This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

1. I am glad to present this edition of the Vibrant Gu- jarat Newsletter. This month we successfully or- ganised an event on “Renewable Energy - Pre- sent Scenario & Future Focus” in partnership with the Denmark Government at Mahatma Mandir. The event was aimed at pro- viding a platform for sharing the best practices between Gujarat and Denmark which is a lead- ing country in Wind Power. Apart from the healthy domestic partici- pation, the event also wit- nessed very good interna- tional participation; 9
companies, 20 participants, and 3 speakers participated from foreign countries.
I would like to state that we understand the importance of alternative sources of energy in today‟s time when the thermal power sector is facing severe supply crisis of fossil fuel across the world. Hence since 2007, we have taken series of policy and regulatory initiatives for promotion of alternate sources of energy. The Wind Power Policy, 2007 (which was then updated in 2009) and the Solar Power Policy 2009 are the two big steps in this direction and because of which today Gujarat is one of the leading states in renewable energy capacity in the country.
Our wind power generation capacity has witnessed 45% growth (CAGR) in last five years; and today we lead the country in terms of capacity (2350 MW). Presently at 2337 MW (source: MNRE) wind contributes 15% to the total energy generating capacity of the state and is ex- pected to grow to 10,000 MW (its estimated potential). In case of Solar power, we have already signed PPA for about 1000 MW and are expecting to generate this by the end of 2012. The total capacity estimated by 2016 is 3000 MW. Now, we are also going to focus more on the important aspect of energy which is Thermal Audit. Ther- mal Audit focuses on conservation of energy (in buildings) rather then generation. Conservation can be achieved by use of good design principles, alternate building material and better technology. We have planned a seminar in November on this in partnership with the Denmark Govern- ment to for discussion and sharing of experiences

2. TJSB to start operations in Goa, Karnataka and Gujarat

The Thane Janata Sahakari Bank Ltd (TJSB) plans to expand its existing network of 55 branches to 68 branches by the end of current fiscal by making a foray into Goa, Karnataka and Gujarat.
Satish Utekar, Chief Executive Officer, TJSB told reporters that the bank wants to open around five branches in Gujarat.
The bank had clocked total business of Rs 5,100 crore last financial year and they have fixed a target of Rs 7,000 crore for the current fiscal.
The bank has done couple of acquisi- tions of weaker banks. They are ready for more acquisitions, if the proposals are good.

Tata AutoComp, Gujarat govt sign MoU for vocational training, jobs

In a first of its kind public-private partnership aimed at bridging the gap of pre- vailing talent shortage, leading automotive components manufacturer Tata Auto- Comp Systems Ltd has signed an MoU with the Gujarat government for imparting vocational training to enhance employment opportunities to the youth.
Tata AutoComp signed the MoU with the Directorate of Employment and Training (DET) which aims to improve the employability prospects of rural youth. The agreement is expected to address the skilled manpower shortage witnessed by the automobile sector.
The partnership will facilitate upgrada- tion of the State's Industrial Training Institutes (ITIs), launching skill develop- ment programmes and introduction of modular employable skills (MES) courses.

State-owned IOC is mulling investing $1.87 billion to raise capacity at its Koyali refinery in Gujarat to 18 million tonne.
Currently, it is trying to estimate the size of land required for the expansion. It has al- ready identified potential areas for development near Bajwa village, adjacent to Koyali.
Koyali refinery, near Ahmedabad, is the second-largest of the 10 refineries IOC
owns. IOC has a total refining capacity of 64.7 million tonne, making it the nation's largest refiner ahead of Reli- ance Industries whose twin refineries at Jamnagar in Gujarat have a combined capacity of 62 million tonne.

State-promoted Gujarat Alkalies and Chemicals Ltd (GACL) is considering setting up a project to manufacture 1.5 lakh tonne per annum of propylene oxide and its downstream products.
Addressing the listed company‟s 38th annual general meeting held at Vado- dara, its Chairman, Mr A.K. Joti, said the proposed plant would manufacture pro- pylene oxide and its downstream prod- ucts such as propylene glycol and polyols with world-renowned technologies.

