This document proposes introducing a new priority of "Green Economy for SMEs" in Moldova's SME development strategy. It defines green economy and outlines objectives to adapt regulations, improve financing, and promote training to support green SMEs. Specific actions are proposed, such as adjusting laws, offering grants and loans, developing green office and procurement programs, and recognizing best green companies. The goal is to reduce environmental impacts of SMEs and business while creating jobs and sustainable growth.

7. Project on introducing a new priority policy direction 8.
"Green Economy for SMEs" in the Action Plan
for the period 2015-2017
In September-December 2015, the National Institute for Economic
Research, by signing a contract with OECD, was elaborated a detailed
proposal for the Government of Moldova on introducing a new priority
policy direction 8. "Green Economy for SMEs" in the Action Plan for
the period 2015-2017 on the implementation of the SME Sector
Development Strategy for 2012-2020.

• Adjust the legal framework aimed at entrepreneurship development, to the acquis
communautaire on green economy for SMEs

• Elaborate of the study on the implementation of national environmental standards on
SMEs in Moldova and international environmental management system ISO 14001

• Organize round tables and seminars with the aim of information on environmental
management and environmental management component including training
seminars conducted under financial support programs for SMEs
4
• Attract financial assistance in the form of loans and grants from foreign organizations
and international for SME development of green products

• Develop and implement a program of grants to support SMEs in implementing or
enforcing green economy

• Use Credit Guarantee Fund resources to guarantee state loans or financial support
to SMEs that produce organic products and their promotion on foreign markets

• Develop and implement innovative instruments for financial support of green SMEs
(innovative vouchers, technology transfer projects etc.)

• Promote ideas and develop a mechanism for implementation of the concept "Green
Office" for SMEs

• Organize within the Annual National Competition"Best Entrepreneur of the SME
sector" nomination "Best Green Company" and strengthen partnerships for green
SME development in local and regional entities

Reducing the impact - the 'greening' offices, that create eco-conscious
jobs and sensitive to employees.
The goal of Green Offices is to:
 Reduce consumption of natural resources by improving
environmental efficiency of offices
 Promote sustainable practices to increase employee awareness
regarding the environment
 Promote climate change attenuation by requiring saving energy and
using renewable energy sources.
