Bhutan has adopted a development paradigm focused on maximizing happiness called Gross National Happiness. This prioritizes sustainable socio-economic development, environmental conservation, preservation of culture, and good governance. Bhutan faces challenges of balancing regional development as urban populations grow and managing emerging issues around land use and the environment from rapid changes. However, Bhutan's approach provides an opportunity to develop ecologically healthy cities by addressing these challenges through participatory and coordinated planning that considers all people, families, and communities equally.
