘spiritual’
moment here, as you all
are in the field where lives
are saved. Doctors experi-
ence deep satisfaction
after saving patients and
successful treatment.
Hence, the profession of
doctors is a very noble
task,” Shri Rajnath Singh
added.

Minister Shri J P Nadda
stated that ensuring the
highest standards of med-
ical education is a top pri-
ority for our government
and 6 AIIMS have already
been made operational
and 12 new AIIMS are
being set up in different
parts of the country to set
standards of medical edu-
cation and healthcare at
par with the best institu-
tions in the world. “Existing
premier medical colleges
are also being upgraded
with top notch infrastruc-
ture and facilities. Medical
teachers will also be close-
ly involved in policy plan-
ning, regulation and
enforcement of standards
in medical education,” Shri
Nadda added.
The Health Minister
assured that the
Government is committed
to ensuring that the new
AIIMS will meet the same
standards of service as
AIIMS, New Delhi.

India had a woman president and prime minis-
ter. A male prime minister who says, educate
girls and save them. Yet one of the greatest
tragedies that our country faces is that women
have to rely on themselves when it comes to
their own safety. No respect for women. No
respect for our culture. And as far as the law
is concerned, who cares? There is currently
no special law in India against sexual assault
or harassment, and only penetration by a
male’s sexual organ counts as rape. Proving
molestation is another challenge faced by
women.
India is known to be a land of contrasts. On
the one hand, we celebrate the success of our
leading female sports stars like Sania Mirza
and Saina Nehwal, whereas on the other
hand, a national-level shooter has accused
her coach, also a former shooter and
Olympian, of having spiked her drink at a party
and raping her in Delhi. The Haryana woman
shooter claimed that her coach, with whom
she was in a relationship with for the last two
years, had promised to marry her. A complaint
has been filed in the case. The accused is an
Arjuna awardee and employed with the Sports
Authority of India (SAI), which is why the
National Rifle Association of India (NRAI) has
not intervened. The SAI in its capacity can
suspend the accused till the charges against
him are proved. However, since the accused
has only been asked to co-operate with inves-
tigation as of now, and has not been arrested,
the authority has not taken any action against
him. This is how the sports women time and
again, lands in trouble and accused roam scot
free.
Earlier too, a promising 15-year-old female
athlete committed suicide after being
harassed by seniors. The news of the tragic
incident of four young female athletes attempt-
ing suicide by eating poisonous fruits, with one
of them succumbing to it, at the Sports
Authority of India (SAI) water sports centre at
Vembanad Lake, Alappuzha, Kerala had
spread like wildfire. While the horrific occur-
rence has rattled the corridors of the Sports
Ministry, the news once again brings to light
the plight of female Indian sports athletes.
Neither Indian sports nor the governing body
SAI is new to controversies. Flip through the
pages of history and one can find several inci-
dents of misbehaviour and allegations of sex-
ual harassment made by leading sportswomen
of the country.
In 2009, the women’s team accused the
Andhra Cricket Association (ACA) secretary V
Chamundeshwarnath of asking for sexual
favours in order to be selected. Following
complaints of sexual harassment by women
cricketers, the ACA sacked the secretary and
the police booked a case against him. This
shameful act came to light when six women
cricketers met then State Home Minister P
Sabitha Indra Reddy and explained the situa-
tion to her.
In 2011, Thulasi alleged that the Tamil Nadu
Boxing Association (TNBA) secretary A K
Karunakaran misbehaved with her while ask-
ing her to ‘cooperate’ if she wished to be
selected. In 2010, a women hockey player
alleged sexual harassment by chief coach. As
we know, Hockey is the national game of India
but the game or more specifically the organi-
sation running it, Hockey India (HI), has been
in the news for all the wrong reasons. In 2010,
few members of Indian Women’s Hockey team
complained of being sexually harassed by the
then chief coach Maharaj Krishan Kaushik.
The scenario came to light when Ranjitha Devi
sent an email to HI. She mentioned about
being subjected to sexual harassment and that
she was eventually not considered for inclu-
sion in the team for not acceding to the
coach’s ‘demands’. It was also noted that
Kaushik used his reputation of having coached
the Men’s 1998 Bangkok Asian Games gold
medal-winning side to the fullest to save him.
In 2014, another shocking incident of sexual
harassment came to light, when gymnastics
coach Manoj Rana and gymnast Chandan
Pathak were booked for allegedly sexually
harassing a female gymnast at the Indira
Gandhi Indoor Stadium while attending a
national camp for the Asian Games. The 29-
year-old woman gymnast revealed that vulgar
and indecent remarks were made about her
clothes by the two.
Violence against sportswomen on the rise
Thousands of divorce
cases are pending in
courts and many families
are yet to get justice.
Divorce proceedings in
India is very complicated
and both men and women
