PLAN
Using Local Standard Plan Template or the
or the Municipal DRRM Plan, every
barangay is directed to formulate their
respective Barangay DRRM plan. Included,
among others, in the Barangay DRRM plan
are Projects and Activities identified in the
JMC 2013-1.
32. 4. BARANGAY DISASTER
MANAGEMENT FUND
Section 1, Rule 18 – Utilization of DRRM Fund
The utilization of DRRM Fund is provided under
Section , Rule 18. But more specifically, the use
of the fund is provided under JMC 2013-1
Source – “Not less than 5% of the estimated
annual local revenue .
70% - For Pre-Disaster Projects and Activities
30% - Quick Response Fund
33. Briefly, JMC No. 2013-1 prohibits allocation and
utilization of the BDRRM Fund with being guided
by the Barangay DRRM Plan
JMC No.2013-1, 3.0-3rd Paragraph provides:

5. PROHIBITED ACTS (RULE 16,
SECTION 1(A)
“Dereliction of duties which leads to
destruction, loss of lives and critical
damage of facilities and misuse of DRRM
fund.”
There are 12 prohibited acts defined under
IRR-RA10121:
35. Deliberate use of false or inflated data in
support of the request for funding, relief
goods, equipment or other aid commodities
for emergency assistance or livelihood
projects;
Repacking relief goods, equipment or other
aid commodities into containers with different
markings to make it appear that the goods
came from another agency or persons or was
released upon the instance of a particular
agency or persons.

Fine – P50,000.00 – 500,000.00
Imprisonment - 6 mons to 12 years
Both – Fine + Imprisonment
Disqualification from public office if
offender is a public officer*
