Drainage & dirty water treatment in 50 urban bodies

nancial approval of Rs
200 crore for drainage
and treatment of dirty
water in 50 urban bodies
of the state. With this ap-
proval, the drainage sys-
tem in the urban bodies
will be strengthened and
the disposal of dirty wa-
ter will be done in an
orderly manner.
According to the ap-
proval given by the
Chief Minister, out of the
said amount, Rs 50 crore
will be financed from the
grant received from the
15th Finance Commis-
sion and Rs 150 crore
will be financed from
RUDF-II. With this
amount, construction of
treatment plants and oth-
er works will be done in
waterlogged areas.

Four members of a fam-
ily were killed while two
were injured when their
car collided head-on with
a truck in Bhilwara on
Tuesday, police said.
The incident occurred
when the family was on
its way to Udaipur from
Ajmer. The car jumped
the road divider due to a
tyre burst and collided
with the truck coming
from the opposite direc-
tion, SHO of Pur police
station Shivraj said.
The deceased were
identified as Radheyshy-
am, his wife Shakuntla,
their son Manish and his
wife Yashika.
A minor girl and the
car driver were injured in
the accident, he added.

25 INJURED, 2 KILLED IN SEPARATE ROAD
ACCIDENTS IN RAJSAMAND BIKANER
Rajsamand/Bikaner: More than two dozen people
were injured in Rajsamand on Monday night after
a speeding bus rammed into a tractor due to brake
failure. “The passengers were heading towards Ramdevra
for offering prayers when the bus lost its control and hit the
tractor from behind in the Desuri Nal area of Rajsamand.
After hitting the tractor, the bus carrying 62 passengers
overturned and more than 24 passengers were injured,”
police said. Two youths were killed while a child was
injured in Gangashahar area of Bikaner on Tuesday after
a speeding pickup van rammed into a motorcycle.

A scandal involving
fake ‘silicosis’ certifi-
cates has surfaced in
Dausa, the hometown of
Health Minister Parsadi
Lal Meena. More than
80 percent of certifi-
cates have been found
fake in random sam-
pling in the current fis-
cal, which has not only
caused loss of crores of
rupees to the exchequer
but also raise serious
questions on the system.
It was found by a
medical department
team that multiple cer-
tificates were issued on
the basis of single x-ray
report.’Silicosis,’a lung
disease caused by inhal-
ing silica-rich dust prev-
alent in mines, had
prompted the Gehlot
government to intro-
duce the Silicosis Policy
2019, offering financial
aid to afflicted workers.
However, some indi-
viduals exploited this
noble initiative.Prelimi-
nary investigations by
the Medical Department
revealed that, despite
having no illness, over
90 workers had their ap-
plications rejected.

first time, all the fitness
centres were investigated

In the investigation,
serious irregularities
were found at many fit-
ness centres. After the
First India featured the
news prominently, the
Transport Department
took action on some fit-
ness centres. Some more
fitness centres in the
State may be targeted in
the near future.

There are two fit-
ness centres which
have been given
strict warning at present.
However, compared to the
irregularities found in the fit-
ness centres, this action of
the Transport Department is
like a drop in the mouth of
a camel, but it is expected
that in the coming days,
the rules will be relaxed.
The Transport Department
will take more strict action
against centres that remain
dens of robbery.

Singh directed that as
an alternative arrange-
ment, 104, Mamta Ex-
press, NHAI ambulances
and about 1,100 other
ambulances, including
the base ambulances
available in the districts
should also be connected
to 108 service so that no
one faces inconvenience
due to the strike.
Besides, district-wise
recruitment of drivers for
ambulances is being done
by service provider com-
pany GVK and drivers
from other states have
also been called. Alterna-
tive arrangements for
nursing staff have been
made. Instructions have
been given to district ad-
ministration that ambu-
lances be operated
smoothly with full secu-
rity. Singh appealed to the
striking GVK workers to
end their strike in the pub-
lic interest.

man trafficking, an Assa-
mese woman was alleg-
edly sold for Rs. 40,000 to
a man in Surajgarh town
of Jhunjhunu district. Po-
lice informed the woman
was allegedly beaten and
raped by the accused.
“The 35-year-old woman
used to work as a packing
worker in a pharmaceuti-
cal company in Alokbari
of Guwahati. A few days
back, she was brought to
Jhunjhunu from Guha-
wati via train and then
sold for Rs. 40,000. She
was held hostage, beaten,
and even raped by the ac-
cused. On Tuesday morn-
ing, the victim was found
unconscious at Gandhi
Chowk in Surajgarh. The
woman belongs to a mi-
nority community and no
complaint was filed in
this regard till Tuesday
evening.The matter is be-
ing investigated,” police
added.

