address, the Assembly

MLAs over the violence
that erupted in the state

Dhankhar, who ar-
rived in the afternoon
to deliver the inaugural
address, could speak
only for 3-4 minutes as
BJP MLAs carrying
posters and pictures of
alleged victims of the
violence came to well to
stage protest.
As he was unable to
speak, Dhankhar tabled
his speech in the House
and left, news agency
PTI reported quoting

COURT ORDERS POLICE TO FILE
CASES OF POST-POLL VIOLENCE

SOLICITOR GENERAL MEHTA
Kolkata: The Calcutta High Court has ordered
the police in West Bengal to register the cases of
all victims of post-poll violence. In addition, the
bench has asked the state government to ensure
medical treatment and ration are provided to all
the victims. The latter must be ensured even if the
victims do not have ration cards. A second au-
topsy of BJP leader Abhijit Sarkar who was killed
in post-poll violence has also been ordered.
New Delhi: Trinamool urged PM Modi to remove
Tushar Mehta as Solicitor Genera over his alleged
meeting with Suvendu Adhikari, a leader of the
ruling BJP being investigated by the CBI in cor-
ruption cases. Mehta, who represents the CBI in
some of the cases, emphatically denied meet-
ing with Adhikari, saying he “dropped in unan-
nounced” on Thursday. TMC MPs, in a letter to
PM Modi, demanded removal of Mehta.

road leading to village

NEW NORMS ON HERITAGE HOTELS
State has a massive number of forts, for-
tresses, palaces, havelis & other antiques
as heritage properties in its geographical
area. The use of these properties as heritage
hotels is encouraged by the govt to promote
protection of privately owned properties.
Owing to this, 2/3rd of heritage hotels in the
country are being operated in Raj. Under the
Tourism Policy 2020, a provision has been
made to encourage heritage tourism. The
Heritage Properties 2021 guideline has been
issued for conversion of heritage properties
as heritage hotels. As per ruling, heritage
property means any building, fort, palace, etc.
built before January 1, 1950. Earlier, certifi-
cate of heritage was issued offline, now it will
be issued online. New construction upto 50%
will also be allowed in heritage properties.

took cognisance of inde-
cent behavior by a law-
yer when his bail plea
was rejected through
video conferencing. The
advocate Ramavtar Sin-
gh Choudhary made in-
decent remarks on the
judicial side in the
court. The court took ac-
tion on the misbehavior
under the Contempt of
Court and ordered the
BCR secretary to take
action. The court stated
that this conduct of the
advocate amounted to
crushing the judicial
system. The court also
wrote in the order that
advocate Choudhary be-
haved like a goon. Advo-
cate Chaudhary could
not convince the court
as such bail of his client
was rejected after which
he started misbehaving
for which Justice

Tehsildar’s order sheet stirs Bureaucracy!

