votes (46 per cent), the Elec-
tion Commission (EC) said. In
Azamgarh, where a triangular
fight was witnessed, BJP candi-
date Dinesh Lal Yadav ‘Nirahua’
got 3,12,768 votes (34.39 per
cent) SP’s Dharmendra Yadav
3,04,089 (33.44 per cent) votes,
and BSP candidate Shah Alam
alias Guddu Jamali 2,66,210
(29.27 per cent) votes.

in Punjab, the Shiromani Akali Dal
(Amritsar) president, Simranjit Singh
Mann, emerged as the victor in the
Sangrur Lok Sabha constituency, the
bastion of Chief Minister Bhagwant
Mann, defeating AAP candidate Gur-
mail Singh in a neck-and-neck fight.

AAP won Rajinder Nagar assembly by-
election by 11,555 votes, party MLA
Saurabh Bhardwaj said on Sunday.
After multiple rounds of counting,
AAP’s Durgesh Pathak secured 40,319
votes, BJP leader Rajesh Bhatia was in
second place with 28,581 votes.
The ruling YSR Congress Party’s Me-
kapati Vikram Reddy secured a big win
in Atmakur bypoll in AP, winning by a
margin of 82,888 votes. Reddy polled
1,02,241 votes while his closest rival
and BJP candidate G Bharat Kumar
Yadav secured only 19,353 votes.
Congress candidate Shilpi Neha Tirkey
won the by-election to Jharkhand’s
Mandar seat on Sunday, defeating her
nearest rival, BJP’s Gangotri Kujur, by a
margin of 23,517 votes, an official said.
Shilpi Neha, daughter of ex-legislator
Bandhu secured total of 95,062 votes.
BJP won 3 out of 4 in Tripura bypolls in 4 As-
sembly constituencies and Congress bagged
one. Chief Minister and BJP candidate Manik
Saha won in Town Bordowali, in Agartala con-
stituency, Sudip Roy Barman of the Congress
won, BJP’s Swapna Das won in Surma, and
BJP’s Malina Debnath won from Jubarajnagar.
Manik Saha, a RS MP, was appointed CM last
month after Biplab Deb’s sudden resignation.
He had to win this bypoll to continue as CM.

Lucknow: In a stun-
ning defeat to Sama-
jwadi Party, the ruling
BJP today won both
Azamgarh and Rampur
Lok Sabha seats in bye-
lection which was held
on June 23. The BJP
wrested Azamgarh seat
from the SP for the first
time as even in 2014
and 2019 the SP had
succeeded in winning
elections from this con-
stituency.
The victory in bye-
lection from these seats
is a major gain for the
BJP which would fur-
ther consolidate its po-
sition in 2024 LS polls.
While in Azamgarh
BJP’s Dinesh Lal Yadav
Nirauha, Bhojpuri
singer, defeated SP’s
Dharmendra Yadav, the
Rampur seat has also
gone to BJP where the
party’s nominee Ghan-
shyam Lodhi wrested
seat from SP’s Asim
Raja. of the total votes
polled in the two con-
stituencies the BJP got
42.4%, SP 38.9and BSP
16.2 per cent. Others
got 1.91 per cent.
SP president Akhile-
sh Yadav’s cousin
Dharmendra Yadav
joined the contest at
the last moment as the
party was quite unde-
cided over its nominee.
But his defeat is be-
ing seen largely be-
cause of presence of
BSP’s formidable can-
didate Shah Alam alias
Guddu Jamali who suc-
ceeded in dividing well-
entrenched Muslim
community in the con-
stituency.
The SP thrived all
these years in Azam-
garh because of strong
combination of Yadav
and Muslims as both
had dominant presence
in the constituency. In
last assembly election
the SP had won all ten
seats. While Guddu
seems to have made
dent into SP’s Muslim
vote bank, BJP’s
Dinesh Lal Yadav suc-
ceeded in getting sub-
stantial support of the
Yadavs. Two Muslim
outfits- Rashtriya Ule-
ma Council, which is
Azamgarh based party
and AIMIM had also
supported BSP, which
further paved way for
crumbling of SP’s bas-
tion. Thus, BSP’s per-
formance helped BJP
snatch seat from SP.
CM’s chopper makes
emergency landing

Lucknow: A helicop-
ter carrying Uttar
Pradesh Chief Minis-
ter Yogi Adityanath
had to make an emer-
gency landing at the
police lines here, min-
utes after take-off.
Sources said that the
chopper was brought
back to the base as a
precautionary meas-
ure after a reported
bird hit.
“A bird hit the CM’s
helicopter after it took
off from here (Varana-
si) for Lucknow, after
which it had to land
here,” news agency PTI
quoted Varanasi dis-
trict magistrate Kaush-
alraj Sharma.
The CM returned to
the circuit house after
the incident and later
reached airport and
left for Lucknow from a
state plane, said an of-
ficial.
The incident took
place as the helicopter
carrying the CM left
the Reserve Police
Lines Ground in Vara-
nasi for Lucknow.

Covid 19: Uttar Pradesh first
to vaccinate 16 crore people
SIDBI AGM: Bank posts a
growth of 50 percent

Pradesh achieved a ma-
jor milestone by be-
coming the first state
in India to fully vacci-
nate over 16 crore indi-
viduals.
In nearly 20 days af-
ter crossing the land-
mark of fully vaccinat-
ing 15 crore people, the
state crossed another
significant milestone
with more than 16 crore
people — 16,02,66,806 —
receiving both the dos-
es of Covid-19 vaccine
so far.
The most populous
state has so far given
over 33.92 crore ‘Shots
of Life’ to people. In ad-
dition, the state has
also achieved the land-
mark of administering
the first dose of the
covid-19 vaccine to 100
percent of the eligible
adult population. While
nearly 99 percent of the
population is fully vac-
cinated in the state.
Committed to provid-
ing additional protec-
tion cover to the people,
Uttar Pradesh started
administering booster
shots (precaution dose)
from January 10. Near-
ly 35.22 lakh ‘precau-
tion doses’ have been
administered in the
state so far.
Strengthening its
fight against the Cov-
id-19 pandemic, the UP
government is provid-
ing vaccination cover
to all children between
12 to 17 years of age in
a time-bound manner.
So far, over 2,60,80,643
vaccine doses have
been administered to
children in the age
group of 15-17 and over
1,37,51,108 vaccine dos-
es have been adminis-
tered to the children in
the age group of 12-14
in the state.
Standing on the top, Ut-
tar Pradesh is followed
by Maharashtra with
16.90 crore doses.

(SIDBI) held its 24th
Annual General Meet-
ing at its Head Office
Lucknow.
In the Annual Gen-
eral Meeting, audited
financial results of
SIDBI for the year end-
ed March 31, 2022 were
approved.

