The political landscape <ul><li>compared to the usual behavior of the EU member states vis-à-vis the EU budget : &quot;I want my money back“ </li></ul><ul><li>compared to the classical way of using the TENs funding for national infrastructure </li></ul><ul><li>compared to the tendency vis-à-vis the FP projects :to &quot;take the money and run&quot; </li></ul><ul><li>GALILEO is the first genuine Pan European infrastructure </li></ul><ul><li>a single European ATC system will be the second one </li></ul>

Political issues <ul><li>Who should pay for an infrastructure :the users or the tax payers ? </li></ul><ul><li>Today the airspace users are paying 100% through &quot;users' charges&quot; but there are tax exemptions on kerosene. Will it change? Tax exemption is linked to environmental issues, changing the charging regime is under consideration. and one must not forget the worldwide context. </li></ul><ul><li>Therefore funding even partially air transport infrastructure with community budget is adding one element of debate especially since the funding timeframe is 2007 onwards. </li></ul><ul><li>As for GALILEO is a Public Private Partnership feasible? </li></ul><ul><li>As for GALILEO there is a power game between the Council, the Parliament, the European Commission, and an intergovernmental organization (for GALILEO it was ESA, for ATC it is EUROCONTROL) </li></ul>

The Single European Sky <ul><li>Riding on the wave of the delays during the Kosovo crisis and having in mind the telecoms scheme, the CEC has tried to &quot;deregulate&quot; ATC </li></ul><ul><li>But in the meantime 11/sept/2001, Linate and Überlingen accidents have reminded all of us that safety is not for granted </li></ul><ul><li>As for the liberalization of air transport it will take a while before we can actually see consequences that maybe nobody actually foresees. </li></ul>

The SES :the success story <ul><li>it has shed light on too closed a domain :ATC, at the same time as in research (ACARE :the Advisory Council for Aeronautics Research in Europe) we have moved from Aeronautics to Air transport System which ATC is part of </li></ul><ul><li>it will lead to an overall quality process to make ATC more professional (for example the Air Traffic COntrollers license) </li></ul><ul><li>it led to the Research/Development/Implementation of a single European ATC system: SESAME </li></ul>

Today business model <ul><li>The Air Navigation Service Providers (ANSPs) have been &quot;developing&quot; (not &quot;procuring&quot;) their systems independently of each others </li></ul><ul><li>System development has never been clearly stated in EUROCONTROL mandate .The members states have prevented the Agency to be more active and the Agency had limited success </li></ul><ul><li>Despite some horizontal integration of the ATC supply industry, it has not led to products. </li></ul><ul><li>The ATM supply industry is backed up by the electronic defense business subsidized by tax payer money </li></ul>

SESAME:a new business model <ul><li>“ SESAME” designates the CEC political initiative, announced on 13 July 2004 by Ms De Palacio </li></ul><ul><li>To complement the SES and its legislation with a substantial EC financial support for the development and deployment of a renovated and rationalised European ATC system, replacing the fragmented one as it exists today. </li></ul><ul><li>This is supported by European aerospace industry through their professional organization, ASD. </li></ul><ul><li>The airspace users and especially the main airlines through IATA and AEA are supportive as long it is directed toward an enhanced air transport infrastructure, especially if it tax payers’ money (and not user charges). </li></ul><ul><li>Two main phases are contemplated: a Definition Phase (2005-2006) and an initial Implementation Phase as from 2007 onwards, which therefore falls within the same time frame as the EU new &quot;financial perspectives&quot; 2007/2012 under discussion at the highest political level. </li></ul>
  8. 8. Fragmentation of European ATC Research <ul><li>ATC R&D has been fragmented with unrealistic implementation timeframes which rarely materialized….and with little innovation </li></ul>
  9. 9. Funding of European ATC Research <ul><li>Because of the corporatisation of ANSPs and pressure on ATC costs the trend has been diminution of national R&D budgets paid by users' charges totally offset by CEC /FP budget increase </li></ul>; ;

Integration of ATC research in Europe <ul><li>CEC and EUROCONTROL have the duty and the means to integrate ATM Research in Europe </li></ul><ul><li>An ATM Research Work Programme (in the context of the wider Strategic Research Agenda (SRA2) for Aeronautics under the Advisory Committee for Aeronautics Research in Europe (ACARE) ) has been published </li></ul><ul><li>A Joint Program Board (JPB) has been created to coordinate the EUROCONTROL Research Work Programme and the European Commission Framework Programs on this basis </li></ul><ul><li>Centers of excellence in national ATM R&D centres have to be fostered </li></ul><ul><li>ARDEP will stay as the Observatory function which comprises a repository of R&D projects, and a repository of validation data, allowing full exploitation of existing knowledge and its progressive enrichment. </li></ul><ul><li>And since the ATM research will be mainly &quot;result orientated&quot; or result driven there is the need to set aside budget and means to encourage &quot;blue sky research/ innovative research&quot; which surprisingly enough may lead to implementation faster than people may expect. In history innovation very rarely came from &quot;top down processes&quot; </li></ul>

EEC Strategic objectives <ul><ul><li>The accelerated delivery of research results directed toward identified and agreed implementation needs; emphasis will be placed upon the alignment with SESAME </li></ul></ul><ul><ul><li>To strengthen Innovative Research, emphasis will be placed upon establishing a European-wide network of Research establishments, professional associations and academia that will form the backbone for the break-through thinking needed when striving for the major advances required. </li></ul></ul>

EEC portfolio <ul><li>THREE RESEARCH AREAS, each with a clear objective to contribute to SESAME. </li></ul><ul><ul><li>Sector Safety and Productivity : controller-centred sector-level planning and separation management functions. </li></ul></ul><ul><ul><li>Network Capacity and Demand Management </li></ul></ul><ul><ul><li>Airport Throughput </li></ul></ul><ul><li>TWO RESEARCH AREAS </li></ul><ul><ul><li>Society-Environment-Economics addresses the public perceptions and expectations concerning the Air, transport industry. </li></ul></ul><ul><ul><li>Innovative Research has the triple role of investigate and coordinate the initial feasibility studies on topics suggested in the ACARE Strategic Research Agenda, to establish an innovative research management framework and to develop a culture of creative thinking, skills and techniques. </li></ul></ul>