find it difficult to go through
litigation process as it is a
time consuming procedure
especially in contested
divorce cases.
First of all, lawyers play a
key role for the success in
the divorce proceedings
and hence you need to
select an experienced
lawyer particularly in this
subject dealt with more
specific issues in the
divorce laws. Nowadays,
court verdicts are a shock-
er; one after other cases
which favour men has
made it much more com-
plicated for women to get
justice. Although, we are
still improving from the
blow of the grounds for
divorce laid by the
Supreme Court lately,
another shock seems to
have tormented right into
the ribs!
In a country where marital
rape is still not a criminal
offense under the IPC, ver-
dicts that you’re about to
hear will diminish your
faith in the judiciary. Indian
rape definition is so vague;
even an intercourse with
consent can be later
termed as rape. There is a
case where the Madras
High Court intervened and
imprisoned the man even
though the girl acknowl-
edged that it was consen-
sual sex. Our judiciary is
that imprudent.
A large percentage of
women and men in India
live in rural areas where
panchayat, tribal laws and
local customs are the
norm. Even now, in the
21st century there are
cases of witches being
burnt alive and castes and
religious antagonisms are
rife. From the legal point of
view, laws against marital
rape are a step in the right
direction, but that requires
a society where women
are financially independent
and equal to men in all
respects. Will the country
provide financial assis-
tance to a rural woman
who has sent her husband
to jail for marital rape?
Maybe that’s why; our
present society is not
ready for such a law, which
will lead to a social dis-
tress, especially in reli-
gious minorities. It will be
unenforceable and trans-
gressed on a large-scale.
Leaving all the crucial
issues aside the Supreme
Court says, extra-marital
affairs of a man do not
always amount to mental
cruelty attracting the provi-
sion of abetment to sui-
cide. The statement has
come to light after a
woman-committed suicide
due to her husband’s
alleged extra-marital
affairs. It is significant to
note that the other woman
involved in the case also
committed suicide due to
humiliation leading to two
more suicides, committed
by her mother and brother.
If that wasn’t cruel enough,
the man charged for infi-
delity filed an appeal
against his conviction of
four-year sentence for
causing harassment and
mental cruelty to his wife,
and the SC acquitted him
of all charges. In yet
another bad decision, we
now have weird grounds
for divorce. Even though,
something as brutal as
marital rape is not reason
enough for separation,
men now have the upper
hand in divorce as well.
The Supreme Court has
passed a judgement that,
a Hindu man can file for
divorce if his wife tries to
separate him from his age-
ing parents. A woman
needs to leave her parents
when she gets married,
and that is the ‘norm’. But
if she tries to take him
away from his parents and
live an independent life,
she can be divorced?
Because only her hus-
band’s parents need
someone to take care of
them full-time due to old
age while her parents are
s e l f - s u s t a i n a b l e ?
Anyways, this is what
Indian judiciary has decid-
ed lately.
Supreme Court also
waives 6-month waiting
period, grants divorce to
couple. The SC has
allowed an estranged cou-
ple’s plea for divorce by
mutual consent by waiving
the waiting period of six
months, exercising its
powers under the
Constitution to do “com-
plete justice”.
Now coming back to the
most important fact is,
whether that woman is
married or unmarried? If
she is married, the hus-
band can be prosecuted
under Section 497 of the
Indian Penal Code for
adultery and can be pun-
ished for up to 5 years and
fine, or both. In case she is
unmarried, that person
cannot be prosecuted
under the Indian Penal
Code. The wife of that per-
son has the remedy of
obtaining divorce from him
on the ground of adultery.
According to Indian
Matrimonial laws, the term
extra marital affair is not
used what is stated as,
“has since the solemniza-
tion of the marriage com-
mitted adultery” or ” has,
after the solemnization of
the marriage, had volun-
tary, sexual intercourse
with any person other than
his or her spouse”. The
sexual relationship out of
marriage with someone
else than the spouse is the
important factor that has to
exist in order to obtain dis-
solution of marriage by
decree of divorce.

Cuban President Raul Castro has pledged to uphold his
brother Fidel’s socialist revolution at a massive rally in
honour of the communist icon before his burial.
Tens of thousands of flag-waving supporters recited the
oath with Raul Castro at the Revolution Plaza of
Santiago de Cuba, the cradle of Fidel’s guerrilla struggle.

Capping a nine-day mourning period, Castro’s ashes will
be interred today during a “simple” ceremony at Santa
Ifigenia Cemetery, near the mausoleum of 19th-century
independence hero Jose Marti, his brother said.
But Castro said that before dying at the age of 90 on
November 25, his brother requested that no monuments
or statues be erected in his honour, and that no streets
or buildings be named after him.
Legislation will be presented at the next national assem-
bly, which meets later in December, to fulfill his dying
wish, Castro said.

