The majority of aviation accidents are attributable to human error. Moreover, as machines (or mechanical systems) have become more reliable over the past decades, human error has outpaced machine problems as a major contributing factor in aviation accidents. It is therefore important to address human error for the improvement of aviation safety. Human error typically occurs as a result of poor interactions among operators, machines, and environment, and it is often influenced by group dynamics and organizational factors. This presentation introduces 1) what human error is, 2) the relationship between human error and aviation safety viewed from individual, group, and organizational perspectives, and 3) solutions to reduce human error.
The responsibilities of EASA include to:
Giving advice for the drafting of EU legislation, implementing and monitoring safety rules (including inspections in the member states),
Giving type-certification of aircraft and components as well as the approval of organizations involved in the design,
Authorizing foreign operators,
Manufacture and maintenance of aeronautical products.

Flight safety is the key focus of the activities of all aircraft enterprises and civil
aviation institutions. One related risk factor is a lack or untimely receipt or use of
outdated versions of the required information on regulation of the civil aircraft
operating processes. For this reason, information support is the increasing focus of
all aspects of the aviation services sector.
Establishment of the civil aviation regulatory and guidance library is among the
main means for providing information and library support in this area.
Legislative Developments in the Aviation Sector in 2010Michal
The Polish Aviation Law (in Polish: Prawo Lotnicze; hereafter, PL) of 3 July
2002 was amended only once in 2009. The amendment was introduced by the
Act on the amendment of the Act on the Provision of services on the territory of
the Republic of Poland of 4 March 20101, which entered into force on 10 April
2010. Accordingly, two new provisions were introduced into Polish aviation law:
sub-article 1a was inserted into the existing Article 160 PL and a new Article 160a
was created. Both insertions specify that the Act on the Provision of services on
the territory of the Republic of Poland does not apply to its Aviation Law.
