In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

The BJP-led NDA govern-
ment came under attack in
Parliament, with Opposition
parties issuing a number of
notices in both Houses
seeking a debate on ‘intol-
erance’ in society and
action against some minis-
ters for their alleged
provocative remarks.
Congress and JD-U have
issued notices in Rajya
Sabha to discuss the issue
after suspension of busi-
ness under Rule 267, while
in Lok Sabha Congress
and CPI-M have submitted
notices for a debate under
rule 193, which does not
entail voting or require sus-
pension of business. CPI
(M) MP Mohammad Salim
accused Home Minister
Rajnath Singh of having
said about Narendra Modi’s
ascent to power that “a
Hindu had come to power
after 800 years”. Singh took
objection to the statement,
made in the Lok Sabha,
and challenged Salim to
either prove that he had
said so or apologise. Singh
added that he never made
loose comments and was
always very particular
about what he said. Salim,
however, said that he was
quoting from a news maga-
zine and if it was not true,
Singh must send a legal
notice to the media house. I
remember, Vishwa Hindu
Parishad (VHP) leader
Ashok Singhal unabashed-
ly announced Modi’s victo-
ry as power returning to a
‘Swabhimani Hindu’ after
800 years of void, since the
time of Rajput king
–Prithviraj Chauhan. I think
that was his statement and
not Rajnath Singh.

Salim should have first writ-
ten to the government to
verify its worthiness before
wasting the country’s time.
This is a typical case on
how media can disrupt the
house by publishing
reports. First, they should
ban referring some media
articles as part of their dis-
cussion in Parliament
unless they own responsi-
bility for what they are
speaking. Otherwise, we
are making mockery of
Indian democracy and judi-
cial system. Also, who
knows, the same politician
might have asked media to
write some quote from his
future discussion in the par-
liament, knowing that judi-
ciary will take its own time
to settle the matter. And till
the time judgement deliver,
this guy can freely spread
the rumour in the disguise
of media.
This intolerance debate is
wasting the Parliament
time. This nation knows the
agenda behind the toler-
ance of the communal
hatred incidents, state-
ments and murders. What
new information is going to
be discussed and what
new measures against
newly emerging intolerance
situation is going to be
announced by the govern-
ment? I was watching the
session; this is ridiculous
statement referring a news-
paper. They don’t have
courage to fight straight,
hence raising hatred issue
they want to fight with
them. Don’t have guts to
face these newspapers
directly who made such a
shameless comments? Our
MPs should understand
that Parliament meets to
discuss important issues
which are affecting millions
of people. Rather, they are
wasting time on petty issue
and attacking Government.
If a thing goes like this,
even this session will also
be a white wash like the
previous one. With the
Narendra Modi government
reaching out to the
Opposition to ensure the
smooth passage for sever-
al crucial bills like GST, the
Parliament took up a
debate on the “situation
arising out of incidents of
intolerance” in the country
under rule 193. Entire
media was garnering TRP
out of such controversial
statements. Opposition is
coming up with an agenda
to disrupt the parliament.
After Mohd. Salim’s state-
ment, National Conference
president Omar Abdullah
also said increasing inci-
dents of intolerance and
communal confrontation in
the country has created a
sense of despondency.
Addressing a public rally at
Banihal, he said, “Incidents
such as Dadri and
Udhampur are blots on the
social fabric of the country
and will continue to haunt
the nation’s collective con-
science. Omar said since
PDP’s formation, the NC
has consistently highlight-
ed its political nexus with
the BJP and RSS, which is
an open fact. The NC pres-
ident said the entire politi-
cal discourse in the state
has changed with the BJP
exerting complete and total
control not only on the insti-
tutions of governance but
also the political articulation
of outstanding issues.
Meanwhile, Union
Parliamentary Affairs
Minister Venkaiah Naidu
said that the Centre was
ready to discuss the issue
of intolerance in the ongo-
ing session of Parliament if
the Opposition allows the
House to function. Naidu
also alleged that opposition
parties and some “pseudo-
intellectuals” are “exagger-
ating” stray incidents that
happened in states being
“ruled by the Congress and
their friends” with an aim to
“tarnish” India’s image amid
efforts to secure a perma-
nent seat in the UN
Security Council. The bot-
tom line here is that, the
crucial time of parliament is
wasted on unwanted
issues and people are suf-
fering in the end.