Ramann, Chairman
and Managing Director
of SIDBI, briefed the
members about good
growth in business of
SIDBI during FY 2021-
2022.
It was informed that
SIDBI has achieved all
round growth in all
business verticals. Dis-
bursements of SIDBI
increased from Rs.
96029 crore in FY2021 to
Rs.143758 crore in
FY2022, a growth of
50%.
Total assets of the
Bank increased from
Rs. 1.92 lakh crore to
Rs. 2.47 lakh crore,
growth of 29%. Bank
has achieved income of
Rs. 9139 crore and net
profit of Rs. 1958 crore
in FY2022.
Networth increased
by 14% to Rs. 23497
crore. The Earnings
Per Share (EPS) was
Rs.36.79 in FY2022.
Gross and Net NPA as a
percentage of its net
outstanding stood at
0.11% and 0.07%, re-
spectively, as on March
31, 2022. Capital Ade-
quacy Ratio of the
Bank as on March 31,
2022 stood at 24.28%.
Despite being a pan-
demic-disrupted year,
SIDBI has maintained
its leadership position
and delivered growth
in key parameters. The
AGM approved the pay-
ment of dividend of
15% for FY 2022.

“The UP by-election
results have once again
proved that only BSP
has the ideological and
ground force to defeat the
BJP here. The party’s ef-
fort to explain this to the
entire population will con-
tinue so that the much-
awaited political change
can take place,” Mayawati
tweeted in Hindi.
Lucknow: While the
BJP had deployed all
its senior leaders in-
cluding chief minister
Yogi Adityanath for
campaigning in Ram-
pur and Azamgarh,
the SP chief Akhilesh
Yadav for certain inex-
plicable reasons kept
away from both the
constituencies. The
SP patriarch Mulayam
Singh Yadav also
did not campaign in
Azamgarh. Thus, “the
message to people
of Azamgarh was
presumably loud and
clear”, commented
a party leader on the
condition of anonym-
ity. The infighting in
the SP was also clear
during the byelection.
The party’s senior
leader Azam Khan,
who was released
from jail after nearly
27 months, all alone
took charge of cam-
paigning in Rampur
for Asim Raja against
Ghanshyam Lodhi,
who too was seen as
his ‘close confident”
during his days in
SP. In a way both
Asim Raja and Lodhi
were “Azam loyal-
ists” crossing swords
against each other in
the byelections.

eral canteens and dha-
bas at the campus to
cleartheirduesamount-
ing to lakhs of rupees
and vacate the varsity
premises by June 30, al-
leging that their shops
were allocated “without
following due tender
procedure”.
In a notice to several
canteen owners dated
June 22, the varsity’s
Joint Registrar (Estate)
MK Pachauri asked
them to clear all the out-
standing dues against
them within seven days
of the issuance of the
letter.
Baffled shop owners
are fearful of losing
their livelihoods and are
alsofindingitdifficultto
arrange the money to
pay the dues.
According to them, as
many as 10 canteens/
dhabas/Xerox shops on
the campus have been
served these notices.
The university said
the person will be liable
for eviction proceedings
as per the Public Prem-
ises (Eviction of Unau-
thorised Occupants)
Act, 1971 if he fails to
comply with the notice.

Homebuyers who
booked flats in housing
projects in the Noi-
da-Greater Noida prop-
erty market are the
worst affected in the
country, with over 1.65
lakh flats worth Rs 1.18
lakh crore currently
stalled or significantly
delayed, according to
property consultant
Anarock.
In its research, the
consultant has taken
only projects launched
in 2014 or before, across
seven big property mar-
kets -- Delhi-NCR, Mum-
baiMetropolitanRegion
(MMR), Kolkata, Chen-
nai, Bengaluru, Hyder-
abad and Pune.
Expressing concern
over the plight of cus-
tomers whose invest-
ments are at stake, Fo-
rum for People’s Collec-
tive Efforts’ (FPCE), an
apex body of homebuy-
ers, President Abhay
Upadhyaysaidthecause
of thedelayof eachproj-
ect should be ascer-
tained and solutions
must be found.
He also sought stern
action against default-
ing builders.
According to Anarock
data, 4,79,940 units worth
Rs 4,48,129 crore are
“stalled or heavily de-
layed”acrosstheseseven
cities as of May 31, 2020.
Of this, Delhi-NCR
alone accounts for a
whopping 50 per cent
with 2,40,610 stalled or
delayed units worth Rs
1,81,410 crore.
Giving further break-
up of the Delhi-NCR
data, Anarock said that
Noida and Greater Noi-
da region account for
nearly 70 per cent of to-
tal stuck/delayed units
whileGurugram’sshare
is only 13 per cent.
In Noida and Greater
Noida, there are 1,65,348
units worth Rs 1,18,578
crore stalled or delayed
units. “Project delays
havebeenthebaneof the
Indian real estate sector
over the last decade, par-
ticularly in NCR. Even
the implementation of
RERA had only a little
impactonthis,”Anarock
Senior Director & Head
- Research Prashant
Thakur said.
Among other factors,
he said the liquidity
crunch threw up road-
blocksformanydevelop-
ers in the NCR.
The government’s Rs
25,000 cr stress fund,
launched in 2019 and
called as SWAMIH, has
proved to be effective in
reviving many stuck
projects, he added.
“Needless to say, real
estate activity in Great-
er Noida earlier
boomed on the pretext
of boosted connectivity
to Yamuna E’way
which passes through
this region. Builders
launched innumerable
projects over the years.
Builders also launched
projects in Greater Noi-
da West which are now
stuck in various stages
of non-completion,”

in a village allegedly
killed his grandparents
in an argument over
money to buy liquor
and hid their bodies in
two separate rooms, po-
lice said on Sunday
.
Himesh, the accused,
lived with his grandpar-
ents in Delhi and is re-
portedly addicted to al-
cohol, they said.
According to police,
the accused killed the
elderly couple on June
22 in Damri village here
where they had come to
attend a wedding.
Police said they have
recovered the partially
decomposed bodies of
the husband and wife
and have sent them for
post mortem examina-
tion.
“The partially de-
composed bodies of
Premshankar (65) and
Bhawan Devi (60) were
found inside the locked
houses of their sons in
Damri village under
Faizganj Police Station
limits. The sons and the
elderly couple lived in
Delhi,” Superintendent
of Police (rural) Sid-
dhartha Verma told
PTI.
According to a com-
plaint lodged by one of
the sons of the couple
who lives in the village,
his parents had come to
the village with their
grandson, Himesh, to
attend a wedding.
“Himesh is an alco-
holic and used to fight
with his family mem-
bers for money to buy
liquor. It has been al-
leged in the complaint
that Himesh killed his
grandparents following
an argument over mon-
ey to buy alcohol on
June 22,” said the
officer.
After dumping the
bodies in the two sepa-
rate houses, the accused
fled from the village, he
said.
Police have lodged an
FIR regarding the mat-
ter and initiated inves-
tigation, he added.
Kannauj (PTI): Two
bodies, including that of
a woman’s, was found in
a Srinagar village under
Thathia police station
area of the district, po-
lice said on Sunday