Jaipur: For the first
time in Rajasthan, a
case of pressure on the
entire chain of bureau-
cracy has come to the
fore in a govt order on
behalf of an officer. The
case pertains to the can-
cellation of the conver-
sion of a residential
land in Raipur tehsil of
Pali dist. There has
been a stir in the bu-
reaucracy from Pali to
Jaipur after the letter
of the then Tehsildar
Narendra Singh Pan-
war pertaining to high-
level pressure, sur-
faced.
Panwar has written
in detail about the pres-
sure from the high- lev-
el in the order sheet. He
mentioned that the con-
version of residential
land was done in Raipur
tehsil for which the Col-
lector and Raipur
Tehsildar kept pressur-
ising him on the request
of ‘Sahib’ from Jaipur
to cancel it. Whereas, in
the sections cited above,
such a case is not made
out. He also alleged that
he was also threatened
about his job. The Col-
lector said that the al-
legation is false and or-
ders were issued in the
backdate, while the
Tehsildar on APO, still
holds the point that he
was unnecessarily pres-
surised.
The conversion of
residential land took
place about 8 years ago
in Meel Colony of
Raipur Tehsil. In some
colonies of Raipur,
there is talk of pressure
to cancel the conversion
of land on the basis of
‘pick and choose.’ Ac-
cording to the letter of
the Tehsildar, by con-
verting the matter into
a case under the Ten-
ancy Act, the Pali Col-
lector and the SDM
pressurised him to evict
the Khatedar at the be-
hest of a ‘Sahib from
Jaipur’.
Panwar wrote that
“Orally the Tehsildar
was summoned at SDM
office and told that the
Collector was getting
repeated phone calls as
to why action isn’t be-
ing taken by registering
the case of Meel Colo-
ny?
Pali Collector Ansh-
deep said, “Allegations
seem to be made under
pressure. I was in-
formed about some il-
legal colonies in after
which the SDM was in-
structed to take neces-
sary action as per
norms. After investiga-
tion, we found that the
Tehsildar has written a
letter in the backdate
afterbeingputonAPO.”
However, Panwar
said, “What I have writ-
ten in the order is cor-
rect. Why would I write
the wrong thing? Eight
years ago, the residen-
tial land was converted,
which was done by the
Tehsildars, who had
held the position before
me. I wrote down that
which was legal.”

days after two drones dropped

base in Jammu. Gravity of the
Jammu incident was not lost on
the security establishment of In-
dia and measures have been tak-
en to foil any future threat. What
happened in Pakistan has given
an altogether new twist to this
technological warfare. With
rogueelementsinPakistanbeing
either beyond ISI’s control or act-
ing on its directions, the latest
development does not portend
well for the region.
Pakistan must understand
that India will not tolerate such
transgressions any further and
it has to put the terror groups it
pampers on leash. Although for-
eign missions are protected un-
der the Geneva Convention, ter-
ror groups are capable of violat-
ing all diplomatic norms. It has
to bear in mind that it continues
to be on the European Union’s
grey list for not doing enough
against terror groups.
A
ccording to the
2011 census, 99.76
percent of Indians
are said to have
identified with a
religion,while0.24percentdid
not state their religious iden-
tity
. A 2012 report by WIN-Gal-
lup Global Index of Religion
and Atheism said that 81 per-
centof Indianswerereligious,
13 percent were non-religious,
three percent were convinced
atheists and three percent
were unsure or did not re-
spond. Leave that aside and
lookatwhatthePewResearch
Center’s latest survey has to
say about Indians’ views on
“religious identity
, national-
ism and religious tolerance”.
Based on a face-to-face survey
,
the report has some key find-
ings which are relevant in the
prevailing times.
While many believe that
religious intolerance has
gone up under the BJP rule,
the Pew survey found 84 per-
cent of the respondents be-
lieved that to be “truly Indian
it is very important to respect
all religions. People in all re-
ligious groups “overwhelm-
ingly said that they were free
to practice their faiths”. But
this religious tolerance does
not extend to inter-faith mar-
riages as both Hindus and
Muslims were opposed to the
idea. Despite the “tolerance”,
Hindus and Muslims strong-
ly prefer segregation among
religious communities.
Things get complicated
when Hindus link national
identity with religion and
language. For 64 percent Hin-
dus, one has to be a Hindu to
be truly Indian and 80 per-
cent linked Hindi with being
Indian. This group prefers
religious segregation. It is
this group which forms the
bulwark of support for the
BJP. The interesting part of
the survey is about religious
conversion which has be-
come an issue bigger than
what it actually is.

