The 18th Amendment to Pakistan's constitution devolved several powers from the federal to provincial governments, including in the health and education sectors. In health, this led to loss of national leadership and coordination, but also greater provincial ownership. Problems included tensions over federal roles and insufficient provincial capacity. In education, it transferred curriculum setting and other powers to provinces, but raised concerns over harm to national cohesion and provincial capacity to implement. Both sectors faced challenges in transitioning responsibilities and ensuring provincial ability to handle new mandates.
