« members of the Canadian Forces» means members of the
Canadian Task Force, not ANA, ANP or any other annies on the
ground.
« unjustifiable physical force» means the use of physical force
when no resistance or threat is detected. This unjustifiable force
can be caused by frustration or other factors.
« detainee» means every person under the control of the Canadian
Forces, suspected of being Taliban or not.
c non-combatant» means the afghan unanned civilian population
in 'cities or villages. This includes men, women, children, elders
