Updates from Around the State
Welcome to Jody from Tillamook County and Heather from Baker County!
AMH Prevention Update – Natasha Pineda is currently travelling back to Alaska to address family
issues. We hope to get an update soon regarding Natasha’s ability to provide assistance remotely
and/or if there will be a staffing update.
PGS Manager Position – has re-opened. The posting is listed at: http://bit.ly/PGSmanager . Spread
the word! Nicole Corbin is still in leadership as the Addictions Services Manager.
Nicole—Thanked Becca Hauser from Yamhill County, who helped Nicole figure out next steps for
retail environment assess and scan problem. Will be out this fall on maternity leave and will conduct
in Winter. Restaurant & convenience scores. Adding A&D scan to it…possibly partner with TPEP
coordinator. (Congratulations, Nicole!)
Lisa—Contacted Becca also for environmental scan info. Adding PG and A&D info as well.
New school year – SWS survey…. Going to have supplementary faculty & staff questionnaire,
including PG questions in there. Up to 10 questions. Have a copy of questions obtained from Isabel –
4 basic questions (school policies, whether participate in scratch-off events, whether teachers include
gambling in any of courses). Since Scratch-Its for Schools is no longer in place, perhaps a different
question could take place for the scratch-off events.
Ramon – Sonia from Estacada who was looking for data on PG community assessment; was able to
provide her with PG information. Planning phases to get Clackamas County involved in the art search
for next year. Focus group conversations hopefully for schools.
Brianne—Thanked Jessica Jacks, who helped answer questions about her environmental scan.
Partnering with public health, ready to do environmental scan. Good curricula started in the schools
(Second Steps). Was able to go to National Prevention Network in Oklahoma City and got some good
information on a evidence-based high school curriculum to help reduce and stop substance abuse.

2. Oregon Lottery/Advertising
Following recent news media reports on the Oregon Lottery’s Lottery’s decision to no longer support
the promotion of problem gambling services or participate in other problem gambling efforts, Julie
debriefed the background behind the Lottery’s decision as related to the Department of Justice
Opinion. The complete DOJ Opinion is at
http://www.doj.state.or.us/agoffice/agopinions/op_2013_2.pdf. DOJ has outlined delineation
between “responsible gambling” (which the lottery may promote/participate) and “problem
gambling” (which the lottery may not promote/participate). The delineation, however, has been
considered unclear by some problem gambling advocates.
The 2014 legislative session may provide the possibility for a bill to instate funds that may go
specifically toward promotion of problem gambling services. Representative Carolyn Tomei (D-
Milwaukee) has previously sponsored several bills related to problem gambling.
As reference material, the Marketing Strategies Advisory Group provided recommendations to the
Oregon Lottery around responsible and problem gambling efforts. The group’s summary report is

Upcoming Trainings/Conferences in Addictions & Public Health
While not all of the trainings we go to are directed toward problem gambling, much of the material
can be applied—and there can be excellent networking opportunities for us to talk about problem
gambling. Following are events that coordinators shared during the call:
• Marijuana Legalization: What We Can Learn from Washington State
September 11 from 3:00 – 4:30pm in Oregon City. Clackamas County is hosting this presentation.

• Oregon College/University Substance Abuse Prevention Summit
Thursday, September 12th
from 8:30am-4:30pm at University of Oregon in Eugene. While the
meeting is directed around substance abuse prevention, there will be an open space session in
which participants may discuss PG issues.

• Four Directions Conference
October 1-4 in Spokane, WA. “Tree of Healing Conference on Spiritual, Emotional, Intellectual,
and Physical Healing and Addictions Awareness.” Problem gambling is a topic. Julie will be giving
two presentations.

3. • Oregon Public Health Association Conference
The OPHA annual conference will be held October 14 & 15 at OSU in Corvallis.
Kelly from Benton County will be giving two presentations at the conference – one on mobilizing
the community with the SPF project & engagement in community health assessment, and one on
a project clinic with sexual health services (using SPF model to do a thorough needs assessment
and increasing teen engagement).

PGAW Calendar Data Confirmation
Julie will contact PGS to determine where we are with the “blurbs” that go in the Problem Gambling
Awareness Calendar (to view the current blurbs as recommended by many coordinators around the
state, click here: http://www.surveymonkey.com/s/P2BKRWM (just don’t take the survey; results
may have already been compiled).
SBIRT
Jessica asked the group where people are with local SBIRT implementation, being that the state is
emphasizing its use and many local coordinated care organizations are to be implementing SBIRT.
She has worked with her local suicide prevention coalition to support training of SBIRT locally in the
Deschutes area, since many of the trainings are available only along the I-5 corridor. Her grant is also
is working to incorporate the SBIRT into higher ed.
Wrap-up
Debbie asked about PGS coordinators meetings and how often they would be, and when. Julie said
she would follow up with AMH to determine when the next webinar meeting(s) would occur, and
when the next planned in-person meeting is planned.
