Executive Summary
Camp Blessing ministers to children with special needs and their families and care givers. Since
camp opened in 2006, Camp Blessing focused on providing an environment where the love of
Jesus Christ is demonstrated through building relationships, engaging children in indoor/outdoor
activities, and giving hope and joy to special campers who are often left out and isolated by
today’s society. Camp Blessing offers a unique five day experience to children with physical,
emotional, and /or mental health conditions that may not permit their participation at other
camping facilities. It is Camp Blessing’s mission to operate a no barriers camp in which each
person can fully experience the fun, excitement, and spiritual encouragement in a loving and
natural outdoor setting.
The Lord has shown favor on Camp Blessing, having dramatically expanded service from 17
campers in the 2006 inaugural year to serving over 400 campers with the assistance of 600
volunteers in 2015. In addition over that same period, Camp blessing has operated in the
“BLACK” financially, generating over $1 million dollars in support and placing over $500,000
on the “BOTTOM LINE” in 2014, alone. And, even with this tremendous growth, Camp
Blessing has to turn many interest families away each year because of its limited capacity.
The greatest challenge to meeting the increasing demand from families and children longing for
the opportunity participate in summer camp is Camp Blessing’s current “nomadic” operation.
Presently, Camp Blessing travels and rents a variety of facilities to house the camp; relocating
every few weeks during summer. Until such time as Camp Blessing builds its own fully
accessible campus, the tight Texas camp market necessitates travel and adapting the program,
staff, and campers to spaces available for rent. In 2015, Camp Blessing has rented two camps,
each for four summer weeks. Therefore, Camp Blessing must move 163 miles from the
operation base in Tomball to the first camp and, a few weeks later move again 133 miles to the
second camp, followed by a return to Tomball.
With a summer full of transitions between rental facilities (three weeks at one camp, 4 weeks at
another), Camp Blessing is extremely limited in the number of campers, supporting volunteers
recruited, families and care givers it can serve. There are over 600000 special needs children in
the Houston Metroplex, a population growing by 11.5% in the next five years. Obviously, Camp
Blessing is needs to grow in capacity both in capacity and activities for the ministry. Only by
owning a facility in a convenient location, can Camp Blessing meet the needs of these wonderful
children.
God has already responded to this great need by providing 70 acres in the Tomball area, only ten
minutes west of The Woodlands. What is needed now is a facility on the beautifully virgin
wooded property. We are ...

Dietrich Bonhoeffer was a German Lutheran pastor and theologian who stood against the Nazi regime. He saw meditation on Scripture as essential for Christians. According to Bonhoeffer, meditation allows God's word to dwell within us and speak to us throughout the day. He advocated starting each morning with quiet prayer and Scripture meditation to prepare for the day and allow God to open our hearts before being distracted by the world. Meditation helps Christians know and obey God more fully.

Combined Illegal, Unregulated and Unreported (IUU) Vessel List.Christina Parmionova
The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:
Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR)
Commission for the Conservation of Southern Bluefin Tuna (CCSBT)
General Fisheries Commission for the Mediterranean (GFCM)
Inter-American Tropical Tuna Commission (IATTC)
International Commission for the Conservation of Atlantic Tunas (ICCAT)
Indian Ocean Tuna Commission (IOTC)
Northwest Atlantic Fisheries Organisation (NAFO)
North East Atlantic Fisheries Commission (NEAFC)
North Pacific Fisheries Commission (NPFC)
South East Atlantic Fisheries Organisation (SEAFO)
South Pacific Regional Fisheries Management Organisation (SPRFMO)
Southern Indian Ocean Fisheries Agreement (SIOFA)
Western and Central Pacific Fisheries Commission (WCPFC)
The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

