Brian Conrad is a senior environmental scientist with more than 16 years of
project management and government contracting experience. With work
experience as both an environmental regulator and private consultant, Brian
offers a unique perspective on environmental management and problem solving.

Brian has supported a wide variety of site assessment, site characterization, and
environmental restoration projects over the last decade. His professional areas of

remediation under federal and state environmental programs. Brian has managed
hundreds of environmental site assessment, site characterization, risk
assessment, and cleanup planning initiatives dating back to the beginning risk-
based initiatives in Kansas, Missouri, and EPA Region 7. This experience is the

• Kansas Brownfields Program / State Water Plan Contract
State of Kansas (statewide), 2004-Present
Contract Manager and senior technical advisor for the Kansas
Department of Health & Environment (KDHE) State Water Plan and
Kansas Brownfields Programs. Routine coordination with regulatory
officials to assess and characterize contaminated site under several
State-sponsored programs. Brian has supported more than 160 KDHE
site assessment, characterization and remediation projects as a private
consultant and KDHE Project Manager. Brian has managed this contract
for GSI since August 2011. Program support also includes outreach and
grant-writing initiatives for Brownfields Coalition grants.
• City of Springfield Environmental Assessment and Cleanup
Springfield, Missouri, 2004-Present
Contract manager and senior technical advisor for the City of Springfield
Brownfields Contracts. Project accomplishments include several
expedited Phase I and Phase II assessments performed under the EPA
Grant Program. Assessment efforts were conducted to facilitate
redevelopment of the Jordan Creek industrial corridor and other
connected revitalization districts. Managed all aspects of the contract
from comprehensive site investigations, cleanup studies, and outreach.
EPA and other nationally recognized projects include the West Meadows
Brownfields Corridor and Hammons Field / East Meadows methane
mitigation study.
• KDHE Groundwater Remediation Projects
Kansas City, Topeka & Hutchinson Kansas, 2012-Present
Project manager private clients participating in KDHE environmental
remediation programs trough Consent Order or similar agreements.
Developed conceptual models, remediation design specifications, and
system performance reports for regulatory reviews. Remedial
technologies include large-diameter boring (LDB) extraction systems,
combined soil-vapor extraction / air sparge (SVE/AS) designs, and
groundwater injections using custom-blend carbon substrates.

Currently serve as senior technical advisor for site characterization and cleanup
planning under KDHE Consent Order. Provide technical support to legal team
representing one of two potentially responsible parties of record. Related work
includes both independent consulting and review of technical recommendations
and requests provided by KDHE and legal and technical personnel representing
the second respondent. These efforts have helped to negotiate a current cost
allocation of less than four percent for EWI’s client.
Turkey Creek Floodway Improvements

Project Manager and outreach for municipal sewer and floodway improvements
within the Turkey Creek floodplain. Managed site investigation and
environmental cleanup during construction activities. Coordinated all work with
City officials, EPA Region 7, and the KDHE Bureau of Environmental
Remediation. Containment and waste management on site significantly reduced
landfill disposal and associated remediation costs.
Haskell Urban Garden Brownfields Restoration
Kansas City, Kansas & Missouri, 2012
Project manager and outreach for community-based revitalization effort to reuse
brownfield property as an urban garden. Coordinated soil cleanup and garden
improvements with KDHE and Kansas State University. Remediation work
accelerated to plan complete environmental cleanup of lead in soil within 30 days
of application to the KDHE Voluntary Cleanup Program.
Missouri Brownfields Revolving Loan Fund Contract
State of Missouri, 2009-2011
Contract Manager and senior technical advisor for the Missouri Brownfields Loan
Fund Contract administered by the State of Missouri. Contract responsibilities
include Analysis of Brownfield Cleanup Alternative (ABCA) studies in support of
local redevelopment. Also assist local grantees with development of Solicitation
for Bid packages to implement the preferred cleanup alternative in accordance
with EPA Grant and municipal contracting objectives.
City of Atchison Brownfields Assessment Contract
Atchison, Kansas, 2005 to 2008
Contract Manager and senior technical advisor for the City of Atchison
Environmental Assessment Contract. Managed all technical and administrative
aspects of the Brownfields Grant including budget tracking, quarterly reports to
EPA Region 7, public outreach, and quality assurance plans. Specific
environmental services included Phase I and Phase II assessment of seven
commercial/industrial properties within the City’s downtown and riverfront
redevelopment corridors. Detailed site investigation and cleanup planning
performed for two high profile sites with documented chlorinated solvent
petroleum releases to soil and groundwater. Cleanup planning in accordance with
EPA requirements to support local riverfront redevelopment
KDHE Brownfields & Voluntary Cleanup Programs
State of Kansas, 1999 to 2004
Served as KDHE Project Manager for site assessment and remediation projects
under KDHE site redevelopment programs. Worked collaboratively with EPA
Region 7, and local communities to support the Program. Authored grand
applications that secured more than $3 million for KDHE programs. Coordinated
various Phase I / Phase II work including historical land use reviews, responsible
party research, XRF soil characterization, and receptor surveys.