According to the po-
lice, the body of a man
was found hanging from
a tree in the courtyard
of his in-law’s house
here and that of wom-
an’s was lying in a pool
of blood in a room. They
were husband and wife.
The incident came to
light when their three-
year-old son started cry-
ing after failing to wake
up his mother in the
morning. Hearing the
commotion, the villag-
ers entered the house
and found the bodies.

called to her home by
her family members a
fortnight ago.
A few days ago, her
husband Shakti came to
the village to take her
back. The family mem-
bers had arranged for
Shakti and Aarti to live
at a house outside the
village. The duo were
living there since Jun
22, they said.
According to the
woman’s family side,
Shakti killed his wife
after a dispute and
hanged himself after-
wards.

tarting with the UNHDR of 1948,
the 1966 International Covenant
on Economic, Social and Cul-
tural Rights, the Vancouver
Summit of 1976, which laid the
foundations of the United Na-
tions Human Settlements Pro-
gram or UN-Habitat, and the Is-
tanbul Declaration on Human
Settlements in June 1996 which
‘endorsed the universal goals of
ensuring adequate shelter for all
and making human settlements
safer, healthier and more livea-
ble, equitable, sustainable and
productive’, India has affirmed
its commitment to ‘adequate
shelter and services as a basic
human right and has been in the
forefront of global dialogues on
shelter and housing. This was
followed up with a firm commit-
ment in 2015 to comply with the
SDGs by 2030. The eleventh Sus-
tainable Development Goal gives
a call ‘for building sustainable
cities and communities — a key
part of which is high-quality af-
fordable housing’.
Fortuitously, the eleventh
SDG coincided with the Prad-
han Mantri Awas Yojana
(PMAY) announced in the same
year, which set itself a very am-
bitious target of Housing for All
by 2022. Even though the gap
between expectations and per-
formance is substantial, and we
are nowhere close to the target,
it is, without doubt, the most ef-
fective affordable housing inter-
vention in the country
. It is also
imperative that we place the
PMAY in perspective as this was
the twenty-first attempt on ad-
dressing this issue – and has
tried to learn from the multiple
failures and (some) successes of
the previous interventions.
THE TWENTY-ONE
INTERVENTIONS IN
AFFORDABLE HOUSING
In the immediate aftermath of
Partition, land parcels were al-
lotted to migrants in several
towns of Punjab (which then
included Haryana) and Delhi as
well as in the suburbs of Kolka-
ta. The focus was on individual
ownership with basic common
infrastructure provisioned by
the local authorities. Under the
first five-year Plan, subsidised
housing for industrial workers
in new townships was taken up,
followed by schemes for LIG,
MIG, plantation workers, Rent-
al Housing for state govern-
ment employees, slum clear-
ance, sites and services, Indira
Awas, JNURM, homeless work-
ers in rural areas, night shel-
ters for pavement dwellers (il-
lustrative list). In fact, the Plan-
ning Commission and the Un-
ion government offered a new
version of the extant schemes
every passing year, but the core
issue - the mismatch between
the demand for affordable hous-
ing for new migrants to urban
centres which were the magnets
of growth, and the supply which
was restricted to government
interventions – was not ad-
dressed because the political
economy continued to be in the
‘license permit mode’. Moreo-
ver, the slum dweller and the
informal settler were treated
either as encroachers to be re-
moved from public lands or as
beneficiaries to whom patron-
age was to be extended in lim-
ited doses. Therefore, there was
a big gap between our policy
statements in international fo-
rums and action on the ground.
Urbanization was never really
recognized as a Growth Driver,
and employment generation
and infrastructure programs
were funded in the rural areas
to ‘arrest’ migration to the cit-
ies. True, development authori-
ties like the DDA in Delhi start-
ed offering Self Financing
schemes from the seventies, but
one had to be a regular employ-
ee of a government department,
or an Income Tax paying profes-
sional to avail of these, and the
slums /informal colonies con-
tinued to grow.
SLUMS AND
INFORMAL COLONIES
It is important to make a distinc-
tion between slums and infor-
mal colonies. Slums are occu-
pied by the poorest of the poor-
maids, drivers, plumbers, wash-
ermen, cobblers and other self-
employed professionals at the
Bottom of the Pyramid, and
usually on public lands – wheth-
er of Railways, Port authorities,
or areas earmarked for parks by
municipal authorities, or on em-
bankments, whereas informal
colonies are ‘unauthorised colo-
nies on private agricultural
lands’ or erstwhile industrial
estates in which the land use
pattern has not been changed.
However, there is an element of
ownership and a property right,
and ‘these informal settlements’
are generally occupied by the
lower or middle classes who
have the resources to make ‘puc-
ca buildings’.
Another distinction that
needs to be made is between
housing needs for the rural and
urban poor. While in rural are-
as, land is (still) not a major is-
sue, and funds are required only
for the building material, with
labour component coming in
from the MGNREGA, the main
issue in urban areas is that of
land. Thus, in rural areas, the
panchayat can offer community
land, and the state can provide
the resources: in the urban are-
as, the land costs are so high,
that there is no option but to
grow vertical, and this calls for
a partnership between the state,
the market, financial institu-
tions, civil society and the stake-
holders themselves.
THE BIG PICTURE
Before we proceed further, let us
also spend some time on under-
standing the Big picture and the
complexities of this sector. As
per the last census (2011) the
country had 246.74 million
households of which 78.86 mil-
lion were categorised urban. At
least twenty percent of this pop-
ulation were living in Malin
Bastis (MBs) or Jhuggi Jhompri
(JJ) clusters – and the figure for
Mumbai was as high as 40%.
While is true that after the
launch of PMAY in 2015, there
would have been some relief,
this is quite close to the picture
on the ground. At the same time,
there were over one million un-
occupied flats in urban areas.

surprising as Rampur is a
Muslim majority constitu-
ency. Muslims in Rampur,
according to the 2011 cen-
sus, comprised 50.57 per-
cent, while Hindus were
45.97 percent in a popula-
tion of 2,335, 819. The 41.39
percent voter turnout in
Rampur was decidedly low
compared to 63.19 percent
in 2019. Asim Raza polled
3.25 lakh and Lodhi 3.67
lakh. Ghanshyam Lodhi
who won the Rampur seat
underplayed the commu-
nal factor when he said
that the district symbolis-
es religious harmony. The
SP claimed that its voters
were prevented from cast-
ing their votes, hence the
low turnout.
The BJP also registered
a historic victory in an-
other SP stronghold ----
Azamgarh. The seat was
held by SP president Akh-
ilesh Yadav who vacated it
after his victory in the as-
sembly elections from the
Karhal constituency. The
blame for Azamgarh loss
can easily be placed on the
Bahujan Samaj Party
whose candidate Guddu
Jamali cut into SP votes.
What is mystifying is
Akhilesh’s reluctance to
campaign for his cousin
Dharmendra in Azam-
garh. Nor did he visit Ram-
pur even once for the
campaigning.

