 Greater Crossbow Project Area Oil and Gas Exploration and Development Project (Consulting
socioeconomist, Notice of Intent issued 2015, ongoing). The U.S. Bureau of Landmanagement
(BLM) is preparing the Environmental Impact Statement (EIS) for EOG Resources Inc.'s (EOG's)
proposed Greater Crossbow Oil and Gas Project. The proposal includes Federal lands in the Buffalo
and Casper Field Offices, the U.S. Forest Service's (USFS) Thunder Basin National Grasslands and
Campbell and Converse Counties, Wyoming. (Ecology and Environment, Inc. / BLM Buffalo, WY).
 Socioeconomic Support for the Going-to-the-Sun Road Corridor Management Plan / EIS
Glacier National Park (Consulting socioeconomist, ongoing). Socioeconomics preparer for a plan
addressing issues affecting the GTSR corridor, including the long term financial sustainability of the
Glacier transit system, visitor use, congestion and resource issues on the road and on trails and

 Bear Lodge Project EIS (Consulting socioeconomist, draft EIS released 2015). Socioeconomics
preparer for the Bear Lodge Project EIS, comprising the Bull Hill Mine and Upton Plant Site in
northeast Wyoming. The proponent, Rare Element Resources, Inc., (RER) would mine and recover
rare earth elements. RER suspended permitting and licensing a week after the U.S. Forest Service
issued the draft Environmental Impact Statement (Tetra Tech Inc. / USDA Forest Service).
 Roan Plateau Planning Area Supplemental EIS and RMP Amendment (Consulting
socioeconomist, draft EIS released 2015). Socioeconomics preparer for an EIS supplement
comprising a new, “Community Alternative” that proposes the siting of horizontal drilling operations at
the base of the plateau instead of conventional drilling on top. The analysis would focus on trade-offs
between the impacts of development at that base of the plateau as compared to the effect of

maintaining the natural and recreational values of the surface on the top of the plateau (Ecology &

 BLM National Operations Center BPA for Social & Economic Analyses (Senior Consultant II,
ongoing). On the team awarded one of four GSA Schedule 899-1 Blanket Purchasing Agreements
(BPA) for social and economic analytical support over a five-year period. BLM required qualified
Technical Assistance Contractors with expertise in social and economic analysis including
environmental justice (Environmental Resources Management, Inc., Washington, DC / Bureau of
Land Management, National Operations Center, Denver, CO).
 Continental Divide-Creston NG Development Project EIS (Resource specialist, recreation and
visual resources, draft EIS released 2012, final EIS to be release April 15, 2016). Preparing the
analysis of impacts to recreation and visual resources for up to 8,950 wells and facilities on about 1.1
million acres of federal, private, and state minerals in Carbon and Sweetwater counties, Wyoming.
These wells would be in addition to the more than 4,400 wells that already exist in the CD-C project
area. Up to 500 of the proposed wells could be coal bed natural gas (CBNG) wells (Holsan
Environmental Planning, Thayne, WY/BLM Rawlins Field Office).
 Keystone XL Project Supplemental EIS for U.S. Department of State National Interest
Determination (Consulting socioeconomist, Record of Decision released 2015). On team that
prepared the Supplemental Environmental Impact Statement (SEIS) for the assessment of the new
Keystone XL pipeline permit application. The Supplemental EIS included analysis of the proposed
new routes in Nebraska and other information or issues that emerged after the original EIS was
completed in2011 (Environmental Resources Management, Inc., Washington, DC / U.S. Department
of State.)
 Beaver Creek CBNG and Conventional Oil and Gas Development Project EIS (Resource
specialist, socioeconomics, terminated by proponent 2013). A 228 well and field development
project in Fremont County, Wyoming. Proposed action contained Beaver Creek Gas Plant and an
extensive network of roads, pipelines, and power lines. (JBR Environmental Consultants, Inc.,

 Vantage Pipeline EA (Consulting specialist in recreation and visual resources, 2013). A
proposed ethane pipeline from a source near Tioga, North Dakota, to Empress, Alberta, Canada,
requires a Presidential Permit for the border crossing, triggering NEPA. The analysis focuses on the
northern Great Plains and Prairie Potholes region of North Dakota. (Gary Holsan Environmental

 Socioeconomic Modeling for San Juan Forest Plan Final EIS (Economist, 2012). Conducting the
economic, demographic, and local government impact analysis for the final environmental impact

management plan for management San Juan Public Lands (Forest Service and BLM) in southwest

 White River Field Office Oil and Gas Resource Management Plan Amendment EIS
(Socioeconomist, 2012). Preparer of social effects analysis for this RMP amendment, which
addresses natural gas leasing and development on 1.5 million jurisdictional acres over 20 years

 Clark, Lincoln, and White Pine Counties Groundwater Development Project Draft EIS

2015). Hecla Mining Company completed the acquisition of Revett Mining Company (Revett) in June
2015. Revett had been permitting Rock Creek Project (Project), a silver mine Sanders County,
Montana, since 1999. The U.S Forest Service released an environmental impact statement (EIS) in
2001 and is preparing a supplemental EIS (SEIS), though the SEIS was scoped without a
socioeconomics section. Hecla commissioned this report to update the socioeconomics assessment
from the EIS for a study area covering counties in Montana and Idaho (Hecla Montana, Coeur
d'Alene, ID).
 Review and Evaluation of SunCoke Energy South Shore LLC Siting Assessment Report
(Consulting socioeconomist, 2014) Consulted and assisted in the preparation of the statutorily
mandated review of the Site Assessment Report (SAR) for a proposed merchant electric generating
facility and non‐regulated electric transmission line submitted to the Kentucky State Board on
Electrical Generation and Transmission Siting. (BBC Research and Consulting, Denver, CO /

 Study of Social Impacts of Natural Resource Development on Eastern Montana Communities

income, and output multipliers for local government spending at the county level. Analyzing local