vened by him at 7 Lok Kalyan
Marg on 24 June. The meeting
which has many firsts to its
credit was an unprecedented
success and sent positive
vibes in both the regions of
the UT. There was usual skep-
ticism and annoyance in
Jammu region claiming un-
der representation while
many in Kashmir did not give
it a chance of success hoping
that Gupkar Alliance would
stick to its demand of restora-
tion of 370. Both sides were
surprised at the end of the
meeting and the positive sig-
nals that emanated at the end
of the meet. This was the first
All-Party meet which saw no
boycotts by the invitees. All
14 invitees attended the meet.
It was also the first such meet
without any pre-set agenda
yet it lasted for about four
hours and ended on a happy
note without any acrimony
. It
was the first such meet in
which no participant talked
about separatism or Paki-
stan. It obviously sent shock
waves across the border and
to the pro-Pakistan lobby in
the Valley
. They felt that their
relevance has been further
relegated post 05 August 2019.
Such a situation is difficult to
digest for Pakistan and its
sympathizers who still con-
sider JK to be its jugular
vein without realizing the
fact that majority hearts have
changed post 05 August 19.
If at all there is unanimity
in Pakistan, which is usually
divided on all issues, it is on
the issue of keeping JK on
the boil. There is no divided
opinion on this and the entire
effort of the Pakistani deep
state is focused to that end. No
sooner than later Pakistani
establishment realized that it
is not only losing ground in
Kashmir but the coming sum-
mer of 2021 may prove to be a
turning point in bringing nor-
malcy back, it activated its
“Dirty Tricks” Department
headedbyISItocreatehurdles
so that law and order becomes
a major issue thus receding
thechancesof peaceandtran-
quility in the Valley
. It is des-
perate to spread the arc of ter-
ror to the Jammu region as
well. ISI has been active in the
Muslim majority Districts of
Poonch, Doda and Kishtwar
for quite sometime but with-
out any obvious success. How-
ever,theprobabilityof sleeper
cells cannot be ruled out. Re-
ports suggest that a network
of sleeper cells is already in
place in hilly areas of Kathua
district adjoining Udhampur
District. Desperate attempts
have been made to target Jam-
mu with an intent to disturb
the communal harmony and
provoke communal riots. It
goes to the credit of Jammu
Police and its intelligence
sleuths that none of the at-
tempts succeeded with the Po-
lice able to pre-empt them.
This has added a new di-
mension to the Pak sponsored
terror and also given a wake-
up call to the security estab-
lishment which was making
tall claims of sealing the bor-
der with latest state of the art
high-tech gadgetry including
laser fence to cover the water
bodies under the Comprehen-
sive Integrated Border Man-
agement System planned by
theUnionHomeMinistry
.But
Pakistan has once again sur-
prised us by choosing the
aerial route to strike at our
assets. Earlier Pakistan had
surprised us by Suicide At-
tacks and later by using the
sea route for Mumbai attacks.
Initially our response to both
lacked preparedness and im-
agination but later these op-
tions became prohibitively
costly for the Deep State.
Buoyed by the success of
drone attacks during the Ar-
menia-Azerbaijan Conflict
Pakistan lost no time in pro-
curing these from its all-
weather friend China and its
newfoundSaathi(friend)Tur-
key and adding to the inven-
tory of terrorists. The daring
drone attack on a moonlit
nightatSatwariAirForcesta-
tion has not only exposed gap-
ing holes in our Air Defence
but also on our ground sur-
veillance on the border and
the area between the border
and the National Highway
.
The drones not only infiltrat-
ed to attack the air base but
also exfiltrated without being
challenged!Godforbidif such
drones are in possession of
the terrorists who are already
inside our territory
.

Demand for restoration of 370
will continue to simmer but
remain subdued on the pre-
text that it is sub judice. De-
mand for restoration of state-
hoodbeforeelectionswillgain
ground but these parties will
keep shifting goal posts de-
pending upon which way
wind is blowing in Delhi and
theiracceptabilitybythelocal
youth which is totally an-
noyed with them.
While Centre may focus its
eyes and ears on happenings
in the Valley it can ill-afford
to ignore Jammu anymore.
The aspirations of the local
Dogras coupled with restora-
tion of Dogra identity, cul-
ture and heritage has become
a major binding force among
the local youth. It’s gaining
ground with the local civil
society as well. Jammu is no
more willing to suffer Kash-
miri hegemony again. Hence,
Jammu will watch every
move of the Central Govern-
ment very closely and dissect
it with surgeon’s precision.
The Centre therefore will
have to do a fine balancing
act while taking any decision
about the political future of
JK and ensure that the in-
terests of the Jammu region
are not ignored.

