Minister Narendra Modi will
on meet all chief secretaries
together, probably for the first
time, to fast-track all-round
development of states by
taking a cohesive approach.
Modi will interact with
"Chief Secretaries of all
States/ UTs in the National
Conference of Chief
Secretaries being organised by
the Niti Aayog to further the
spirit of cooperative and
competitive federalism on
Monday, July 10," said a
statement by the Prime
Minister's Office (PMO).
"Chief Secretaries from 30
states/UTs along with
planning secretaries, finance
secretaries, health secretaries,
agriculture secretaries and
industry secretaries will attend
the conference," it added.
The statement said the
deliberations will cover a wide
range of issues.
"The focus will be on best
practices in social and
economic sectors across
States.Various developmental
indicators developed by NITI
Aayog, in the areas of health,
education, water management
and digital transformation will
be discussed to measure
performance and progress of
States and rank them
appropriately to instill healthy
competition among them," it
said. In addition, interactive
sessions on 'Agricultural
Reforms', 'Health & Nutrition'
and 'Developmental issues'
have been planned, it said.

Services Tax (GST) is a “revolutionary step”

Upadhyay, in his writings, had
said that fight against English
should not be a fight of
‘Hindiwallahs’ alone, but a
common cause of all regional
languages. His views on
Indian languages gain promi-
nence considering that ruling
BJP at the Centre is facing
criticism over its attempt to
“impose Hindi” in Tamil
Nadu and Karnataka.
Upadhyay felt only
“Sanskritised, and not
Anglicised or Persianised,
Hindi” was the need of the
hour, which is what the Sangh
is seeking to promote. “We
should not have kept the
English rule. The thirst for
swarajya (self-rule) cannot be
quenched by surajya (good
rule). Today, the need for
swabasha (own language)
cannot be fulfilled by sub-
hasha (good language).”
“If English goes, its place
will not be taken by Hindi
alone, but jointly by Hindi
and other regional languages.
Nobody conceives that leg-
islative and administrative
work in Kerala will be trans-
acted in Hindi, but Malayalam
cannot come unless English is
dislodged.” In his writings in
1959, which have been com-
piled as his political diary, he
had said it was for obvious
reasons that Hindi was con-
sidered a lingua franca and
that it occupied a place of
prominence much before the
Constitution was passed. He
wrote that Hindi “has been a
natural vehicle for intercom-
munication during the free-
dom struggle and that 1857
revolt too was hatched in
Hindi”. He, however,
acknowledged that the task of
introduction to Hindi should
be done without prejudice or
confusion. “Even at the risk of
losing access to modern scien-
tific knowledge we should
free ourselves from the
clutches of the foreign
tongue.” “The fight is not
against regional languages but
against English, against our
mental slavery to English,” he
said in an article on
September 14, 1959. “It is
true, of late, that some kind of
fear has grown in some of the
non-Hindi speaking people
that if Hindi comes in their
chances of recruitment to the
all-India services, etc would
be less… Knowledge of Hindi
should at no time be consid-
ered necessary. After recruit-
ment, arrangements should be
made to impart to the employ-
ees a working knowledge of
Hindi. Competitive exams
should be held in regional lan-
guages.” Upadhyay was criti-
cal of PM Nehru’s belief that
new words cannot be coined
but needed to evolve from
common man. “Will PM
Nehru like the governor to be
called ‘lat sahib’ or the presi-
dent to be called ‘bara lat’
instead of the chaste Rajyapal
or Rashtrapati. Words like
Rajya Sabha and Lok
Sabha…were not evolved but
coined by the slot machine
formula that the PM Nehru