A controversy has
erupted after it came
to light that a con-
tract to supply ba-
nanas to Anantha-
padmanabha temple
in Kudupu on the
outskirts of the city
was awarded to a
Muslim trader last
year.
The temple au-
thorities had given a
contract to the low-
est bidder to supply
bananas on a regu-
lar basis needed for
various sevas in the
temple for a period
from July 1, 2021 to
June 30, 2022.
Realising lately
that the contract
was given to the
Muslim trader, right
wing Hindu organi-
sations came out in
protest.
The temple au-
thorities said they
had invited quota-
tions from traders
last year for the sup-
ply of bananas. Of
the four bidders who
submitted quota-
tions, the Muslim
trader had quoted
the lowest price and
was awarded the
contract.
The news came
out recently that the
Muslim trader was
supplying the ba-
nanas to the temple
which went viral, af-
ter which Hindu out-
fits raised protest.

RBI’s Monetary Policy
Committee member
Jayanth R Varma.
With a cautiously op-
timistic outlook for the
country’s economy,
Varma on Sunday said
growth prospects for
2022-23 and 2023-24 fi-
nancial years are “rea-
sonable” even after tak-
ing into consideration
the possibility of a
long-drawn-out period
of geopolitical tensions
and elevated commod-
ity prices.
Amid inflationary
pressures remaining
high in recent times,
the Reserve Bank of In-
dia’s MPC is moving
towards a hawkish
stance, with the bench-
mark interest rate be-
ing hiked by 90 basis
points to a two-year
high of 4.90% in a span
of five weeks. A hike of
40 basis points was
done in June.
Varma, an external

said the pandemic was
the biggest test to the
system so far, and the
flexible inflation tar-
geting regime proved
itself equal to that task.
“The inflationary
episode has lasted long-
er than we would have
liked and will continue
to last longer than we
would like, but, I have
no doubt in my mind
that inflation will be
brought down to the
target level in the me-
dium term.
“The Indian econo-
my has barely recov-
ered from the pandem-
ic, and we have to be
careful not to impose
an intolerable growth
sacrifice in our attempt
to tame inflation too
abruptly,” Varma said.
His comments also
come against the back-
drop of concerns
raised in certain quar-
ters that the central
bank could have start-
ed hiking rates to fight
inflation a little earlier.
For the first time since
August 2018, the MPC
hiked the key interest
rate by 40 basis points
in early May
.
The RBI has the
mandate to maintain
retail inflation at 4%
with a margin of 2% on
either side. The central
bank’s six-member
MPC headed by the RBI
Governor decides on
policy rates keeping
this target in mind.

Govt to invite bids for power without PPAs
New Delhi (PTI): The
government will invite
bids from states to sell
electricity generated
from 8,000 megawatt
(MW) thermal capaci-
ties without PPAs,
Power Minister RK
Singh has said.
A total of 8,000 MW
of thermal capacities
in India are without
any power purchase
agreements, the Power
Minister said.
Replying to a ques-
tion related to capaci-
ties without PPAs in
India, the minister
said, “There are 8,000
MW of capacities
which don’t have PPAs
in thermal”.
Sharing the govern-
ment’s plan to resolve
the issue, the Union
Minister informed
that states have been
asked to send their
electricity require-
ment, and accordingly
bids will be invited.
“We will aggregate
(their demand) and call
on for bids and based
on the bids, whoever
puts in the lowest bids,
PPAs will be signed.
Once PPAs are signed,
they (states) will get
the power,” he said.
Speaking further, the
Union Minister said
there are also some
thermal capacities un-
dergoing the NCLT pro-
ceedings, and the gov-
ernment has already
taken several steps, in-
cluding meeting with
the bankers, to resolve
the issue at the earliest
so such plants can start
operations.
“There are some pro-
jects in the NCLT. The
country has 17,500 MW
plants, which run only
on imported coal. Out
of that, 2,500 MW were
under the NCLT. I had
a meeting with bank-
ers etc. We worked out
on ways and means of
starting this,” he said.

many as 423 infrastruc-
ture projects, each en-
tailing an investment
of `150 crore or more,
have been hit by cost
overruns of more than
Rs 4.95 lakh crore, as
per a report.

infrastructure projects
of `150 crore and above,
out of 1,568 projects, 423
reported cost overruns
and as many as 721 pro-
jects were delayed.
“Total original cost
of implementation of
the 1,568 projects was
`21,59,802.67 crore and
their anticipated com-
pletion cost is
...`26,54,818.05 crore,
which reflects overall
cost overruns of
`4,95,015.38 crore
(22.92% of original
cost),” the ministry’s
latest report for May
2022 said.

agement companies
(AMCs) have a line-up
of passive funds on the
fixed income and equity
side as well as selective
launches in certain cat-
egories to fill product
gaps. The Securities
and Exchange Board of
India (Sebi) had discon-
tinued the launch of
NFOs until the new sys-
tems concerning pool
accounts were deter-
mined and the regula-
tor had set July 1 as the
deadline for the imple-
mentation of the new
system.

Party MLA Dr R K Ver-

The MLA has been
booked for “demolish-
ing” the wall of an un-
der-construction engi-
neering college in Shiv-
sat village of Raniganj
assembly constituency.
Pratapgarh Superinten-
dent of Police (SP) Sat-
pal Antil on Sunday
told PTI that the FIR
was lodged on the com-
plaint of one Moham-
mad Irshad, the project
manager the firm in-
volved in the construc-
tion of the Government
Engineering College.
In his complaint, Mo-
hammad Irshad alleged
that Verma along with
his supporters came to
the construction site on
Friday
, and rebuked and
threatened to kill the
workers who stopped
himfrombringingdown
the wall. Reportedly,
Verma had on Friday
conductedaninspection
of the construction site
alleging gross corrup-
tion in the building ma-
terial being used for the
engineering college.
The MLA had said that
he was going to attend a
mass marriage event in
the area, but went to in-
spect the site after com-
ing across complaints
from the villagers about
the substandard con-
structionmaterialbeing
used in construction of
the college building. He
said that when he
reached the site and
pushed the wall a bit, it
collapsed; and as much
could be seen in the vid-
eo that circulated in so-
cial media. It has been
alleged that sand, in-
stead of cement, was
being used to erect the
walls of the college.
At his complaint to
the District Magistrate,
an assistant engineer
tookasampleof thecon-
struction material and
sent it for examination.
Taking a jibe at this in-
cident, SP President
Akhilesh Yadav had
tweeted on Friday, “In
BJP’srule,corruptionis
amazing. Bricks in con-
struction of Engineer-
ing College are being
laid without cement.”