efore the forthcoming special session of Par-
liament the Opposition has been rattled by a
dinner invitation from the President to G20
leaders. The invitation was issued by “The President
of Bharat” and not India as has been customary until
now. The opposition parties were outraged. The Con-
gress accused the government of changing the coun-
try’s name without following the due process of con-
stitution amendment. The name given in Article 1 of
the Constitution is “India that is Bharat”. The op-
position now speculates that renaming the country
could also be on the special session’s agenda. Delhi
Chief Minister Arvind Kejriwal said that the name
was being changed as the BJP was afraid of the
I.N.D.I.A. alliance.
The BJP also went on the offensive to defend the
change with Assam Chief Minister Himanta Biswa
Sarma leading the charge. With this move, a colonial
baggage has been cast aside. Bharat, which so far was
an adjunct to India, will now be the country’s name.

ew Delhi is ready to host the G20 leaders’
summit on September 9 and 10. Leaders
from 20 countries are expected to attend the
summit which will showcase India’s leadership ca-
pability and its ability to play a dominant role at the
global level. A test of its skill would lie in drafting
the final declaration without displeasing Russia. Ser-
gei Lavrov, the Russian Foreign Minister who will
be representing President Vladimir Putin, has warned
that Russia will block the final declaration if it does
not reflect Moscow’s position on Ukraine. India, on
the other hand, is striving to get Russia and China to
agree to a consensus on Ukraine. The task looks chal-
lenging but not im-
possible for Indian
negotiators.After all,
a consensus was
reached by the G20
leaders last year.
While Putin is not
attending the summit
for valid reasons, the
decision of President
Xi Jinping to stay
away from the sum-
mit sends a negative
signal for India’s ef-
forts to build a con-
sensus. His absence
will also put a strain
on China’s relations
with India which is
emerging as an eco-
nomic power in the
world and threatening
Beijing’s hegemony.
The two countries are
part of BRICS and
vying for the leadership of the global south.
Apart from Putin and Xi there’s no clarity yet on
some other countries’ participation. Saudi Arabia,
South Africa, Mexico, Japan, Italy, Germany, Indo-
nesia, Brazil andArgentina are yet to confirm if their
leaders will attend the summit. Of these only Saudi
Arabia, it is said, may give the summit a pass for
unknown reasons.