FightAgainst English Should Not Be a Fight of ‘Hindiwallahs’
With CBI conducting
raids in various cities and reg-
istering FIRs against RJD
chief Lalu Prasad, his wife
Rabri Devi, and his son and
Bihar deputy chief minister
Tejashwi Prasad, fresh trouble
has cropped up for the ruling
coalition in Patna. The CBI
case relates to the improper
award of maintenance con-
tracts for railway hotels dur-
ing Lalu’s tenure as railway
minister from 2004 to 2009.
In lieu of the contracts Lalu
and his kin allegedly received
prime land below circle rates.
The CBI investigation comes
on the heels of an ongoing
Enforcement Directorate
probe against Lalu and his
family members under the
Prevention of Money
Laundering Act, where Delhi
farmhouses owned by his
daughter, Rajya Sabha MP
Misa Bharti, were raided on
Saturday.
It will be recalled that in
May the ED had arrested a
Delhi-based chartered
accountant who is believed to
have been behind cash trans-
actions linked to shell compa-
nies that owned benami prop-
erties in the national capital,
with Misa supposed to be a
beneficiary. Taken together,
these raids and investigations
have deepened the corruption
taint against Lalu at a time
when his coalition partner and
Bihar chief minister Nitish
Kumar has shown that he isn’t
averse to doing business with
BJP.
After JD(U) chose to sup-
port the NDA presidential
nominee, its silence now on
Lalu’s woes could see fissures
increase within Bihar’s ruling
coalition. JD(U) and RJD may
part ways in the middle of
their tenure. After all Nitish’s
good governance image sits
uneasily next to Lalu’s graft
cases. However, there’s no
denying that Lalu still com-
mands the loyalty of the
Yadav constituency in Bihar.
He hopes to play a crucial role
in stitching together a grand
opposition coalition against
BJP for the 2019 Lok Sabha
polls. He’s trying to bring
SP’s Akhilesh Yadav and
BSP’s Mayawati together.
Lalu is trying to spin the
corruption investigations
against him and his family as
vendetta politics by BJP –
he’s received support from
Congress on this. At the same
time there’s talk that if
Tejashwi is arrested his broth-
er and state health minister
Tej Pratap, who has not been
indicted, could be elevated as
deputy chief minister. Already
graft investigations have cost
the RJD chieftain a place in
active electoral politics. The
latest of these threaten his
family members with the
same fate.

the value of the G20 Hamburg summit was
best illustrated by letting his daughter replace
him, whilst he was away from his seat at the
summit and to spend double the budgeted
time, holding President Putin’s hand. We
should take note. Despite his oddities and his
rhetoric, President Trump is a businessman.
He cannot but recognize that his real fight is
with China. Nor is he blind to the fact that the
US is too fat to keep pace with China. Its
entrepreneurial juices have dried up, bled by
the strain of keeping the American Dream
alive – an endlessly aspirational, middle class
and a voraciously, acquisitive elite, albeit both
sets being more meritocratic than elsewhere.
But the strain shows. If there is no public
money for infrastructure and Facebook needs
to build a village to increase the supply of
affordable housing in Silicon Valley, there is
something very wrong with institutional incen-
tives in the US. President Trump’s instincts to
deal with a problem is to “huddle” in a group
of “familiar” friends. Co-opting Russia into a
loose friendly alliance of northern hemisphere
countries could be an outcome of such “hud-
dling”. After all, there are the cultural bonds.
The UK will be supportive. It was Tony Blair,
who persuaded Russia to join the rich country
club of G7, which thereafter became the G8.
Russia was expelled, in 2014 over its muscular
action in Crimea. But the G7 was already in
decline, post 2009, whilst the G20 gained
leverage, as a more inclusive forum with eco-
nomic heft.
Bringing Russia in from the cold, makes
sense. It is no longer an ideological threat to
the West – just a shade smarmier in its man-
agement style. But no more so than other
upper middle-income countries. Its GDP, in
constant terms, has barely moved from US$
1.5 trillion in 1989 to 1.6 trillion in 2016 –
though it has doubled since 1998, when it
reached its nadir at US$ 0.8 billion. Russian
expatriates live happily in the US and in
Europe.
Expansionist Germany was the muscular
outlier in the early part of the last century. In
the early part of the current century, it is
China. Scale matters. Consider that the world’s
largest mall, 19 million square feet of space,
has come up in Chengdu, western China.
The Chinese manufacturing engine has sur-
plus capacity to feed the world over the next
decade with goods, targeted at the price points
and quality requirements of local markets,
across the globe.
China applies the late CK Prahalad’s prin-
ciple of, “finding the fortune hidden at the bot-
tom of the pyramid” by supplying consum-
ables and consumer durables to 3 billion
humans at the bottom of the economic food
chain. And they do it better than local manu-
facturers, located in countries where the poor
exist, including India.
So where does this leave India? It is not in
India’s DNA to kowtow. So, we are a poor fit
with China. It is in India’s political DNA to be
ideological. Remember Non-Alignment?
Ideologically committed bureaucracies are a
menace. They must be tamed. To come out
tops, from the ongoing international churn
towards a transactional future, we need to
reign-in our tendency to grandstand. There is
virtue in being supremely transactional. But
transactions must be anchored in public inter-
est. We have not been very good at that.
Had we been better, we would have got rid
of poverty faster than we have. We would have
cared more about creating physical and social
(education and health) infrastructure and jobs.
And we would have exploited every growth
opportunity, which came our way, rather than
choose to sit out the 1970s and the 1980s on
our elitist, immaculately manicured hands. We
do not have the luxury, unlike Latin America
and large parts of Africa, of being natural invi-
tees to the western, Christian table of nations.
Nor do we fit the dismal, backward looking
club of Islamic nations. And we are too large
to be helped economically. So, like China, we
have no option, except to fend for ourselves.