CALCUTTA HC ASKS CS TO PRESERVE

Kolkata: The Calcutta
High Court on Friday,
after perusing the in-
terim report of the Na-
tional Human Right
Commission (NHRC) on
alleged post poll vio-
lence in West Bengal,
directed the state’s
Chief Secretary to en-
sure preservation of
the correspondence of
the Special Branch or
Intelligence Branch of
the state police. The
logs of different control
rooms should also be
preserved regarding al-
leged post-poll violence
that occurred in the
state, the court said.
The high court fur-
ther ordered that the en-
tire material from May 2
till date be kept in a
sealed cover duly signed
by the members of the
committee,immediately
.
Any lapse or delay in the
matter will invite ad-

Pawar favours amends

New Delhi: Union Agri-
culture Minister Naren-
dra Singh Tomar has wel-
comed Nationalist Con-
gress Party (NCP) supre-
mo Sharad Pawar’s re-
cent comments on the
new farm laws. Pawar
had on Thursday suggest-
ed new farm laws must
not be totally scrapped
but the certain amend-
ments should be done.
Tomar said that the
government under Prime
Minister Narendra Modi
is committed to the devel-
opment of farmers. In the
last seven years, he said,
the government has only
taken measures that ben-
efit the farmers and en-
sure that their profit
increases.
“Various schemes were
introduced to benefit
them. The change in farm
laws was brought based
on the recommendation

New Delhi: The Supreme Court on Friday adjourned
the petition filed by lawyer Vishal Tiwari, seeking

judgement pronounced.
Kochi: The Kerala High Court today refused to stay
further proceedings in the sedition case registered
against Lakshadweep filmmaker Ayesha Sulthana.
Considering a plea filed by Ayesha Sulthana seeking
to quash the FIR or police case registered against
her by the Kavaratti police, the Kerala High Court
said more time may be required for probe.

the allotted land for the
construction of a world-
class cricket stadium in
the state capital, Jaipur,
was issued by the JDA
to the Rajasthan Crick-
et Association (RCA).
JDA Commissioner
Gaurav Goyal handed
over the lease and pos-
session letter of about
100 acres of land in
Chomp Village on Delhi
Road to RCA President
Vaibhav Gehlot.
The Cabinet Empow-
ered Committee, consti-
tuted under the chair-
manship of UDH Minis-
ter Shanti Dhariwal,
had decided to allot
40.60 hectares of land at
Chomp to RCA to build
a world class Cricket
Stadium. The Commit-
tee had fixed the condi-
tions for allotment of
land. After completing
the survey and meas-
urement of the land,
the lease of this land
was issued by JDA.

Gehlot during a pro-
gramme held at JDA

casion, RCA President
Vaibhav Gehlot said

“The JDA and the gov-
ernment have helped us
fulfill this dream. A
suitable land, with good
connectivity not only
within the state, but
also with other big cit-
ies of the country, was
searched for and allo-
cated to develop the
Cricket Stadium. In the
next two and a half
months, Bhoomi Pujan
for constructing the sta-
dium will be organ-
ised,” said Vaibhav Ge-
hlot, RCA President.
Vaibhav further said
that construction of
stadium will be com-
pleted in two and a half
to three years’ time. “In
the first phase, the sta-
dium will start with a
capacity of 40,000 spec-
tators. The BCCI has is-
sued a letter to give an
infrastructure grant of
Rs 100 crore for con-
structing the stadium.
Rs 100 crores will be
raised from banks fi-
nancial institutions,”
he said.
On the occasion,
UDH and RCA Advisor,
GS Sandhu said that not
only a Cricket stadium
will be constructed at
Chomp, but also facili-
ties related to other
sports will also be de-
velopwed there. Keep-
ing in view the require-
ment of the hotel after
the commencement of
the Stadium, the con-
struction of hotel is
also included in the pro-
ject, he said. JDA Com-
missioner Gaurav Goy-
al provided information
about the project, which
is situated merely at a
distance of 1,300 meters
from the proposed
Northern Ring Road.

