Basic Democracies was a system introduced in Pakistan in 1959 by Field Marshal Muhammad Ayub Khan to involve rural communities in local decision making and development projects while maintaining centralized authoritarian control. It established local councils to make decisions on health, agriculture and social welfare issues and cooperate with government development efforts. While attempting to involve people in social and economic development, it preserved the national decision making structure and enabled communication between rural people and officials without disturbing bureaucratic power.