fast gaining traction with plant
lovers and gardening

being buried in moist soil
that's kept watered for grow-
ing days or weeks, safe from

birds and small animals that

Healing India has found out
the ways by hiding the seeds
in bombs of absorbent materi-
al which is formed by blend-
ing garden soil and compost
that dries into a hard coating,
and then placing those balls on
the surface of the soil when
monsoon commences. The
hard coating hides the seeds
inside from hungry birds and
animals and soaks up moisture
from rain holding it near the
seeds so they can germinate
and grow into seedlings. As
the seedlings grow, the coating
slowly breaks down and the
roots can reach down into the
soil, rooting firmly in the
land.

in traditional hand woven drapes. This has
prompted designers to go back to craftsmen
aware of age-old weaving techniques.
Promoting weavers and artisans, a special
pavilion has been created at theVivaha exhibi-
tion by Entrepreneur Tarun Sarda. On the occa-
sion of the commencement of the exhibition
Celebrating Vivaha from 7th - 9th July 2017 at
The Ashok Chanakyapuri, Mr. Tarun Sarda said
“The initiative to promote weavers and arti-
sans, to be promoted under Prime Minister
Narendra Modi’s ‘Make in India’ theme will
definitely assist and boost talented craftsmen

was reinforced when three
brutal sexual assaults came to
light on Sunday.
Two of the survivors are
minors and the third a mental-

A 36-year-old widower
was arrested for allegedly rap-
ing an eight-year-old girl in
front of his teenage daughter
at a railway colony gym in
central Delhi's Kamla Market.
Another eight-year-old girl
was allegedly raped by her
father's friend near Connaught
Place. In the third incident, a
38-year-old mentally chal-
lenged woman was allegedly
raped by a cab driver who
picked her up from east Delhi
and lured her to a remote loca-
tion on the pretext of offering
a her a job. The accused has
been arrested. A passerby
took the woman to a hospital
where doctors informed the
police about the crime. In the
attacks against the two
minors, one of the girls was
allegedly sexually assaulted
on Friday by her father's
friend near central Delhi's
Minto Road. The man has
been identified and teams
have been formed to find him,
police said.

age available in 91 major
reservoirs of the country for
the week ending on July 06,
2017 was 33.114 BCM, which
is 21% of total storage capaci-
ty of these reservoirs. This per-
centage was at 19 for the week
ending on June 29, 2017. The
level of July 06, 2017 was
118% of the storage of corre-
sponding period of last year
and 90% of storage of average
of last ten years. The total
storage capacity of these 91
reservoirs is 157.799 BCM
which is about 62% of the total
storage capacity of 253.388
BCM which is estimated to
have been created in the coun-
try. 37 Reservoirs out of these
91 have hydropower benefit
with installed capacity of more
than 60 MW.
NORTHERN REGION
The northern region
includes States of Himachal
Pradesh, Punjab and
Rajasthan. There are six reser-
voirs under Central Water
Commission (CWC) monitor-
ing having total live storage
capacity of 18.01 BCM. The
total live storage available in
these reservoirs is 5.49 BCM
which is 31% of total live stor-
age capacity of these reser-
voirs. The storage during cor-
responding period of last year
was 26% and average storage
of last ten years during corre-
sponding period was 33% of
live storage capacity of these
reservoirs. Thus, storage dur-
ing current year is better than
the corresponding period of
last year but is less than the
average storage of last ten
years during the corresponding
period.
EASTERN REGION
The Eastern region
includes States of Jharkhand,
Odisha, West Bengal and
Tripura. There are 15 reser-
voirs under CWC monitoring
having total live storage capac-
ity of 18.83 BCM. The total
live storage available in these
reservoirs is 3.29 BCM which
is 17% of total live storage
capacity of these reservoirs.
The storage during correspon-
ding period of last year was
19% and average storage of
last ten years during corre-
sponding period was 20% of
live storage capacity of these
reservoirs. Thus, storage dur-
ing current year is less than the
corresponding period of last
year and is also less than the
average storage of last ten
years during the corresponding
period.
Between 10% to 15% of
National Highways’ &
Infrastructure Development
Corporation (NHIDC) roads
and highways projects are turn-
ing out to be the bad perform-
ing ventures on account of con-
tractors’ fault due to their
inability to arrange for neces-
sary working capital to initiate
work on them, alleged its
Director (A&F), Mr. Sanjay
Jaju here on Thursday. This is
despite of the fact that such
infrastructural projects have
been awarded to various con-
tractors in north eastern and
other strategic areas of the
country for building roads and
highways with 90% completion
of land acquisition formalities
with eliciting firm commitment
from them to finish off the proj-
ects well within the deadline,
further declared Mr. Jaju.