2018 Volunteer of the Year!
The Camp Luther Staff is so pleased to announce the 2018 Volunteer of the Year,
Taylor “Olive” Baumeister! Taylor, a former member of our summer staff, is a
High School English Teacher in Beaver Dam, WI.
Over the past four years, Taylor has devoted her time and energy each summer,
ensuring that each member of our summer staff team is certified in First Aid and
CPR/AED, training our staff as lifeguards, and helping lead courses such as Red
Cross Responding to Emergencies, to equip our staff with the certifications they
need. Teaching the courses to certify our staff in these areas has helped to save
camp thousands in expenses, but more importantly, Taylor has helped to equip
our staff with the confidence and leadership
to respond to emergency situations involving the safety of our guests
and campers. In addition, Taylor has also helped lead and volunteer
with several camp programs and served on the Alumni Staff Reunion
Committee.
Beyond her service at Camp in the summer, Taylor is a strong
advocate of Camp Luther in her daily life throughout the year. She
eagerly talks about camp to her students and promotes the Every Kid
to Camp program to those who have never been to Camp Luther
before. (Check out page five for a thank you letter from one of her
students!)
On behalf of everyone at Camp Luther, thank you, Taylor! Your
commitment to serving is an inspiration to others and a reflection of
your faith in Jesus Christ. May the Lord continue to bless you in your
service to others.
Fiesta on the Farm
The first ever “Fiesta on the Farm” was held July 18 at Wayside Dairy
in Wayside, WI. Children of local farm workers participated in this day
camp led by the Camp Luther summer staff. Children enjoyed singing
camp songs, learning about Jesus, playing parachute games, and a
wagon ride tour of the farm. Parents gathered for a fiesta dinner at
Zion Lutheran followed by singing and
devotions for the whole family.
Plans are being made for Fiesta on the
Farm 2019. (Date to be determined.) If you are interested in helping, please
consider a donation to help fund this special ministry. Bi-lingual volunteers
are needed to assist with the program and additional volunteers to help with
meals and clean-up. For more information, please call Camp Luther or
email office@campluther.com. Thank you to Wayside Dairy for hosting this
special ministry event!

What is Camp
Luther Worth?
In 1946, a committee
of the North Wisconsin
District LCMS was in
search of a place to
start a camp of our
own. They were led to
a beautiful piece of
property just north of
Three Lakes, WI. There
were four cottages and
a lodge on 91 acres on the northeast shore of
Range Line Lake. The price was $22,000!
What is Camp Luther worth today?
From a physical perspective today, Camp
Luther is over 215 acres, 40+ buildings and
structures, plus areas of recreation and
shoreline. As a financial asset, the North
Wisconsin District values the camp property at
nearly $4.5 million (before depreciation). The
market value of the camp property may be as
much as $8-$10 million.
What is Camp worth to the Church?
Financial value aside, let’s consider what Camp
Luther is worth as a ministry. For over 7
decades, Camp Luther has had a mission of
building up and encouraging people in Christ.
Perhaps hundreds of thousands of individuals
have participated at camp over these years.
Children, families, lay and called workers, and
congregations have been blessed through the
Christ-centered community and life-long
friendships, as well as discovering their gifts,
serving others, and growing in their faith. In
addition, camp is a training ground for
leadership and service. The Holy Spirit has
used the camp experience in calling many of
our pastors and other church workers into
ministry.
What is Camp Luther worth to You?
How has your life, your family, your
friendships, your faith been impacted by Camp
Luther? As with many of the blessings we have
in life, it’s impossible to attach a monetary
value. Some may simply say, it’s priceless!
Help us understand what camp has meant to
you. Share your story with us. Visit our
Facebook page and find our post entitled
“What is Camp Worth to You?” and share your
story. Help others know how the Lord has
blessed your life and impacted your faith in
Jesus Christ through Camp Luther. Log on and

Summer Mission Project
This summer, we partnered with Lutheran World
Relief with the mission to send cows to the northern
highlands of Peru to promote higher quality of life there.
Our goal was to raise $3,375 to purchase 9 cows. However,
because of the generosity of campers and families, we
raised $4,236.97 and were able to purchase 11 cows! We
are blown away by the generosity shown to this mission!