Three men attempted to rip off Yasmin Seweid’s hijab, calling
the 18-year-old student a “terrorist” and shouting President-
elect Trump’s name as she rode the subway through
Manhattan.

men repeatedly screamed “Donald Trump!” and hurled anti-
Islam slurs at the Muslim Baruch College student before trying
to rip her hijab off on an East Side subway, the woman told the
New York Daily News. The incident that took place on
Thursday is being investigated by the NYPD’s Hate Crimes
Task Force. Police are reviewing surveillance video to identify
the men involved.
Seweid said she was stunned by the assault and the fact that
no one in the subway car came to her aid. “I heard them say
something very loudly, something about Donald Trump…I also
heard them say the word terrorist and I sort of got a little
scared,” Seweid was quoted as saying.

Siddaramaiah's close aide chikkarayappa is
under scanner and his house was raided by IT
officials based on tip off information from their
counterparts in Goa they have raided his
house in Sanjaynagar and found huge Hiest of
cash for the tune of about 5 crores and more
with gold .
The cash was in the bed room at his flat .
In the biggest seizure of cash in new currency
post demonetisation, the Income Ta depart-
ment today confiscated over Rs 4 crore during
searches in a dozen premises in Bengaluru
and other locations.
Officials told reporters the searches were
launched on the premises of two engineers,
working with the state government, and some
"connected persons".
A team of over 50 I-T sleuths and police per-
sonnel launched operations early morning and
searched premises in Bengaluru, Chennai and
Erode (Tamil Nadu).
The major haul was from a posh flat of Public
Works Department engineer S.C. Jayachandra
at upscale Sanjaynagar in the city's northwest
suburb.
"During the course of searches Rs 4.7 crore
cash in new denominations of Rs 2000 and 0.3
crore in old/smaller denominations totalling Rs
5 crore and 7 kg bullion worth approximately
Rs 2 crore were found in a flat owned by a civil
contractor.
"The new notes and bullion are learnt to have
been obtained by exchange of demonetised
notes by payment of commission of an engi-
neer and a contractor," the Central Board of
Direct Taxes (CBDT), the policy-making body
of the tax department, told in a statement.
The sleuths also seized some notes of Rs 100,
demonetised notes of Rs 500 and a few gold
biscuits during the operation, it said, adding the
department had to call in note counting
machines and additional staff to ascertain the
value of the cash.
What has surprised the tax authorities is the
sheer amount of new currency stashed by
these individuals at a time when new notes are
not available to the common public which is
queueing up to withdraw even small amounts
from their accounts. "This is the highest seizure
of the new currency in the country post the cur-
rency ban on November 8. Some entry opera-
tors and bankers in Karnataka and Tamil Nadu
are under the scanner. Such volume of new
currency cannot be obtained without con-
nivance of bank officials," a senior I-T depart-
ment official said .
The department has also found a number of
identity cards of various individuals from the
searched premises which could have been
used to illegally change the old currency with
new ones.
Taxman has also seized documents of proper-
ty purchase from the premises, even as they
found a battery of luxury cars parked in these
locations. "The investigation is still in progress
and the search action is still continuing in ten
premises," the CBDT statement added.
“Huge stacks of Rs 2000 notes have been
recovered. The cash amounts to over Rs four
crore. The counting of the seized currency is
still on. “This is one the biggest seizures of the
new currency. Some entry operators and
bankers are under scanner,” a senior I-T
department official said.
Since Prime Minister Narendra Modi's shock
ban of old 500 and 1,000-rupee notes three
weeks ago, a cash shortage has stumped the
country. The new 500 and 2,000-rupee notes
are in short supply, resulting in endless lines at
banks. The demonetisation drive is aimed at
unearthing black money.
In the recent raids on other government offi-
cers had led to tip-offs about the two senior
government engineers who were targeted
today. The pair's fleet of fancy motorbikes and
cars had also flagged suspicion.

“This is unfortunate for

Delhi: The Reserve Bank of India (RBI) announced that
it would issue new notes of Rs 20 and Rs 50.
According to reports, new notes of Rs 20 with inset letter
‘L’ in both number panels will soon be issued by RBI.
The central bank will also issue Rs 50 notes without inset
letter in both number panels.
However, the old Rs 20 and Rs 50 notes will continue to
be legal tender, said reports.
The government had earlier demonetized Rs 500 and Rs
1000 notes, and replaced them with new notes of Rs 500
and Rs 2000 in a bid to curb black money.

Mumbai: Conceding that
demonetisation may cre-
ate a disruption in short-
term, Finance Minister
Arun Jaitley said the
impact on the economy
may be seen “for a quarter
or so” but relative advan-
tages are going to be
much more in the long run.
“When you switch over, it
creates disruption. I don’t
see disruption lasting too
long. You may see the
impact for a quarter or so.
Then when you look at
next 12-15 quarters, it’s
certainly going to benefit,”
he said.