today, Mr. Jaju claimed that
NHIDC has been building
roads and highways of around
2,000 km in multiple locations
of north east and other border-
ing areas with strategic impor-
tance with an investment of
Rs.35,000 crores. “Though,
most of such projects are pro-
gressing fairly well but 10% -
15% of them are suffering and
even decaying purely for the
fault of contractors because of
their share lethargy in terms of
raising the necessary working
capital. The corporation has
already issued notices to non-
performing contractors for the
revival of such projects, failure
to respond to the notices
already served, the necessary
punitive action might follow
since working capital require-
ment is entirely the onus of the
contractors and the corporation
cannot fund this”, indicated
Mr. Jaju hoping that the per-
suasive attempts of the corpo-
ration would yield desired
results in terms of issuance of
notices. “Land acquisition is
definitely an issue for building
roads and highways in various
parts of the country but the cor-
poration such as ours, awards
roads and highways projects to
bidders only after 90% of land
acquisition formalities are
accomplished and therefore,
those contractors that have
generating working capital
capacity should only come for-
ward for winning roads and
highways projects”, clarified
Mr. Jaju.

NEW DELHI: The Gujarat
government is scheduled to
discuss with lenders on
Monday a future course for
the Tata and Adani groups'
imported coal-fired power
plants that have fallen into
dire straits. Sources said the
meeting, scheduled in
Gandhinagar, is expected to be
attended by top members of
the state administration, while
the lenders will be represented
by State Bank of India brass. It
will pick up the threads of last
month's brainstorming session
at the Union power ministry
on ways to prevent these proj-
ects, with a collective capacity
of over 8,000 mw, from turn-
ing into non-performing assets
(NPAs) for lenders.
In an act of desperation,
the promoters have offered
51% stake in the project to the
state government for Re 1.
They took the step after failing
to secure adequate tariff to
make up for higher fuel cost
due to changes in the coal
pricing policy of Indonesia,
where both have their captive
mines.
The power ministry has
taken the stand that it was a
matter to be decided by the
stakeholders, including the

both are daily wage workers. The notorious
habitual offender stabbed a lady thrice at her
back as he was paid by accused the jilted
lover pramod Singh to kill her dream girl as
soon as she was stabbed by this notorious
criminal she raised an alarm from which the
culprit escaped and she was rushed to near-
by hospital and later she was discharged

registered at cottonpet police station the vic-
tim stated in her complaint that as On
21.06.17 at around 9:30 PM she returned
back to her home from work and while she
was parking her bike she noticed an
unknown person was lurking near her

any provocation attacked her with a
knife.The assailant stabbed her at lower
back three times and caused three severe

spilled the beans that he had hired Kumar
(27) and Suresh (35), from Bangi Colony,
Cottonpet, to harass his ex-lover. Kumar and
his aide Suresh would call the woman and
abuse her in filthy language and also send

LUCKNOW: A youth from Nai Mandi
locality of Muzaffarnagar who was missing for
four years was arrested by Jammu and Kashmir
police on Sunday for being part of Lashkar ter-