CALLED: Summer 2018 Recap
It’s been a pretty incredible summer at Camp Luther!
Campers plunged into the (always warm) waters of Range Line Lake every morning for polar
bearing. We witnessed garbage bag fashion shows, epic LARP battles, and the Mighty Mighty
Scoop Noodle Challenge. Quest campers learned survival skills on Monkey Island. IMPACTers got
to explore the beauty of the UP each week. KBC campers learned that adventure is the best fun.
Kindercampers and Explorers were introduced to the sheer excitement of minnow racing. We even
managed to survive the experience of nearly the entire summer staff being stranded on a pontoon
on Planting Ground Lake during staff growth!
This summer at Camp Luther and Keweenaw
Base Camp thousands of campers learned that
they are “called by God and He knows their
name.” (Raise your hand if you’re singing along
to our summer theme song right now!)
Traveling through the story of Esther, we
learned that we are called to BELONG to God
not because of anything we’ve done, but
because He has chosen us through Jesus Christ
to be sons and daughters of the King.
We learned that we are called to FOLLOW God because Jesus is better than anything this world has
to offer. We learned that we are called to TRUST God, that no matter what difficulties we’re going
through or challenges we’re facing, that Jesus will be faithful through it all. And we learned that we
are called to LIFE, that through Jesus’ death on the cross and resurrection from the dead we’ve
been brought from death to life.
If you were able to join us this summer, we hope that your experience served as an encouragement
and reminder of how deeply loved you are by God and who you have been CALLED to be because
of Jesus Christ. Thank you to the Summer Staff, Guest Pastors, Guest Medics, RV Volunteers, Staff
Volunteers, and countless others who made Summer 2018 an outstanding success. To God be the
glory!

KBC?
Gaga Ball Xtreme! – Think regular gaga ball but
bigger, much bigger, and tucked away in the woods
for a natural arena feel.
Hiking Trail – We have re-cleared and built new
bridges to get across marshy areas that wind along
the property line of our 240 acres.
Outhouse – Who likes a long walk at night to use the
bathroom? Not us! So we built a new deluxe
outhouse near our Pines Village with a his and her
side and solar power lighting.
Disc Golf – Guests can now try their hand at nine

Summer 2018 Recap
Wrapping up our sixth year of summer ministry, Keweenaw Base Camp welcomed over eight
youth groups and seven weeks of youth programs challenging them
to grow in their faith, servant leadership, adventure, and more!
Speaking of servant leadership, KBC had an opportunity to reach
out and serve our local community as we faced two horrible storms.
If you missed it this summer, Northern Michigan experienced some
of the fiercest summer storms to date in the area. You only need to
google this so see the devastation that the flooding caused with
whole sections of roads being washed out, people stranded in their
homes, and lots of damage and debris all around.
With Base Camp sustaining no major damage, we quickly grabbed
supplies and served in our local community however we could. We
shoveled and swept streets full of sand, filled holes, dug out
basements, visited with people affected by the damage, and worked alongside the
community to help put this area back together. In total we provided over 1,000 hours of
service this summer!
Following this, we kicked up our adventure programs
with hikes, survival training, kayaking, backpacking, and
waterfall exploring deep in the Keweenaw
Peninsula. This was important as we taught youth about
having an adventurous faith,
explored God’s amazing creation,
and showed that the Keweenaw
was still open to explore and that
the local businesses were open
for guests.
Though this summer wasn’t our biggest year for campers and
groups, it in no way lessened the impact that was made in the lives of
the youth! We even had a couple youth who returned for multiple
weeks as they wanted more! Another youth overcame a serious life
challenge and credited it to her week at camp. We’re so grateful God
works through KBC in such powerful ways!
The area around KBC
was destroyed by
summer storms.