Enraged by his par-
ty’s decision not to con-
test elections, Con-
gress’s veteran and
five-term MLA Nawab
Kazim Ali Khan alias
Naved Mian supported
the BJP, which also
dented the SP’s pros-
pects. Azam Khan’s sar-
castic comments also
acted as a negative cat-
alyst for SP.
If one looks at Azam-
garh by-election, here
the contest had become
triangular after the BSP
fielded Shah Alam alias
Guddu Jamali. BJP can-
didate Dinesh Lal Ya-
dav aka Nirahua, who
was runner-up in the
last election against
Akhilesh, emerged as
the winner this time.
There was a division of
Muslim  Yadav votes
here; which paved the
way for BJP to get the
lead. Despite the re-
quest of party workers
in Azamgarh, the SP
Chief did not hold any
public meetings. On the
lines of Mayawati, he
adopted the option of
campaigning through
tweets and statements.

three Income Tax de-
partment officials for
allegedly facilitating
fictitious refunds of
TDS deducted for sev-
eral assessee by misus-
ing system access of
senior officers, offi-
cials said on Sunday
.
The probe agency
filed the FIR based on a
complaint from Joint
Commissioner of In-
come Tax, Muzaffar-
nagar against three
group C officials of the
Income Tax who al-
legedly managed to
dupethedepartmentby
allegedly misusing
RSA tokens of assess-
ing officers to work out
and generate fictitious
refunds of Tax Deduct-
edatSource(TDS).RSA
tokens are unique and
time-synchronoussolu-
tions that automatical-
ly change a user’s pass-
word every 60 seconds.
Following the FIR, the
agency had carried out
searches at multiple lo-
cations, they said.
The Central Bureau
of Investigation (CBI)
has named three I-T
officials -- Abhay Kant,
Saurabh Singh and Ro-
hit Kumar -- in connec-
tion with the case
along with nine benefi-
ciaries of the refunds.
The tax department
has alleged that the of-
ficials misused the
RSA tokens of assess-
ing officers to work
out and authenticate
generation of ficti-
tious refunds payable
to 11 assessee, on the
system, and got the re-
funds worth over Rs
1.39 crore between Au-
gust 1, 2020 and August
25, 2021 till the fraud
was detected.
The scam surfaced
when one of the assess-
ing officers detected
computation of re-
funds under section
154 of the I-T Act for
assessees who did not
belong to his range,
they said. Orders un-
der the section are
passed when any recti-
fication to any order or
processing is required
either on the applica-
tion of the assessee or
by the assessing officer
on its own when some
mistake is to be cor-
rected, which is appar-
ent in records, it al-
leged. “Out of the total
amount siphoned off,
nearly Rs 35 lakh was
deposited back to gov-
ernment accounts by
the accused officials as
taxes against demand
Rs 22 lakh was recov-
ered by assessing offi-
cers by way of coercive
actionsagainsttheben-
eficiaries,” it alleged.
“A total recovery either
by the staff involved in
the scam or by the as-
sessing officers by way
of attachment of ac-
counts of the assessees
comes to Rs 57.31 lakh
so far. The total amount
still outstanding, in-
cluding interest
chargeable, is comput-
ed at Rs 94.39 lakh,” the
complaint alleged.

species Utricularia Fur-
cellata, which has been
published in ‘the Jour-
nal of Japanese botany’.
The journal of Japanese
botany is a 106-year-old
journal on plant taxono-
my and botany and is
considered one of the
most prestigious jour-
nals in the field.
It (Utricularia Furcel-
lata) is the first such
publication in this jour-
nal by Uttarakhand For-
est Department. A team
of the Research Wing of
the Uttarakhand forest
department, consisting
of Range officer Harish
Negi and Junior Re-
search Fellow (JRF)
Manoj Singh discovered
this Utricularia Furcel-
lataintheMandalvalley
in September 2021. ’This
is the first such record-
ing/sighting of this rare
carnivorous plant not
only in Uttarakhand but
in the entire western Hi-
malayanregionof India.
In fact, after 1986, this
species could not be col-
lected from any part of
India,” Sanjiv Chaturve-
di,Chief Conservatorof
Forest (Research) said.
This discovery has ex-
tended its range of dis-
tribution westward.

face threat due to heavy
biotic pressure because

The plant belongs to a
genus, commonly
known as bladderworts,
which uses one of the
most sophisticated and
developed plant struc-
tures for trap and its tar-
gets range from proto-
zoa to insects, mosquito
larvae and even the
young tadpoles. Its oper-
ation is simply based on
a mechanical process,
that is by creating a vac-
uum or negative pres-
sure area to draw prey
inside the trap door.

system, and not on ITBA (lncome Tax business application)
on which the process has now been shifted since 2016.