Sandeep Sharma alias Adil had carried out
three terror strikes in June this year in South
Kashmir including the one in which six police-
men were killed on June 16.
Another suspected terror operative held
along with Sharma was identified as Kulgam
resident Muneeb Shah. The duo were working
under a Lashkar commander and their role was
suspected in six terror strikes executed this
year, said Jammu and Kashmir police. Sharma
tried to break into multiple ATM booths to loot
cash and support the module. Anti-terrorist

intelligence agencies in the country after oper-

NEW DELHI: Embattled
businessman Vijay Mallya,
who was held guilty of con-
tempt, on Monday failed to
make a personal appearance
before the Supreme Court
despite being directed to do
so. A bench comprising of
Justices A K Goel and U U
Lalit fixed the matter for hear-
ing on July 14 and sought the
assistance of the solicitor gen-
eral in the case. Then apex
court had on May 9 held
Mallya, who is presently in the
United Kingdom, guilty of
contempt on a plea by the con-
sortium of lender banks, led
by the State Bank of India, for
his failure to furnish details of
all his Indian as well as off-
shore assets. It had directed
Mallya to appear before it
today to argue on the quantum
of punishment.
The offence of contempt of
court entails a maximum
imprisonment of up to six
months or a fine of upto Rs
2,000 or both. India had
recently asked Britain to
ensure early extradition of
Mallya, who is an accused in a
bank loan default case of over
Rs 9,000 crore involving his
defunct Kingfisher Airlines.
The apex court's order had
come on a plea by the consor-
tium of banks, led by the State
Bank of India (SBI), which
had said that Mallya had
allegedly transferred $40 mil-
lion received from British firm
Diageo to his children in "fla-
grant violation" of various
judicial orders. The banks had
argued before the court that
Mallya had wilfully disobeyed
the orders and made "vague"
disclosure about his assets.
The top court had on March 9
asked the liquor baron about
the "truthfulness" of the dis-
closure of assets by him and
the transfer of money to his
children. The bench had
reserved its order on two pleas
of lending banks seeking con-
tempt action and a direction to
Mallya to deposit $40 million
received from offshore firm
Diageo respectively.

New Delhi . The five-day cinema extrava-
gance, the Jagran Film Festival 2017, ended on
a high note in Delhi today, with a houseful of
people, who made their presence felt at the
venue to share their everlasting passion for
everything- Bollywood.
People from all walks of the city came
together for the candle lighting ceremony to pay
homage to Om Puri at Siri Fort Auditorium. The
ceremony was followed by closing ceremony
and screening of the closing film Mr. Kabaadi
which is the last movie in which Om Puri acted.
People were also enthused with the presence of
leading Hindi movie stars, Vinay Pathak and
Sarika, director Seema Kapoor, and Lalit Behl of
Mukti Bhawani who graced the last day of the
event in a celebratory mood. The last day of the
traveling film caravan saw, even more people
visiting together, to bond over movies during
special screenings and later, engaging in a social
rendezvous of sorts and participating in conver-
sations concerning nothing else except the trend-
setting in the Indian Cinema. Since its inception
in 2009, India’s only Travelling Film Festival

ahead with their admission
process on the basis
of JEE merit list and
vacated its stay order
given on Friday.
A three-judge
bench headed by jus-
tice Dipak Misra
upheld IIT decision
to award 18 bonus
points awarded to all
students for wrong
questions in JEE
(advance).
The apex court
had on Friday found faults in
IIT's decision to award 18
bonus marks to students for
wrong and vague questions in
the Joint Entrance Examination
(Advanced) paper and stayed
the ongoing counselling and
admission in IITs, NIITs, IIITs
and all government-funded
engineering colleges.
The bench was examining
IIT's decision to award 18
bonus marks to all the candi-
dates (11 marks for incorrect
questions in Paper II and 7
marks for incorrect questions in
Paper I) irrespective of whether
they attempted the said ques-
tions or not. Attorney general
KK Venugopal, appearing for
IIT, had ruled out re-evaluation
of answer papers saying it was
not possible as 2.5 lakh stu-
dents had taken the examina-
tion.
He said that two wrong
questions were there in only
one out of ten sets of question
papers which was in Hindi
Medium and it was impossible
to find out students who opted
to take entrance examination in
Hindi. He said that there was
only two practical options
available — either to continue
with the bonus marks or to
strike out the wrong questions.
"We do not know who took
test in Hindi. It is very difficult
to find out and that is why it
was decided that bonus marks
be given to all students. Till
date, more than 33,000 have
already taken admission and
whole process would have to be
started afresh if merit list is
revised," Venugopal said.