4. Sun shines and Wind falls for Gujarat’s Sustainable Energy Sectors
In an era of despair and worldwide concern about rapidly depleting sources of energy, spiraling fuel prices and acute power shortages, Gujarat is working its way towards sustainable power generation and energy capabilities. The focus on sustainability is also being further bolstered up by promotion of energy conservation techniques along with thermal audit and energy efficiency initiatives.
Endowed with regions like North Gujarat and Kutch which receive 300 days of sunshine, a coastline that runs a whopping 1600km, Gujarat‟s geographical & topographical land- scape clearly lends itself for tapping the insurmountable potential of solar and wind power. The government of Gujarat on its part wants to leave no stone unturned to make the most of this comparative advantage. The Gujarat Energy Development Agency (GEDA) came up with a Solar Power policy in 2009, which provides incentives like ex- emptions in electricity duty and demand cuts, Power Purchase Agreements (PPAs) and clearly defined nodal agency for implementation. Under this Policy the government has already signed PPAs with around 80 private players including Tata Power, US based SunEdision and Moserbaer Solar. Around 30,000 hectares of dry land has been identi- fied, on which 15000 MW of solar power could be generated. The state is the first in the country to develop a 1090 MW solar park with an envisaged investment of Rs. 7500 crore and intends to build a first of its kind solar city. These developments would be boosted by setting up of solar power manufacturing, assembling, research and develop- ment facilities in addition to a manpower training institute to train people and create job opportunities.
Wind power is a another promising sector in Gujarat, having 2337 MW of power gen- eration capacity, almost 15% of the state‟s total power generation capacity. The state government‟s robust Wind Power Policy of 2007 saw further amendments brought in 2009 like the increased power purchase obligation from 2% to 10% and provision of grid connectivity to wind farms. The state which currently has an installed capacity of 2350 MW in wind power aims to achieve its potential of 10,000 MW over the next few years.
Efforts towards sustainability in energy sector are not limited to tapping renewable sources of power. Mr. Modi has called for a Many important schemes and programmes have been launched in various sectors like irrigation and real estate to limit the use of energy and make a mark on energy efficiency.
The Urban development department of the State has taken a pro active approach to im- prove energy efficiency of the Urban Local Bodies (ULBs) which would result in cost sav- ings and reductions while also improving services. A comprehensive energy conservation drive by the Gujarat Energy Development Agency (GEDA) focuses on energy audits in government, domestic, commercial and industrial sectors along with popularization of en- ergy efficient devices. GEDA has also introduced a mass walk through Energy Audit for mapping energy use in the Small and medium enterprises (SME) sector. The state intends to further improve its energy management mechanisms through new ways of promoting investment, technology innovation and knowledge transfer in this area which can in turn help sustain the fast growth the State is witnessing across sectors. Energy management and efficiency is also seen as a vital component of the State‟s commitment towards ad- dress the issues of climate change.

5. A nine-member delegation from South Africa visited various co-operative societies in Gujarat on 13 September 2011, to understand their functioning. The delegation visited Agriculture University and also undertook a tour of milk co-operative society in Majevadi and Gondal Marketing Yard before visiting Rajkot Nagrik Sahakari Bank Ltd (RNSBL).
The team was led by Mr. P. K. Chauke, Head of Agribusiness in University of Venda, South Africa. Mr. Chauke said that the delegation was highly im- pressed by the development in Gujarat and wishes to have further co-operation between the state and South Africa.

6. Kenya delegation to Gujarat
A two member team representing the Commercial Metals Company (USA) visited Gandhinagar on 23 September, 2011 and met the iNDEXTb officials to explore opportunities for setting up a captive IT centre in Gujarat, which will address their global IT work.
Mr. Tracey Nolan, Chief Information Officer, CMC and Mr. Paul MacDonald, Head- Infrastructure Services from CMC, were part of the team.

The Company operates in five seg- ments: Americas Recycling, Americas Mills, and Americas Fabrication, International Mills and International marketing and distri- bution. Visit by executives from Commercial Metals Company, Irvin, Texas (USA)
A large delegation from Kenya, comprising of members from various sectors like food processing, electronics, chemicals etc., visited Gandhi- nagar on 28 September, 2011. This was the second Kenyan delegation post the visit of a 4-member team in the month of August 2011.
The objective of the visit was to understand spe- cific policies and how each of the above mentioned sectors is being promoted in the state. The team also wanted to understand development of industrial infrastructure like SEZs, SIRs and Industrial estates in the state. The team expressed their intent to explore markets here for their goods; especially small scale industries like cottage industries.
7. The centre has ambitious plans to tie-up with similar incubators around the globe and network with their resources, mentors, incubatees, ideas and educators.

The second edition of Pharmac India 2011, the international exhibition of India‟s pharmaceutical and healthcare industry took place at Mahatma Mandir, Gandhinagar on September 17, 2011.
The three-day fair brought pharmaceutical manufacturers, pharmaceutical packaging material and machinery makers, active pharma ingredients, bio-pharmaceutical companies and largest suppliers & distributors of pharmaceutical products under one roof in order to facilitate exchange of ideas for better growth of the industry. The event is organized by Indian Drug Manu- facturers‟ Association – Gujarat State Board (IDMA – GSB) in association with Orbitz Exhibitors Pvt. Ltd.

Gujarat Chief Minister Shri Narendra Modi inaugurated an International centre for entre- preneurship and technology (iCreate) and Youth convention on innovation and technology on September 11, 2011.
The event has been organized at Gandhinagar‟s Mahatma Mandir by the Government of Gujarat in partnership with Confederation of Indian Industries.
According to CII, „iCreate‟ is being established as an autonomous centre of excellence on a sprawling 34 acres campus on the outskirts of Ahmedabad and is being led by a group eminent people from the academia and industry.