In Azamgarh, where a triangular fight was witnessed, BJP candi- date Dinesh Lal Yadav ‘Nirahua’ got 3,12,768 votes (34.39 per cent) SP’s Dharmendra Yadav 3,04,089 (33.44 per cent) votes, and BSP candidate Shah Alam alias Guddu Jamali 2,66,210 (29.27 per cent) votes. In nearly 20 days af- ter crossing the land- mark of fully vaccinat- ing 15 crore people, the state crossed another significant milestone with more than 16 crore people — 16,02,66,806 — receiving both the dos- es of Covid-19 vaccine so far. The most populous state has so far given over 33.92 crore ‘Shots of Life’ to people. In ad- dition, the state has also achieved the land- mark of administering the first dose of the covid-19 vaccine to 100 percent of the eligible adult population. While nearly 99 percent of the population is fully vac- cinated in the state. Committed to provid- ing additional protec- tion cover to the people, Uttar Pradesh started administering booster shots (precaution dose) from January 10. Near- ly 35.22 lakh ‘precau- tion doses’ have been administered in the state so far. Strengthening its fight against the Cov- id-19 pandemic, the UP government is provid- ing vaccination cover to all children between 12 to 17 years of age in a time-bound manner. So far, over 2,60,80,643 vaccine doses have been administered to children in the age group of 15-17 and over 1,37,51,108 vaccine dos- es have been adminis- tered to the children in the age group of 12-14 in the state. First India Bureau Lucknow: The Small Industries Develop- ment Bank of India (SIDBI) held its 24th Annual General Meet- ing at its Head Office Lucknow. In the Annual Gen- eral Meeting, audited financial results of SIDBI for the year end- ed March 31, 2022 were approved. Sivasubramanian Ramann, Chairman and Managing Director of SIDBI, briefed the members about good growth in business of SIDBI during FY 2021- 2022. It was informed that SIDBI has achieved all round growth in all business verticals. Dis- bursements of SIDBI increased from Rs. 96029 crore in FY2021 to Rs.143758 crore in FY2022, a growth of 50%. Total assets of the Bank increased from Rs. 1.92 lakh crore to Rs. 2.47 lakh crore, growth of 29%. Bank has achieved income of Rs. 9139 crore and net profit of Rs. 1958 crore in FY2022. Networth increased by 14% to Rs. 23497 crore. The Earnings Per Share (EPS) was Rs.36.79 in FY2022. Gross and Net NPA as a percentage of its net outstanding stood at 0.11% and 0.07%, re- spectively, as on March 31, 2022. Capital Ade- quacy Ratio of the Bank as on March 31, 2022 stood at 24.28%. Despite being a pan- demic-disrupted year, SIDBI has maintained its leadership position and delivered growth in key parameters. In a notice to several canteen owners dated June 22, the varsity’s Joint Registrar (Estate) MK Pachauri asked them to clear all the out- standing dues against them within seven days of the issuance of the letter. Baffled shop owners are fearful of losing their livelihoods and are alsofindingitdifficultto arrange the money to pay the dues. According to them, as many as 10 canteens/ dhabas/Xerox shops on the campus have been served these notices. The university said the person will be liable for eviction proceedings as per the Public Prem- ises (Eviction of Unau- thorised Occupants) Act, 1971 if he fails to comply with the notice. “....is hereby directed to clear the outstanding dues against him with 7 days, from the date of issue of this letter with the direction that he has to VACATE the Univer- sity premises by 30.06.2022,” the notice read. “Failure to comply with the above direction the named hereunder liable for eviction pro- ceedings as per Public Premises (Eviction of Unauthorised Occu- pants) Act 1971. Dues on account of rent, water and electricity charges etc.,outstandingagainst the said space up to the date of vacation, should be cleared,” it added. JNU Rector Ajay Dubey said the notices had been served to shop ownerswhohavenotpaid rent and electricity bills “for a long time”, adding many shops were not al- located with procedure. A canteen owner, who hasbeenservedanotice, said the JNU adminis- tration is asking for Rs 10 lakh as the outstand- ing rent and electricity bills from him. “I come from a poor background. I and my brother are the only earning members and our livelihood is depen- dent on this canteen. How can I pay Rs 10 lakh? They should have demanded monthly or annual dues. How can we pay Rs 10 lakh in one go? Even if we pay , there isnoguaranteetheywill let us stay ,” said the can- teen owner. Another shop owner, who has been running a pantry on the campus since 2016, said he has been provided with an outstanding bill of over ` 20 lakh. “As per the notice, we have to pay this bill (of Rs 20 lakh) and vacate the premises. New Delhi (PTI): Homebuyers who booked flats in housing projects in the Noi- da-Greater Noida prop- erty market are the worst affected in the country, with over 1.65 lakh flats worth Rs 1.18 lakh crore currently stalled or significantly delayed, according to property consultant Anarock. In its research, the consultant has taken only projects launched in 2014 or before, across seven big property mar- kets -- Delhi-NCR, Mum- baiMetropolitanRegion (MMR), Kolkata, Chen- nai, Bengaluru, Hyder- abad and Pune. Expressing concern over the plight of cus- tomers whose invest- ments are at stake, Fo- rum for People’s Collec- tive Efforts’ (FPCE), an apex body of homebuy- ers, President Abhay Upadhyaysaidthecause of thedelayof eachproj- ect should be ascer- tained and solutions must be found. He also sought stern action against default- ing builders. According to Anarock data, 4,79,940 units worth Rs 4,48,129 crore are “stalled or heavily de- layed”acrosstheseseven cities as of May 31, 2020. Of this, Delhi-NCR alone accounts for a whopping 50 per cent with 2,40,610 stalled or delayed units worth Rs 1,81,410 crore. Giving further break- up of the Delhi-NCR data, Anarock said that Noida and Greater Noi- da region account for nearly 70 per cent of to- tal stuck/delayed units whileGurugram’sshare is only 13 per cent. In Noida and Greater Noida, there are 1,65,348 units worth Rs 1,18,578 crore stalled or delayed units. “Project delays havebeenthebaneof the Indian real estate sector over the last decade, par- ticularly in NCR. Budaun (PTI): A 20-year-old youth here in a village allegedly killed his grandparents in an argument over money to buy liquor and hid their bodies in two separate rooms, po- lice said on Sunday . Himesh, the accused, lived with his grandpar- ents in Delhi and is re- portedly addicted to al- cohol, they said. According to police, the accused killed the elderly couple on June 22 in Damri village here where they had come to attend a wedding. Police said they have recovered the partially decomposed bodies of the husband and wife and have sent them for post mortem examina- tion. “The partially de- composed bodies of Premshankar (65) and Bhawan Devi (60) were found inside the locked houses of their sons in Damri village under Faizganj Police Station limits. The sons and the elderly couple lived in Delhi,” Superintendent of Police (rural) Sid- dhartha Verma told PTI. According to a com- plaint lodged by one of the sons of the couple who lives in the village, his parents had come to the village with their grandson, Himesh, to attend a wedding. “Himesh is an alco- holic and used to fight with his family mem- bers for money to buy liquor. It has been al- leged in the complaint that Himesh killed his grandparents following an argument over mon- ey to buy alcohol on June 22,” said the officer. After dumping the bodies in the two sepa- rate houses, the accused fled from the village, he said. Police have lodged an FIR regarding the mat- ter and initiated inves- tigation, he added. Kannauj (PTI): Two bodies, including that of a woman’s, was found in a Srinagar village under Thathia police station area of the district, po- lice said on Sunday . According to the po- lice, the body of a man was found hanging from a tree in the courtyard of his in-law’s house here