Prior to this, REAR requested Chairman, Rajasthan Discoms
to please look in to the matter so that the tender could be
released soon. REAR also requested to make JVVNL as a
nodal agency for the scheme since it has maximum number
of consumer base, subsidy allocation, EPC Players as well as
maximum installation in previous schemes. Hopefully,
JVVNL will release the tender for 55 MW SOLAR SUBSIDY
SCHEME in the coming week.

Ajit Kumar Saxena has been appointed the MD of JVVNL, NS
Nirwan has been made the MD of Ajmer and Pramod Tak is the
MD of Jodhpur discom. All are retired technocrats. Saxena took
charge on Monday evening.
He has 37 years of experience in the energy sector. He said
quality power supply to consumers,
zero accidents and maximum revenue recovery would be his
priority.
Nirwan, who was appointed managing director of Ajmer Vidyut
Vitran Nigam, was the director of Rajasthan Akshaya Urja
Nigam.
He worked as a chief engineer in AVVNL and retired in 2020.
Tak, who was appointed as the MD of Jodhpur Discom, had
retired from the post of director (technical) at Jodhpur Discom.

The PLI guidelines have been
modified after the ministry of
new and renewable energy
(MNRE) received close to 50
GW of bids against a PLI
sanction of Rs 4,500 crore.
The corpus was increased to
Rs 19,500 crore under the
Union Budget 2022-23. In the
first round, the Centre
received close to 18 bids from
a range of companies - Coal
India, L&T, Vikram Solar,
Megha Engineering and
several new companies.
Against an RfP of 10 GW, bids
received touched 50 GW.

The government is looking to allow these past winners but
their bid will be capped against a ceiling of 10 GW. For
instance, Shirdi Sai has won 4Gw, it can now bid for 6Gw or
below only. Adani won 0.7 GW and RIL 2.4 Gw. The minimum
Local Value Addition (LVA) or use of local content for the
participating manufacturers has been kept at 90 per cent.

informed that it would be
writing to the Department of
Revenue recommending a
uniform slab of 5% goods and
services tax (GST) on all
renewable energy components
nationwide. The reduction in
GST for renewable energy
components is to help India
achieve the “Panchamrit”
targets announced by the
Prime Minister. GST council in
Sep 2021, increased the GST on
few renewable energy
equipments from 5% to 12%

MOP had requested renewable energy stakeholders and
associations to furnish the list of such equipments & raw

green hydrogen, battery energy storage, electric vehicles and
other systems, which are essential to meet out the non-fossil

Manufacturers) and tariff-based barriers (BCD/ SGD etc.

10 companies submitted their bids under the Advanced
Chemistry Cell (ACC) Battery Storage Programme in India
for which Request for Proposal (RFP) was released by
Ministry of Heavy Industries (MHI) on 22nd October 2021.
The scheme was open for receiving applications till 11:00:00
hours IST on 14th January 2022 and the Technical Bids

Generating solar energy to recharge electric vehicle (EV)
batteries would be a far more efficient use of land than
growing crops for ethanol, according to a new report of
Institute for Energy Economics and Financial Analysis.
The report shows that matching the distance driven by EVs
recharged from one hectare of solar generation would
require ethanol derived from up to 251 hectare of sugar
cane or 187 hectares of maize – even accounting for losses
from electricity ansmission, battery charging and grid
storage. Enhancing goals for EV uptake could meet many of
the goals set out in India’s Roadmap for Ethanol Blending –
cutting emissions and air pollution, supporting
domestic agricultural demand, and reducing the drain on
India’s foreign exchange by limiting oil imports – while
using a fraction of the land.

India has set a target of 20% ethanol blending
in petrol by 2025. This will require doubling of

Installed manufacturing capacity of domestic modules in India was about 15GW as
on Jan 2020. Only a couple of GW-scale companies exist in India. The majority of the
plants are of 50-200MW capacity and experience very high operating costs. The
capacity utilisation of domestic production facilities is only 40-45% and estimated
operational capacity is about 7GW.
This low capacity utilisation has been attributed as the reason for the sub-scale
production capacity with the average plant size 0.5-1GW in India vs. 3-5GW in
China. China accounts for 71% of the total solar module manufacturing capacity
globally. It has witnessed growth in solar manufacturing capacity from 10GW in
2010 to 106GW in 2019.

The BOM of solar modules includes cell, glass, ribbon,
silicon, aluminium frame, etc, with cell contributing the
highest share in terms of component cost. Indian
manufacturers’ BOM is about 9% higher than that of their
Chinese counterparts for Non DCR modules (modules that
use imported cells) and about 20% higher for DCR modules.

per kw while 3-10 kw plant

The Centre also offers subsidy on these solar plants to
push domestic consumers into installing it. “The Centre
offers 40 per cent subsidy on solar panels of 1-3 kw and 20
per cent subsidy on panels of 3-10 kw,” said a Himurja
press release. The Centre has fixed the target of 10
megawatt for the state to achieve through roof-top solar
panels by 2024.
