2. I.OVERVIEW:
The pilot run of face-to-face classes is currently
ongoing with a total of 177 public schools and several
private schools participating. The pilot run will be up to
the end of December 2021 but the DepEd is hoping it will
expand by January 2022.
A memorandum dated Dec. 9, 2021, by the DepEd has
directed all public and private schools to prepare for the
implementation of the expanded phase of the face-to-face
classes targeted to start in early 2022.
Based on the memo, the expanded phase shall cover all
grade levels from Kinder to Grade 12.
3. DepEd Secretary Leonor M. Briones assured that they have
been in coordination with the Department of Health.
According to her the President gave the discretion to
expand as long as all schools follow the Department of
Health’s protocols.
Aside from risk assessment, she said there should also
be a go signal from the local government units and the
parents.
In compliance with this memorandum, TPNHS is in full
swing in preparing all the requirements for the safe
implementation of limited face to face classes in line with
the standard set in DepEd-DOH JMC No. 1, s. 2021

A.School Vaccination Status:

microphones/lapel or any other
appropriate sound system for
teachers to facilitate teaching in
a physically distanced set up.
-All classrooms must have
working electric fans, and
windows will be open at all times
to maximized natural airflow.
11. ➢ Procurement of Personal Protective Equipment (PPE),
cleaning materials and hygiene kit.
Since the pandemic the school has allocated funds
for PPEs and Learning materials, especially now, to
prepare for the upcoming Face to Face classes.
Funding Support:
Funds to be used in the implementation of the
face-to-face classes shall be from the MOOE, SEF and
Donations other stakeholders.
13. IV. PROCEDURE/IMPLEMENTATION
1. Safe operations
-In preparation for school reopening, the school Set up Physical
structures, WASH facilities and supplies, personal protective equipment
(PPEs), health and safety protocols, learning materials, class programs,
and human resource requirement as required in the JMC.
-The school will involve the community in the school reopening process
to shape the perceptions of risks and effectively respond to the health
crises through localized efforts.
-The school will adjust class programs according to their alternative
work arrangements (AWA).
-The school will orient learners, parents, guardians, Teaching and
non-teaching personnel, external stakeholders, and LGU in conducting
face-to-face classes.
-The school will also screen the vaccination records of students to
ensure that those enrolled are protected vaccine preventable diseases.
-All persons shall wear well-fitted facemask and appropriate PPE
especially in public areas and enclosed spaces.
14. 2. Protective measures, hygiene and sanitation practices and respiratory
etiquette.
-The school will set up and ensure the availability of proper
sanitation and hygiene facilities. (Adequate and safe water supply, hand
washing sink, anti-bacterial soap, 70% isopropyl/ethyl alcohol, medical
surgical mask, face shield,)
-The school will ensure that student-friendly Information and education
campaign materials or hygiene practices and respiratory etiquette are
posted in common areas.
-The school will provide daily health monitoring tool for learners and
school staff.
-The school will mobilize the school COVID-19 Disaster Risk Reduction
and Management Team to ensure that health and safe protocols are in
place and are observed during the preparation and implementation of
Face-to- face classes.
15. 3. School Disinfection, sanitation and waste management.
-The school will ensure the proper disposal of infectious wastes,
such as used tissue and masks, in non-contact receptacles.
-The school will ensure the routine sanitation of frequently touched
surfaces every after end of a school shift.
-Students will be assigned to their own desks/armchairs during
classes. They will disinfect their own desks/armchairs before and after
use.
-The school will ensure availability of hand soaps/hand sanitizers
alcohol-based solutions/other disinfectants in restrooms, classrooms,
entrances, etc. by doing routine monitoring and replacement/replenishment
if needed.
16. 4. Consultation with the LGUs (Barangay Officials)
Barangay officials pledge their support by
formulating local policies/ ordinance: to ensure the
availability of medical personnel and standby vehicle
for use when need or emergency arises, to ensure that
the school premises are secured and shall be free
from bystanders, transient vendors of foods and other
non-essential presence of individuals.
17. V. MONITORING
OPERATIONAL FRAMEWORK
The operational
framework for the
resumption of face-to-
face classes, as shown
in Figure 1, was
adopted from the
UNESCO-UNICEF-World
bank framework for
Reopening Schools and
DepEd Shared
responsibility
principle.
18. The Framework has six major pillars, namely; a.
curriculum b. DepEd, Teaching and non-teaching staff, c.
LGU and stakeholders and d. DepEd Mission/Vision e. DOH,
f. Parents/Guardians. Above across all the pillars are
the shared responsibility principle and below across are
the policy and finance support to ensure the operational
mechanisms are in place. Central to this is the safe
operations that will effectively engage the entire
society in making sure that learners are safe and
healthy while attending the Face-to-face classes.
Specifically, the framework puts the learner’s health
and safety at the heart of the implementation, allowing
them to learn better.
19. Division Office/Sub Office:
-Prepare a division implementation plan for the conduct of expanded limited
face-to-face classes.
-Monitor the implementation of the expanded limited face-to-face classes.
School:
-Ensure the strict implementation of health and safe protocols during face-
to-face classes.
-Orient parents, community, barangay officials and other stakeholders about
the expanded face-to-face classes process, standards, roles and
responsibilities.
-Secure written support from local government units.
-Secure consent from parents/legal guardian.
LGU:
-Formulate local policies/ordinances securing that the school premises are
free from bystanders, transient vendors of foods and other non-essential
presence of individuals during school days.
20. VI. EVALUATION:
Division/Sub-Office:
- Evaluate the implementation of expanded limited face-to-face classes.
- Provide technical assistance to schools regarding the conduct of expanded
limited face-to-face classes.
- The School Governance and Operations Division at the Schools Division
Office will prepare M&E Plan aligned to National and Regional M&E plan.
School:
- Submit the result of the school safety assessment to the SO/SDO.
- Ensure that all data requirements are collected and consolidated relative
to the M&E of this policy.
- School, learners, teachers, school personnel and stakeholders will
participate in the assessment of the expanded limited face-to-face classes
through different mechanisms such as surveys, interviews, and focus group
discussion.
Local Government Unit:
- LGU will participate in the assessment of the expanded limited face-
to-face classes through different mechanisms such as surveys, interviews,
and focus group discussion.