and that of wom- an’s was lying in a pool of blood in a room. They were husband and wife. The incident came to light when their three- year-old son started cry- ing after failing to wake up his mother in the morning. Hearing the commotion, the villag- ers entered the house and found the bodies. Additional Superin- tendent of Police (ASP) Arvind Kumar said that the police is inves- tigating the matter and have sent the bodies for post-mortem exam- ination. The deceased were identified has one Aarti and Shakti. The duo were married six years ago and used to have arguments very often, police said. Following a recent ar- gument, Aarti was called to her home by her family members a fortnight ago. A few days ago, her husband Shakti came to the village to take her back. The family mem- bers had arranged for Shakti and Aarti to live at a house outside the village. The duo were living there since Jun 22, they said. According to the woman’s family side, Shakti killed his wife after a dispute and hanged himself after- wards. This was followed up with a firm commit- ment in 2015 to comply with the SDGs by 2030. The eleventh Sus- tainable Development Goal gives a call ‘for building sustainable cities and communities — a key part of which is high-quality af- fordable housing’. Fortuitously, the eleventh SDG coincided with the Prad- han Mantri Awas Yojana (PMAY) announced in the same year, which set itself a very am- bitious target of Housing for All by 2022. Even though the gap between expectations and per- formance is substantial, and we are nowhere close to the target, it is, without doubt, the most ef- fective affordable housing inter- vention in the country . It is also imperative that we place the PMAY in perspective as this was the twenty-first attempt on ad- dressing this issue – and has tried to learn from the multiple failures and (some) successes of the previous interventions. THE TWENTY-ONE INTERVENTIONS IN AFFORDABLE HOUSING In the immediate aftermath of Partition, land parcels were al- lotted to migrants in several towns of Punjab (which then included Haryana) and Delhi as well as in the suburbs of Kolka- ta. The focus was on individual ownership with basic common infrastructure provisioned by the local authorities. Under the first five-year Plan, subsidised housing for industrial workers in new townships was taken up, followed by schemes for LIG, MIG, plantation workers, Rent- al Housing for state govern- ment employees, slum clear- ance, sites and services, Indira Awas, JNURM, homeless work- ers in rural areas, night shel- ters for pavement dwellers (il- lustrative list). In fact, the Plan- ning Commission and the Un- ion government offered a new version of the extant schemes every passing year, but the core issue - the mismatch between the demand for affordable hous- ing for new migrants to urban centres which were the magnets of growth, and the supply which was restricted to government interventions – was not ad- dressed because the political economy continued to be in the ‘license permit mode’. Moreo- ver, the slum dweller and the informal settler were treated either as encroachers to be re- moved from public lands or as beneficiaries to whom patron- age was to be extended in lim- ited doses. Therefore, there was a big gap between our policy statements in international fo- rums and action on the ground. Urbanization was never really recognized as a Growth Driver, and employment generation and infrastructure programs were funded in the rural areas to ‘arrest’ migration to the cit- ies. True, development authori- ties like the DDA in Delhi start- ed offering Self Financing schemes from the seventies, but one had to be a regular employ- ee of a government department, or an Income Tax paying profes- sional to avail of these, and the slums /informal colonies con- tinued to grow. SLUMS AND INFORMAL COLONIES It is important to make a distinc- tion between slums and infor- mal colonies. Slums are occu- pied by the poorest of the poor- maids, drivers, plumbers, wash- ermen, cobblers and other self- employed professionals at the Bottom of the Pyramid, and usually on public lands – wheth- er of Railways, Port authorities, or areas earmarked for parks by municipal authorities, or on em- bankments, whereas informal colonies are ‘unauthorised colo- nies on private agricultural lands’ or erstwhile industrial estates in which the land use pattern has not been changed. However, there is an element of ownership and a property right, and ‘these informal settlements’ are generally occupied by the lower or middle classes who have the resources to make ‘puc- ca buildings’. Another distinction that needs to be made is between housing needs for the rural and urban poor. While in rural are- as, land is (still) not a major is- sue, and funds are required only for the building material, with labour component coming in from the MGNREGA, the main issue in urban areas is that of land. Thus, in rural areas, the panchayat can offer community land, and the state can provide the resources: in the urban are- as, the land costs are so high, that there is no option but to grow vertical, and this calls for a partnership between the state, the market, financial institu- tions, civil society and the stake- holders themselves. THE BIG PICTURE Before we proceed further, let us also spend some time on under- standing the Big picture and the complexities of this sector. As per the last census (2011) the country had 246.74 million households of which 78.86 mil- lion were categorised urban. At least twenty percent of this pop- ulation were living in Malin Bastis (MBs) or Jhuggi Jhompri (JJ) clusters – and the figure for Mumbai was as high as 40%. While is true that after the launch of PMAY in 2015, there would have been some relief, this is quite close to the picture on the ground. At the same time, there were over one million un- occupied flats in urban areas. This also means that between Rs 50,000 to Rs 70,000 crore of investment is not being put to productive use. Can this be addressed by Model Tenancy Act or by leasing them to state and Municipal authorities for social housing or by offering deep discounts and concessions to those willing to convert these into affordable rental units under PMAY? The result was surprising as Rampur is a Muslim majority constitu- ency. Muslims in Rampur, according to the 2011 cen- sus, comprised 50.57 per- cent, while Hindus were 45.97 percent in a popula- tion of 2,335, 819. The 41.39 percent voter turnout in Rampur was decidedly low compared to 63.19 percent in 2019. Asim Raza polled 3.25 lakh and Lodhi 3.67 lakh. Ghanshyam Lodhi who won the Rampur seat underplayed the commu- nal factor when he said that the district symbolis- es religious harmony. The SP claimed that its voters were prevented from cast- ing their votes, hence the low turnout. The BJP also registered a historic victory in an- other SP stronghold ---- Azamgarh. The seat was held by SP president Akh- ilesh Yadav who vacated it after his victory in the as- sembly elections from the Karhal constituency. The blame for Azamgarh loss can easily be placed on the Bahujan Samaj Party whose candidate Guddu Jamali cut into SP votes. What is mystifying is Akhilesh’s reluctance to campaign for his cousin Dharmendra in Azam- garh. Nor did he visit Ram- pur even once for the campaigning. The temple au- thorities had given a contract to the low- est bidder to supply bananas on a regu- lar basis needed for various sevas in the temple for a period from July 1, 2021 to June 30, 2022. Realising lately that the contract was given to the Muslim trader, right wing Hindu organi- sations came out in protest. The temple au- thorities said they had invited quota- tions from traders last year for the sup- ply of bananas. Of the four bidders who submitted quota- tions, the Muslim trader had quoted the lowest price and was awarded the contract. The news came out recently that the Muslim trader was supplying the ba- nanas to the temple which went viral, af- ter which Hindu out- fits raised protest.

