Story-focused Reading in Online News and its Potential for User EngagementMounia Lalmas-Roelleke
We study the news reading behaviour of several hundred thousand users on 65 highly-visited news sites. We focus on a specific phenomenon: users reading several articles related to a particular news development, which we call story-focused reading. Our goal is to understand the effect of story-focused reading on user engagement and how news sites can support this phenomenon. We found that most users focus on stories that interest them and that even casual news readers engage in story-focused reading. During story-focused reading, users spend more time reading and a larger number of news sites are involved. In addition, readers employ different strategies to find articles related to a story.
We also analyse how news sites promote story-focused reading, by looking at how they link their articles to related content published by them, or by other sources. The results show that providing links to related content leads to a higher engagement of the users, and that this is the case even for links to external sites. We also show that the performance of links can be affected by their type, their position, and how many of them are present within an article.
This work co-authored with J. Lehmann, C. Castillo and R. Baeza-Yates has been published in the Journal of The Association For Information Science And Technology (JASIST), available online in May 2016. The work was presented at the Yahoo TechPulse Annual conference in December 2016.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

The diagrams of the policy cycle draw from a number of sources, including Poulsen (2004) “INSPIRE to inclusive and accountable polices” (DFID). We can break the policy cycle down into a number of distinct stages which we will go through in turn: analysis setting objectives policy and strategy costing programmes implementation monitoring and evaluation The policy cycle is circular with the findings from monitoring and evaluation feeding back into the process.
This slide is adapted from Poulsen (2004) “INSPIRE to inclusive and accountable polices” (DFID). For the policy cycle to be effective and efficient it is necessary to: know clearly where we are - accurate situational appraisal; know where we want to go – clear formulation of objectives; understand steps needed to get there – clear formulation of policies, strategies, tasks and planned steps, and understanding of the links between them; have the capacity to follow the steps – sound implementation procedures, with good management and resource mobilization, control and accounting; know where we have reached and compare it to the planned progress – effective, honest and unbiased monitoring and evaluation; learn from past experience and not be afraid to learn from mistakes as well as successes; and, be willing to use the skills and experience of all relevant disciplines. An effective and efficient policy cycle is not necessarily inclusive and accountable.

For the policy cycle to be inclusive we need to: understand the integrated network of social, political, instructional, relational and economic factors which represent the real world in which the policy cycle operates; recognize that the real world contains real people with a range of beliefs, needs, wants, attitudes, aspirations, abilities and access to resources and influence; a world in which debate, alliance building and influencing are just as important to the policy cycle as is the process of rational appraisal, monitoring, evaluation and empirical evidence; and, ensure that the voice of all participants are heard, and mitigate the tendency of some participants to monopolize or divert the process and outcomes to their own benefit . For the policy cycle to be accountable we need to emphasize the responsibility of: all actors in the society for their decisions and actions; those with greater power and responsibility for leadership and management of the institutional, economic, social and political arrangements upon which an effective and inclusive society and economy operates; and, those who under take the detailed formulation, appraisal, monitoring and evaluation of policies.
How to get evidence into policy making: Keep the use of evidence in perspective – there are factors other than evidence Bring together researchers and policymakers and ensure that there is a shared understanding Devote resources to providing good quality evidence that is valid, reliable and relevant Empower the champions of evidence Provide incentives to use evidence Ensure that staff have the information and skills to be intelligent producers and users of evidence Evidence must be “owned” within the organisation This is drawn from P.T. Typically, the policy cycle begins with an analysis of the current situation. If this was a PRSP policy cycle, then the focus at this stage would be on examining the nature of poverty based on the available quantitative and qualitative data. In reality the “analysis” and “setting objectives” stages may be the other way round. For example, democratisation could be a set as objective without any “analysis” input.
Following analysis, the next step is to reach consensus on where we want to go by developing medium- and long-term goals, indicators and targets. It is at this stage that we need to think about the MDGs – we return to this later.
In order to determine how to reach the targets, we need to: Review: Macroeconomic and structural policies needed to support objectives; Correct mix of sectoral policies and programmes; Governance issues, such as public sector financial management. 2. Examine existing programmes 3. Identify priority policies and programmes 4. Undertake policy-relevant research
The range of policies and programmes needed to reach the targets have to be carefully costed and linked to the annual budget cycle and the medium-term expenditure framework. We return to costing in the later module on the use of MDGs and indicators in policy making.
It is about following each steps of the delivering process of new policies and programmes. For governments, it is usual to carry out pilot testing prior to the full implementation.
Effective monitoring and evaluation is a key component in the policy cycle. We return to it in detail in another module.
To reach the MDGs, each country needs to develop a strategy which includes specific policies and programmes built upon a needs assessment.
