Fleet Requirements
 Starting January 1, 2010, all portable diesel-fueled engines shall be
certified to meet a federal or California standard for newly
manufactured nonroad engines (that is, certified to Tier 1, 2 or 3
nonroad engine standards).
 Each fleet is subject to and shall comply with the following weighted
PM emission fleet averages expressed as grams per brake
horsepower-hour (g/bhp-hr) by the listed compliance dates:
CARB Offroad Regulation
 Regulatory Definition: “diesel fueled or alternative diesel fueled off-road
compression ignition vehicle engine with maximum power of 25 horsepower (hp)
or greater that is used to provide motive power in a workover rig or to provide
motive power in any other motor vehicle that (1) cannot be registered and driven
safely on-road or was not designed to be driven on-road, and (2) is not an
implement of husbandry or recreational off-highway vehicle.
 What’s out: “vehicles that were designed to be driven on-road, and have on-road
engines are considered on-road and are specifically excluded from this regulation.”
Offroad Vehicle 2014 Action Plan
CARB Onroad (Truck & Bus Regulation)
 Regulatory Definition: “Affected vehicles are those that operate on diesel-
fuel, dual-fuel, or alternative diesel-fuel that are registered to be driven on
public highways, were originally designed to be driven on public highways
whether or not they are registered, yard trucks with on-road engines or yard
trucks with off-road engines used for agricultural operations, both engines of
two-engine sweepers, schoolbuses, and have a manufacturer’s gross vehicle
weight rating (GVWR) greater than 14,000 pounds (lbs).”
 Sean’s Definition: If it looks like F450 or 4500 truck and bigger, if it drives
like a truck and has a truck engine then it’s a truck regardless of DMV
registration or whether it drives on public roads.

Fleet Requirements  Starting January 1, 2010, all portable diesel-fueled engines shall be certified to meet a federal or California standard for newly manufactured nonroad engines (that is, certified to Tier 1, 2 or 3 nonroad engine standards).  Each fleet is subject to and shall comply with the following weighted PM emission fleet averages expressed as grams per brake horsepower-hour (g/bhp-hr) by the listed compliance dates:

CARB Offroad Regulation  Regulatory Definition: “diesel fueled or alternative diesel fueled off-road compression ignition vehicle engine with maximum power of 25 horsepower (hp) or greater that is used to provide motive power in a workover rig or to provide motive power in any other motor vehicle that (1) cannot be registered and driven safely on-road or was not designed to be driven on-road, and (2) is not an implement of husbandry or recreational off-highway vehicle.  What’s out: “vehicles that were designed to be driven on-road, and have on-road engines are considered on-road and are specifically excluded from this regulation.”

CARB Onroad (Truck & Bus Regulation)  Regulatory Definition: “Affected vehicles are those that operate on diesel- fuel, dual-fuel, or alternative diesel-fuel that are registered to be driven on public highways, were originally designed to be driven on public highways whether or not they are registered, yard trucks with on-road engines or yard trucks with off-road engines used for agricultural operations, both engines of two-engine sweepers, schoolbuses, and have a manufacturer’s gross vehicle weight rating (GVWR) greater than 14,000 pounds (lbs).”  Sean’s Definition: If it looks like F450 or 4500 truck and bigger, if it drives like a truck and has a truck engine then it’s a truck regardless of DMV registration or whether it drives on public roads.

Here is the engine model compliance schedule for heavier vehicles.1996 and newer engines must meet PM BACT beginning January 1st, 2012 through January 1st 2014.Beginning January 1st, 2014, pre 1994 engines must meet 2010 equivalent emissions or be replaced with engines with a later compliance dateFollowing this schedule, all engines will be powered by 2010 engine model year equivalent emissions by January 1st, 2023Fleets following the engine model year compliance schedule for heavier trucks have no reporting requirements, but, fleets that want, or might want to take advantage of flexibilities need to report

The second option for heavier trucks is the phase-in option.As reflected in this chart, fleets can phase-in their heavier trucks for PM BACT The advantage to this over the engine model year compliance schedule is that fleets can select which trucks to filter and have two additional years to do soFleets must report by 1/31/2012 to use the phase-in compliance schedule