The net outflow by foreign portfolio investors (FPIs) from equities reached `2.13 lakh crore unitll now in 2022, data with de- positories showed. ‘TAMINGINFLATIONCANBEDANGEROUS’ New Delhi (PTI): The Indian economy has barely recovered from the impact of the coro- navirus pandemic and it should be ensured that there is no “intol- erable growth sacri- fice” in attempts to tame inflation “too abruptly”, according to RBI’s Monetary Policy Committee member Jayanth R Varma. With a cautiously op- timistic outlook for the country’s economy, Varma on Sunday said growth prospects for 2022-23 and 2023-24 fi- nancial years are “rea- sonable” even after tak- ing into consideration the possibility of a long-drawn-out period of geopolitical tensions and elevated commod- ity prices. Amid inflationary pressures remaining high in recent times, the Reserve Bank of In- dia’s MPC is moving towards a hawkish stance, with the bench- mark interest rate be- ing hiked by 90 basis points to a two-year high of 4.90% in a span of five weeks. A hike of 40 basis points was done in June. Varma, an external member of the MPC, said the pandemic was the biggest test to the system so far, and the flexible inflation tar- geting regime proved itself equal to that task. “The inflationary episode has lasted long- er than we would have liked and will continue to last longer than we would like, but, I have no doubt in my mind that inflation will be brought down to the target level in the me- dium term. “The Indian econo- my has barely recov- ered from the pandem- ic, and we have to be careful not to impose an intolerable growth sacrifice in our attempt to tame inflation too abruptly,” Varma said. His comments also come against the back- drop of concerns raised in certain quar- ters that the central bank could have start- ed hiking rates to fight inflation a little earlier. For the first time since August 2018, the MPC hiked the key interest rate by 40 basis points in early May . The RBI has the mandate to maintain retail inflation at 4% with a margin of 2% on either side. The central bank’s six-member MPC headed by the RBI Governor decides on policy rates keeping this target in mind. Varma said he sees the risks to inflation as balanced at this point in time as both geopo- litical and weather un- certaintiescouldevolve in either direction. Govt to invite bids for power without PPAs New Delhi (PTI): The government will invite bids from states to sell electricity generated from 8,000 megawatt (MW) thermal capaci- ties without PPAs, Power Minister RK Singh has said. A total of 8,000 MW of thermal capacities in India are without any power purchase agreements, the Power Minister said. Replying to a ques- tion related to capaci- ties without PPAs in India, the minister said, “There are 8,000 MW of capacities which don’t have PPAs in thermal”. Sharing the govern- ment’s plan to resolve the issue, the Union Minister informed that states have been asked to send their electricity require- ment, and accordingly bids will be invited. “We will aggregate (their demand) and call on for bids and based on the bids, whoever puts in the lowest bids, PPAs will be signed. Once PPAs are signed, they (states) will get the power,” he said. Speaking further, the Union Minister said there are also some thermal capacities un- dergoing the NCLT pro- ceedings, and the gov- ernment has already taken several steps, in- cluding meeting with the bankers, to resolve the issue at the earliest so such plants can start operations. “There are some pro- jects in the NCLT. The country has 17,500 MW plants, which run only on imported coal. Out of that, 2,500 MW were under the NCLT. AccordingtoMinistry of Statistics and Pro- gramme Implementa- tion, which monitors infrastructure projects of `150 crore and above, out of 1,568 projects, 423 reported cost overruns and as many as 721 pro- jects were delayed. “Total original cost of implementation of the 1,568 projects was `21,59,802.67 crore and their anticipated com- pletion cost is ...`26,54,818.05 crore, which reflects overall cost overruns of `4,95,015.38 crore (22.92% of original cost),” the ministry’s latest report for May 2022 said. Un- der the leadership of state Finance Minister Suresh Khanna, one and a half dozen Yogi ministers were entrust- ed with the responsibil- ity of achieving the goal of electoral victory . Also, party officials, who have a strong hold among different caste groups, ensured active participation in mobi- lizing the voters. Enraged by his par- ty’s decision not to con- test elections, Con- gress’s veteran and five-term MLA Nawab Kazim Ali Khan alias Naved Mian supported the BJP, which also dented the SP’s pros- pects. Azam Khan’s sar- castic comments also acted as a negative cat- alyst for SP. If one looks at Azam- garh by-election, here the contest had become triangular after the BSP fielded Shah Alam alias Guddu Jamali. BJP can- didate Dinesh Lal Ya- dav aka Nirahua, who was runner-up in the last election against Akhilesh, emerged as the winner this time. New Delhi (PTI): The CBI has started an in- vestigation against three Income Tax de- partment officials for allegedly facilitating fictitious refunds of TDS deducted for sev- eral assessee by misus- ing system access of senior officers, offi- cials said on Sunday . The probe agency filed the FIR based on a complaint from Joint Commissioner of In- come Tax, Muzaffar- nagar against three group C officials of the Income Tax who al- legedly managed to dupethedepartmentby allegedly misusing RSA tokens of assess- ing officers to work out and generate fictitious refunds of Tax Deduct- edatSource(TDS).RSA tokens are unique and time-synchronoussolu- tions that automatical- ly change a user’s pass- word every 60 seconds. Following the FIR, the agency had carried out searches at multiple lo- cations, they said. The Central Bureau of Investigation (CBI) has named three I-T officials -- Abhay Kant, Saurabh Singh and Ro- hit Kumar -- in connec- tion with the case along with nine benefi- ciaries of the refunds. The tax department has alleged that the of- ficials misused the RSA tokens of assess- ing officers to work out and authenticate generation of ficti- tious refunds payable to 11 assessee, on the system, and got the re- funds worth over Rs 1.39 crore between Au- gust 1, 2020 and August 25, 2021 till the fraud was detected. The scam surfaced when one of the assess- ing officers detected computation of re- funds under section 154 of the I-T Act for assessees who did not belong to his range, they said. Orders un- der the section are passed when any recti- fication to any order or processing is required either on the applica- tion of the assessee or by the assessing officer on its own when some mistake is to be cor- rected, which is appar- ent in records, it al- leged. “Out of the total amount siphoned off, nearly Rs 35 lakh was deposited back to gov- ernment accounts by the accused officials as taxes against demand Rs 22 lakh was recov- ered by assessing offi- cers by way of coercive actionsagainsttheben- eficiaries,” it alleged. “A total recovery either by the staff involved in the scam or by the as- sessing officers by way of attachment of ac- counts of the assessees comes to Rs 57.31 lakh so far. The total amount still outstanding, in- cluding interest chargeable, is comput- ed at Rs 94.39 lakh,” the complaint alleged. Dehradun (ANI): The research wing of the Ut- tarakhand Forest de- partment discovered a rare carnivorous plant species Utricularia Fur- cellata, which has been published in ‘the Jour- nal of Japanese botany’. The journal of Japanese botany is a 106-year-old journal on plant taxono- my and botany and is considered one of the most prestigious jour- nals in the field. It (Utricularia Furcel- lata) is the first such publication in this jour- nal by Uttarakhand For- est Department. A team of the Research Wing of the Uttarakhand forest department, consisting of Range officer Harish Negi and Junior Re- search Fellow (JRF) Manoj Singh discovered this Utricularia Furcel- lataintheMandalvalley in September 2021. ’This is the first such record- ing/sighting of this rare carnivorous plant not only in Uttarakhand but in the entire western Hi- malayanregionof India. In fact, after 1986, this species could not be col- lected from any part of India,” Sanjiv Chaturve- di,Chief Conservatorof Forest (Research) said. This discovery has ex- tended its range of dis- tribution westward. However, the species face threat due to heavy biotic pressure because of beingatatouristspot. The plant belongs to a genus, commonly known as bladderworts, which uses one of the most sophisticated and developed plant struc- tures for trap and its tar- gets range from proto- zoa to insects, mosquito larvae and even the young tadpoles. Its oper- ation is simply based on a mechanical process, that is by creating a vac- uum or negative pres- sure area to draw prey inside the trap door.