ven as I write
this article, by-
polls to seven
assemblyseats
are underway across the
country and political ana-
lysts feel this is the first
litmus test of the Opposi-
tion INDIAbloc against the
NDA. The Election Com-
mission of India is one of
the busiest government of-
fices preparing for polls
almost on a daily basis
across the nation.
Like the spectrum of fes-
tivals across the year in a
country like ours, the poll
season also is a year-long
feature. There are polls, by-
polls and then more polls…
The poll fest has become a
365-dayaffair.Inordertobe
in a position to hold simul-
taneouspolls,variousissues
must be taken into consid-
eration such as reducing the
costofholdingelectionsand
limiting all elections to a
single season. Currently, at
any given time of the year, a
pollisbeingheldorplanned
or being conducted some-
where in the country and
people in favour of the si-
multaneous polls argue that
the Model Code of Conduct
comesinthewayofthegov-
ernment announcing wel-
fare projects or policies for
the beneficiaries.
Currently, elections to
Andhra Pradesh,Arunachal
Pradesh, Odisha, and Sik-
kim Houses are held along
with Lok Sabha polls.
However, those who op-
pose the concept widely
feel that simultaneous polls
would benefit the nation-
ally dominant party (or par-
ties) hugely especially at
the cost of regional players.
It must be noted that As-
sembly polls are due in five
states in November and De-
cember, 2023 and these
polls will be followed by
the Lok Sabha between
April and June in 2024.
However, the recent moves
by the government have
thrown open the possibility
of advancing the general
elections and some state
polls, which are scheduled
after and also along with
theLokSabha.ThoughUn-
ionministerAnuragThakur
on Sunday has ruled out
plans for early polls.
WHY IS OPPN NOT VERY
COSY WITH CONCEPT?
The Opposition almost in
unison has spoken against
the ‘one nation, one elec-
tion’ saying ‘BJP is afraid
of INDIAwhich is why the
“Might” made this move’.
Commenting on the issue,
Shiv Sena (UBT) leader
Sanjay Raut said, “The
country is already one, is
anyone questioning that?
We demand fair elections,
not ‘one nation one elec-
tion’. This funda of ‘one
nation one election’ is be-
ing brought to divert the
attention from our demand
of fair election.”
Some regional parties
fear that as national elec-
tions are becoming more
and more presidential, par-
ties like the BJP would
benefit even in state elec-
tions. But in reality, in
2019, the BJPdrew a blank
in the assembly elections
in Andhra, and could win
only 22 seats in Odisha. Its
NDA partner lost the elec-
tions in Sikkim!
VOTING PATTERN…
According to a 2015 study
by an independent think
tank IDFC, there is “77%
chance that the winning
political party or alliance
will win both the Lok Sab-
ha and Assembly elections
in that state when held si-
multaneously”. If the elec-
tions are held even six
months apart, the figure
drops to 61%.”
The study included si-
multaneouselectionsofLok
Sabha and state assemblies
between 1999 and 2014. In
1999 and 2004, Karnataka
assembly elections were
held with the Lok Sabha
polls. In the 1999 elections
in Karnataka, there were 74
per cent constituencies
where candidates of the
same party won.
IN 2014 MANIFESTO…
It may be recalled that the
current push from the Cen-
tre for simultaneous polls is
not a sudden thing.The BJP
had mentioned about the
same in its 2014 Lok Sabha
manifesto. The party had
said it would seek for a
mechanism to hold the
polls simultaneously. PM
Modi did not stop at that
but kept pursuing the idea.
Again in 2016, when PM
Modi raised the issue, the
next year, Niti Aayog pre-
pared a working paper on
the proposal of the govern-
ment. Again in 2018, the
Law Commission said at
least “five Constitutional
recommendations” would
be required to hold simulta-
neous elections.
In 2019, the then CEC
Sushil Chandra Arora had
expressed full confidence
and said that the EC was
fully prepared and capable
of conducting simultane-
ous elections.
Now let’s discuss logis-
tics issues in order to con-
duct simultaneous polls. If
the country finally goes in
for the model of a simulta-
neous election, the Elec-
tion Commission will have
an enormous asking rate
and just to start explaining
the logistics imagine the
effort to arrange about 30
lakh EVMs and VVPAT
machines, and deploying
enormous number of cen-
tral forces around the
country — will be a Hima-
layan task but certainly not
impossible, according to
several former CECs. Our
subsequent ECs have done
wonders in the past in con-
ducting the polls and in
this context, the reforms
pressed into service by the
legendary TN Seshan can
never be forgotten.
“The ECI has been rec-
ommending since 1982 that
an amendment should be
brought to bring those state
assemblies that are out of
sync with Lok Sabha back
insync.In2015,wesubmit-
ted a feasibility report to the
government. It would re-
quire amendments to the
Constitution and the Repre-
sentation of the People Act.
And the ECI would need
more time and money to
manufacture more EVMs
and VVPATs. A total of
about 30 lakh EVMs (con-
trol units) would be need-
ed,”FormerCECOPRawat
said to the Indian Express.
As per the Law Minis-
ter who had informed
Parliament, as of March,
the ECI had 13.06 lakh
control units (CUs) and
17.77 lakh ballot units
(BUs) of EVMs. Another
9.09 lakh CUs and 13.26
lakh BUs were under pro-
duction, taking the total
to 22.15 lakh CUs and
31.03 lakh BUs.

BACK...
Here it must be said
that of the Lok Sabhas
since 1952, many were
dissolved ahead of
schedule — like in 1971,
1980, 1984, 1991, 1998,
1999 and 2004. There
would also be logistical
issues, requiring about
twice as many electronic
voting machines and Voter
Verifiable Paper Audit Trail
machines. Which we shall
be discussing in detail in
this article.
While the nation, especially
the political circles
are spending anxious
moments discussing
the simultaneous polls
issue, a flashback look
would reveal that the
simultaneous elections
for state assemblies and
the Lok Sabha is nothing
new for India. The norm
was on till 1967. However,
the scenario changed
when some legislative
assemblies were dissolved
prematurely in 1968
and 1969 and the
Lok Sabha in 1970.
But keeping in sync with
the matter, almost a
decade later, in 1983, the
Election Commission had
proposed to reinstate the
process of holding the
simultaneous elections,
but in its report, the EC
had mentioned that the
then government had
decided against it. It may
be recalled that the Law
Commission report of
1999 also pushed for
simultaneous elections.
So, the matter was raked
up time and again but
somehow it lost steam.