IRA Rollover
Have you considered giving to Camp Luther through your IRA?
In December of 2015, Congress passed the Path Act which made
the IRA rollover to charities permanent! Donors over age 70½ may
now plan each year to make transfers directly from an IRA to a
charity.
It is quite common for IRA owners to take a single distribution of
their RMD (required minimum distribution) in the fourth quarter
(October thru December). Have you considered making a
charitable gift using your RMD? By choosing a charity you could
significantly reduce your adjusted gross income and make your tax
returns less complicated.
You can also support Camp Luther while getting a head start on
your year-end tax planning with these options:
Outright Gift of an Asset
Donor Advised Fund (DAF)
Zero-Tax Gift and Sale

Employee Match
Many employers offer matching for employees who give charitably. Check
with your workplace to see if they offer matching for your gifts.

Foundation, is designed to help our current and retired employees support
nonprofit organizations they are passionate about by doubling eligible gifts
of $25 or more.

A bequest is a gift through your will or living trust that costs you nothing

revocable, so you can change your mind at any time should your
circumstances change.

5. Your Gifts Make a Difference:
A Thank You
Dear Camp Luther,
My name is Nathan Stafford and this summer I attended Teen Camp. I am so glad to have
gone and want to express my thanks and gratitude for an amazing week.
I’ll start at the beginning. In April, my teacher Ms. Baumeister (Olive) told me about a camp
she used to attend as a camper and now volunteers at: Camp Luther. Now most summers I
go to Spencer Lake Youth Camp, a camp that hosts almost 1,000 kids every week.
Transitioning from that to a camp that hosts around 200 or 300 kids a week felt like a
challenge worth conquering.
After talking with my teacher for a couple minutes, I could easily see that she thought I
would be a great fit for the program “Every Kid to Camp.” After going to Camp Luther for a
week, I can honestly say that I don’t regret going in the least. Here’s why.
As I said before, I usually attend a camp with thousands of kids and hundreds of counselors.
This means the camp is split up with each counselor having 8-12 kids in every cabin. Due to
this, counselors and campers will sometimes feel disconnected from each other. That being
said, coming to Camp Luther was such a breath of fresh air. At the end of my week at Camp
Luther, everyone in my camp knew my name, along with some of the staff who served the
whole camp.
Along with this came the fellowship with guys my age that I just don’t have at my home
church. Now I have a group of 8 guys who I can talk to and rely on. And with the world of
social media, I can chat with them at any hour of the day.
Finally, Camp Luther had a great message this summer: “You are called by God.” This could
not have been clearer until I got home. At my home church, I sing on worship time on
Sundays. The Sunday morning after camp ended, this message of being called was clearly
shown. During worship, I was called by God to pray over the congregation and then to leave
the stage and pray individually for a man in our congregation. Had I not gone to Camp
Luther, I don’t think I would have had the courage to obey God’s call.
To conclude I have three messages. To donors of “Every Kid to Camp,” this was by far the
best experience of my summer this year. I was able to build relationships with other
Christians in an environment that encouraged community. To parents, there is no better
place for your kid to learn about Jesus in a fun environment with people who really care for
and about your kid. Finally, to future campers, Camp Luther is a source of friendship,
community, bonding, fellowship, and most of all, God’s true love for people.
To sum up, Camp Luther is
honestly like no other camp
and far exceeded all
expectations I had. It is
because of this that I hope
that every kid that wants to
attend camp gets the chance.
Thank You, Camp Luther!

