ظاهرة اللجوء السوري بين الحاجات والسياسات
كوِّنُ ظاهرة لجوء أعداد من السوريين إلى المناطق الآمنة، داخليّاً وخارجيّاً، جانباً مؤلماً للغاية من جوانب الأزمة السورية، إذ بدأت بالتشكّل منذ أن دارت عجلتها تطحن أوصال البلاد أواسط العام 2011، إلى أن بلغت ذروتها في العامين المنصرمين، حيث طغت أخبار اللاجئين السوريين حتى على وقائع الميدان الملتهب، وتكمنُ مشكلةُ بحثِ هذه الظاهرة في أنَّ خلفياتها ودوافع تشكّلها لم تقتصر على الحاجات الإنسانية التي تغلب عادة على مثل هذه الظواهر، في ساحات الحروب وميادين النزاعات المسلحة الدولية وغير الدولية، بل شكّلت في الوقت نفسه سلاحاً استعملته الأطراف الفاعلة في المشهد السوري إلى جانب الأسلحة التقليدية، فحصدت به ولو بطريقة غير مباشرة أرواح الكثير من السوريين ودموعهم وآلامهم، بحجم لا يقل عن ذلك الذي سقط بالرصاص والقذائف المستخدمة في ساحات الحرب السورية المستعرة، الأمر الذي خلق تنافراً صريحاً بين حقيقة كون اللجوء وسيلة تلبي الحاجات الإنسانية للاجئين من جهة، واستخدامه كأداة لتحقيق المصالح السياسية لأطراف الصراع من الدول الفاعلة في الميدان السوري من جهة أخرى. وتضافُ إلى ما تقدم من إشكاليات البحث في هذه الظاهرة غلبةُ التعاطي الإعلامي مع وقائعها ومجرياتها على الطابع العلمي البحثي الذي لا بد منه، لتحليل جذورها والعوامل المغذية لها واقتراح ما يلزم لمواجهة تأثيراتها وتداعياتها، وهو ما توخته مفردات هذا البحث الذي التزم –قدْر الإمكان- بالجِدِّية والموضوعية، لتأصيل الأسباب والعوامل التي دفعت الكثير من السوريين لمغادرة البلاد كلاجئين، وما رافق ذلك من استخدام سياسي لحركتهم، خاصةً من جانب الحكومة التركية، مع تسليط الضوء على أبرز المشكلات الاقتصادية والاجتماعية والقانونية التي يعيشونها في دول العبور واللجوء، وصولاً لإثبات وقوعهم بين مطرقة حاجاتهم التي دفعتهم لمثل هذا الخيار وسندان السياسات، وصراع المصالح الذي باتت الأزمة السورية ميداناً خصباً له بين معظم القوى الإقليمية والدولية الفاعلة على الساحة العالمية، ثم تقييم حجم تداعيات ظاهرة اللجوء السوري بصورة عامة والتوصية بما يمكن أن يتخذ من التدابير والإجراءات التي تُخفف من وطأته على واقع ومستقبل السوريين ووطنهم.

The Norwegian Nobel Committee awarded the 2015 Nobel Peace Prize to the Tunisian National Dialogue Quartet for its role in establishing a pluralistic democracy in Tunisia following the 2011 revolution. The Quartet, composed of representatives from major Tunisian civil society groups, helped resolve a political crisis when it proposed a national dialogue between political parties. This led to the adoption of a new democratic constitution in 2014. The Quartet's efforts ensured a peaceful transition to democracy and prevented civil war from breaking out in Tunisia. Their success demonstrates that Islamist and secular groups can work together in the interests of society and that democracy can thrive in an Arab Muslim country.