dynamite. “Fight them, Mr
Brigance, to the bitter end.
We must prevail”. Jake
Brigance has never met
Seth, or indeed even heard
of him until the old man’s
suicide note names him at-
torney for his estate. As the
relatives contest the will
and unscrupulous lawyers
hasten to benefit, Jake
searches for answers to the
many questions left by Seth
Hubbard’s death.
The last-minute will rais-
es far more questions than
it answers. Why would Hub-
bard, a white man, leave his
vast secret fortune to a poor
black maid who had worked
with him for only three
years? Had chemotherapy
and painkillers affected his
ability to think clearly?
Why did he choose to kill
himself in the desolate
piece of land once known as
Sycamore Row? What was it
that Seth and his younger
brother Ancil witness as
children that in his words,
“no human should ever see”
‘Sycamore Row’ is a legal
thriller novel, published in
2013. John Grisham has
brought together an eclectic
mix of old and new charac-
ters, making his work enter-
taining and evocative. Jake,
Ozzie and Lucien share a
comfortable camaraderie.
Three years after Carl Lee
Hailey’s trial, Jake Brig-
ance has another challeng-
ing case on his hands.
Seth Hubbard leaves 90%
of his wealth to Lettie, 5% to
his brother Ancil Hubbard,
and 5% to the church. He
gives nothing to his children
Herschel and Ramona and
their families. They were
most hopeful as a previous
will had them as beneficiar-
ies. As expected, anger runs
high. A commotion brews
up with Seth’s son daugh-
ter and his grandchildren,
all pouncing in with their
lawyers. Things get compli-
cated and ugly, with the
families trying to disparage
Lettie, and also to prove that
Seth had lost his mind due
to medication. They want
that money and will stop at
nothing to get it. The law-
yers try ‘data and witness
dumping’, along with every
dirty trick to get their share
of the loot. Every kind of at-
torney, from a black rights
firebrand to a corporate hot-
shot to a disbarred alcoholic
to earnest Jake, makes an
appearance, all of which in-
flames the community and
creates a deep divide be-
tween the local whites and
blacks.
Lucien sums it well- “Eth-
ics are determined by what
they catch you doing”. The
long forgotten/unknown
past of Lettie and Hubbard
is dug up and flashed in the
court, strongly undermin-
ing their credibility. The
trial looks lost for Jake. The
scenario changes when
Hubbard’s long-lost brother
Ancil is traced somewhere
in Alaska, and he gives a
sensational deposition. All
questions are answered. An-
cil explains why Seth left
the money to his housekeep-
er and the significance of
the sycamore tree from
which he hung himself.
Justice is finally done.
Ancil, shares the terrifying
lynching and murder mem-
ories that Seth and he had
witnessed as kids, the trau-
ma of which made him run
away from his home and live
like a fugitive all his life.
Lettie gets what is rightfully
hers. Her whole family gets
the benefit of free higher
education, as a fund is pro-
vided for the children. The
case is settled with reason-
able conditions for every-
one. The Sycamore Row set-
tlement of blacks, which
hadbeenavictimof Whites’
lynch mob in the 1930s, fi-
nally get back their lost
property and prestige,
through the well-thought-
out will of Seth Hubbard.
“A great buildup, super
suspense and immaculate
characterization. The end is
an exceptional surprise”. A
wonderful blend of comedy
,
tears, drama, suspense, and
gut-wrenching angst. The
tale is compelling. The plot
is brilliant. With sharp dia-
logue, atmospheric narra-
tive and a sagacious sto-
ryline, ‘Sycamore Row’ is
one not to be missed.