Continued Improvements
In 2018 some incredible changes happened at Camp Luther. Because of
support to the Outdoor Ministry Fund and many hours of volunteer work,
these necessary improvements were possible. Thanks be to God for the
incredible support from donors and volunteers who help make things
happen at Camp Luther!
Canteen Deck:
After discovering that our office building was constructed on top of an old
garbage dump, we needed to
reconstruct the north office wall.
This involved tearing up a large
section of our canteen deck. Last
spring, as part of their annual
volunteer trip to Camp Luther,
the Johnson brothers (Craig,
Norm, and Marv) of Munising,
Michigan, rebuilt the entire
section with their construction
crews (which includes several of
their relatives). They even added
a pergola for shade!
Sports Courts:
Did you know that pickleball is the fastest
growing sport in America? This summer,
as part of an entire resurfacing of our
athletic field sport courts, camp added
four pickleball courts! We also replaced
the tennis court with a full length
basketball court which has already been
used heavily by our youth and family
camp programs. A huge thank you goes
out to the Gerald and Dorothy Volm
Foundation, Bob and Cynthia Hilger, and
the Charles George Resch Memorial
Foundation for providing these new courts for Camp Luther!
Blackbird Cottage:
Rescue is at it again! This past retreat
season, many volunteers came out to
help our Maintenance &
Improvements Director, Rescue,
completely remodel Blackbird cottage.
In keeping with the open concept of
Lakeview from the year before, guests
can enjoy a gas fireplace and
wonderful views of Range Line Lake
from the living area and porch. Hide-o-
Seek Cottage will be remodeled next!
The Johnson Brothers built our
beautiful new canteen deck this spring!
The new deck was put to use immediately
after construction and throughout the summer!
Before: The sports courts were
full of large, deep cracks
After: Campers and guests can
enjoy full court basketball!
After: Resurfaced and ready
for pickleball!
Blackbird Cottage now features
a gas fireplace!
Carsiding throughout brightens
Blackbird’s interior.
The new floorplan means no more
cramped bathroom.

Welcome, Rilla!
Hello! My name is “Rilla”, and I am the new Office
Administrator here at Camp Luther. I have a lot of
different tasks at the front desk, but a lot of what I
do is answer phone calls and emails, prepare
mailings, complete registrations, and assist others
in the office with whatever needs to get done. And
soon I’ll get to start registering campers for
summer of 2019!
I hail from Rhinelander, WI, but just spent the last
year living out in Olympia, WA, working as a
Program Intern at a camp. The Pacific Northwest is
a lot of fun, but
I’m so excited to
be back working
in a new role at
Camp Luther and
can’t wait to see
what the Lord
has in store for
this next year of
our ministry!
Welcome,
Catmom!
This fall we welcomed Dafne
“Catmom” Phillips as our new
Housekeeping Manager. She and her
husband recently moved to the
Northwoods from North Carolina and
are excited to be entering the “camp
world” (he oversees food service at a
nearby camp). She brings a passion for
Jesus and a joy of cleaning to the
ministry of Camp Luther. And, as the
name implies,
Catmom is the
proud “mom”
of a black and
white cat
named Bruce.
Thank you,
TLC!
After five years as Camp Luther’s
Housekeeper and Office Assistant, we
said “see you later” to Becky “TLC”
McFaul this past spring. Thank you,
TLC for all the
work you did
for this
ministry during
your time at
Camp Luther.
May the Lord
bless your next
adventure!
In Loving
Memory: Rock
Roxanne “Rock” Burkum served as Camp
Luther’s Office Administrator from Fall
2016-Summer 2018. This past August, Rock
passed away as a result of health
complications.
Rock had a wonderful sense of humor and
always looked for ways to brighten others’
lives. She loved the beauty of the
Northwoods and spending time with her
dogs, Rosie and Allie.
We know that
Rock loved the
Lord and in our
grief, we can
rejoice in knowing
that everlasting
life comes to all
who believe in
Jesus Christ.Roxanne “Rock”

Experience Camp
Year-Round!
Camp isn’t just for kids (though there are plenty of options for kids and
youth)! Camp Luther also has opportunities for men, women, and families
to grow in their faith and have fun in the Northwoods of Wisconsin! For
more information and to register for these events, go to
https://campluther.com.
Relax at Camp Luther
Slow down your pace of life for awhile. Go snowshoeing in the quiet,
white-covered woods. Join your kids in squeals of joy tubing down the
hills. Get in your much-needed quiet time with God in front of a warm
fireplace. Be on the calm lake when the fish start biting. Take a stroll in
the woods to watch nature spring back to life.
Book a cottage at Camp Luther and
enjoy your time in nature, reconnecting
with God and the ones you love.
To book your cottage, contact Beemer,
Director of Guest Services, at 715-546-
3647 or email
beemer@campluther.com.