l Implementing ‘One Nation,
One Election’ would require
changes to the Constitution
and other legal frameworks. It
necessitates a constitutional
amendment and subsequent
approval by state assemblies.
l While the concept was
explored in the 1950s and
1960s, India now has more
states and a larger popula-
tion, which could complicate
the process, as sources have
indicated, as reported by ANI.
l There are concerns that
regional issues may be
overshadowed by national
issues, potentially affecting
the electoral outcomes at the
state level.
l Gaining agreement among
all political parties is a sig-
nificant hurdle, as opposition
parties have voiced opposition
to ‘One Nation, One Election.’

view of women’s partici-

profession, the number of

tant for women empow-
erment, she asserted.

cash award of Rs 50,000
and a silver medal. The

Airport Authority of In-
dia for Kota airport has
been successfully exe-
cuted by UIT Kota and
the required funds for
land diversion has been
given to the Forest De-
partment.
The Minister said that
in 2019, the Centre
through the AAI had re-
quested land for Green
Airport in Kota.
The State govt agreed
and after 7 months, a
four-member team of the
AAI assessed the feasi-
bility and demanded
1346 hectares of land on
Chittorgarh-Jaipur road.
He said that Jaipur Air-
port occupies 300 hec-
tares, Udaipur 200 hec-
tares, and Kishangarh
300 hectares. The nego-
tiation process between
the state government and
the airport authority led
to a reduction in land de-
mand.

The reshuffle also saw

of six SDOs, with Guru-

ADMs in Jhalawar and
Dudu districts have been
transferred. The Regis-
trar at Sanskrit Universi-
ty was also changed.
In a separate order, the
department suspended

notices.

versies during his Dholpur tenure. Chauhan’s wife
had written a complaint to the CM of his illegal relations
with another woman. A case was registered in Jodhpur
and a case is also registered in POCSO court of Dholpur.
She has locked herself in a room in Dholpur and warned of
suicide. In the past, even after the orders of DoP, Chau-
han did not join at the place of transfer. 8 RAS including
Chauhan are to appear before the Medical Board. They
sought exemption from joining on the grounds of being
medically unfit. Anjana Sehrawat, Durga Shankar Meena,
Rajpal Singh, Anshul Singh, Chetan Chauhan, Shefali
Kushwaha, Vishnu Kumar Goyal, and Dhirendra Singh will
have to appear before the medical board.
Former CM Vasundhara Raje while addressing at
the launch of 4th Parivartan Sankalp Yatra said that
on one hand, PM Narendra Modi is doubling the
income of farmers on the other hand, CM Ashok Gehlot
is forcing farmers to die by suicide. More than 4 dozen
farmers have died by suicide here so far. “We started the
work of consolidation, fortification and other processes for
farmers in Siddhmukh canal system, but this govt stopped
it. We stopped water theft but now water is being sold at
the rate of Rs 1,200 per hour to Haryana,” she said. Now
time has come to remove Gehlot govt and form BJP govt.
CM said, “I know there is a lot of burden on teach-
ers. Your job is only to read. Despite that, you are
also given a lot of other work. That shouldn’t be
given. If we get a chance, we will take a decision on this
also. We want teachers to do less work just be teach-
ers. Other people should do remaining work. If our govt is
formed again then I promise to decide on the same.”

viduals’, in the matter
of removing illegal en-
croachment from its
own land! The case is of
valuable land located at
Lal Kothi. This case of
1,341 square mete land
will probably be the
first one in which action
to remove encroach-
ment was proposed 3
times. But JDA post-
poned the action at the
last moment.
This action was pro-
posed on July 27,August
4 and August 26 but due
to high influence, the ac-
tion had to be postponed.
Whereas, this en-
croachment is a major
hurdle in the Laxmi
Mandir Tiraha under-
pass project. This en-
croachment is on the
corner of underpass en-
trance on Sahakar Marg
and fruit shop, dhaba
and other shops have en-
croached on the said
land.
If the encroachment is
not removed from the
land, then there will al-
ways be apprehension.
There is also a possibil-
ity of accident from ve-
hicles going to under-
pass and a smooth curve
will not be available for
vehicles to turn!