Recently, a teenage girl was gan-
graped by her classmate and three
others in Malad. The crime came
into light after her aunt came
across the video of the incident
that they had circulated on
WhatsApp. Look at the guts of the
guys, first they raped the girl and
videographed the entire event and
then posted it on social sites. Who
are these guys? What are their
backgrounds and who is supporting
them for committing this crime?
Child porn is most saleable content
on internet and is on high demand.
Same words are searched on inter-
net, due to which the government
has banned many such sites pro-
moting child sex. These kinds of
incidences are somewhere con-
nected here; this angle should also
be considered while probing the
case. All the four accused who are
minors have been taken into
Mumbai police custody. The four
boys, studying in classes IX and X,
and the victim too is 15-year-old girl
and is a student of standard X.
They then threatened the girl not to
reveal the incident or else, they
would post the video online. She
remained silent but video went
viral. One of the accused is a friend
of the girl. She had gone for studies
at his home in Malad. Working
class parents, leave their homes
trusting children. However, what
happens at their back no one mon-
itors that. Mumbai is busy city here
all are running for earning their
livelihood.
All the accused are juvenile, here.
In the aftermath of the public out-
rage unleashed by the Nirbhaya
case, the Cabinet had approved
amendments to the Juvenile
Justice Act. The government tabled
the Bill in Lok Sabha. The key
change was that allowing children
between ages of 16 and 18 to be
tried by regular courts. The argu-
ments in support of this amendment
seem to be mostly driven by senti-
ments, fear and moral outrage. The
Union minister for women and child
development Maneka Gandhi even
alleged that 50% of all sexual
crimes were committed by 16-year
olds.
Meanwhile, the parents of the
December 16 gangrape and murder
victim had demanded that the face
of juvenile convict who was the
“most brutal” of all the six offenders,
should be shown to the world
before he is released citing “he is a
threat to the society”. He was the
most brutal of all the six and he is
showing no signs of remorse about
what he has done. His release will
be a threat to the society. We don’t
want that what has happened to
their daughter is repeated again.
The father also stressed that it was
important to assess the mindset of
the boy before releasing him.
Maneka Gandhi’s resolve to change
the law and treat juveniles as adults
in heinous crimes has come amidst
the release of some disturbing fig-
ures by NCRB (National Crime
Records Bureau). The involvement
of juveniles in cases of rape in the
capital shot up by 158 per cent in
2013 (163 cases) as against 2012
(63). And there was a 30 per cent
increase in overall crimes commit-
ted by juveniles during the same
period. One hundred and sixty
three juveniles were apprehended
on rape charges and 76 in murder
cases, last year. That the law is not
proving to be a deterrent is quite
evident. The involvement of juve-
niles in the trademark crime of bur-
glary and snatching also went up.
There were 928 cases in 2013 as
against 523 the year before. Going
by these statistics, the concern
expressed by the minister is quite
valid. In fact, since the Nirbhaya
case, Delhi Police has been
demanding that the juvenile age
limit be brought down to 16.
Recently, three boys-aged nine, 12
and 14 -took a seven-year-old girl
to a park on the pretext of plucking
mangoes and took turns to rape
and sodomize her in west Delhi’s
Paschim Vihar. Also, a juvenile ser-
vant masterminded a robbery and
murder of a war hero in Patel
Nagar in early June. However, the
punishment for them will be negli-
gible. In the past three years, juve-
niles have been found involved in
rapes, gruesome murders of elder-
ly and robberies. A gang of five
minors who had dramatically
escaped from a city juvenile home
last year on October 5 amid rioting
and arson had murdered a jew-
eller’s wife in Mayur Vihar a month
later and fled with 50kg of silver
jewellery and Rs. 10 lakh in cash
from the house. A juvenile who was
just 10 days short of being a major
was among them.

New Delhi: The Bureau of Civil Aviation Security, BCAS
has fully met the target of implementation of security
norms prescribed by the UN oversight body, ICAO
(International Civil Aviation Organisation). The ICAO
team recently conducted audit of Indian civil aviation
security and security at Delhi airport in October, 2015
across nine audit areas including legislative and regula-
tory architecture, performance of security personnel,
security training, etc.
They have noted that effective implementation of aviation
security in India stands at 99.23 %. Similarly, India’s
compliance of ICAO security requirements stands at
99.59 %. The global average for effective implementation
of aviation security and for compliance of ICAO security
requirements stands at 66 %.
ICAO carries out periodic audits of member countries
and assesses their implementation of norms prescribed
by ICAO. Earlier the ICAO team had conducted audit of
Indian aviation security systems in February 2011 and at
that time, the above figures were at 89%.

New Delhi: Minister of Road Transport, Highways &
Shipping, Mr. Nitin Gadkari on Saturday announced that
the profitability of the Indian port sector by the end of cur-
rent year will be around Rs.6,000 crores which the NDA
government will invest to create assets to spur up
growth.
While addressing the Session on ‘Smart Businesses
through Smart Infrastructure’ at the 110th Annual
Session of PHD Chamber of Commerce and Industry
here today, Mr. Gadkari also disclosed in the next five
years the contribution of highways and shipping sector to
national GDP would rise to 2% from current in significant
level. With the roads, highways and shipping contributing
to 2% of national GDP by 2020, the sector would be able
to create 50 lakh employment opportunities, said Mr.
Gadkari.
The Minister pointed out that port sector in India had in
the last few decades never registered any profit but with
the NDA government in place, those responsible to man-
age and handle the port sector were categorically told to
improve their performance to stay on to their jobs as a
result, the profitability of the port sector has been in
advance measured at about Rs.6,000 crores by the end
of current year.

The European Union and Turkey agreed
on a deal to stem the migrant crisis,
including a three-billion-euro ($3.2-bil-
lion) aid package for Syrian refugees in
Turkey, EU president Donald Tusk said
after a summit in Brussels on Sunday.
“Our agreement sets out a clear plan for
the timely re-establishment of order at
our shared frontier. We will also step up
our assistance to Syrian refugees in
Turkey through a new refugee facility of
three billion euros,” Tusk told a press
conference with Turkish Prime Minister

The EU also agreed to open a new
chapter in Turkey’s stalled bid for mem-
bership of the bloc in exchange for
Turkey’s cooperation in reducing the
flow of refugees and migrants, Tusk

Two Jewish minors were found guilty of the 2014 murder
of a Palestinian teenager in Jerusalem, but the Israeli
