2. Legal Basis/Directives
Section 11 (g) of RA No. 10915 mandates the PRBABE to
formulate and implement a Philippine Agricultural and
Biosystems Engineering Profession Development
Plan/Road Map.
3. Building on the Philippine AE Competitive Road Map 2013-2020
1) Enactment of RA No. 10915, the Philippine Agricultural and
Biosystems Engineering Act of 2016;
2) Produced 3,204 new Agricultural Engineers/Agricultural and
Biosystems Engineers;
3) Crafted the Career Progression and Specialization Program for
Agricultural and Biosystems Engineers;
4) Formulated and implemented the Agricultural Engineering
Education Competitiveness Road Map of concerned HEIs;
5) DA-DBM-CSC-DILG Joint Memorandum Circular No. 2, series of
2020 (Strengthening and establishment of ABE Groups of LGUs;
and
6) International Alignment of Philippine ABE practice through the
ASEAN Cooperation on Agricultural and Biosystems Engineering
(ACABE) and the ASEAN University Consortium on Food and Agro-
based Engineering and Technology.

4. Vision
Dynamic, responsive, development-oriented, locally and
globally competitive Philippine Agricultural and Biosystems
Engineers by the end of 2028 maintaining the rendition of
quality professional services for national food, water and
energy security, environmental protection and inclusive
agro-industrialization.
5. Mission
To vigorously pursue the implementation of RA No. 10915
(Philippine Agricultural and Biosystems Engineering Act of
2016) and to establish knowledge management systems,
institutionalize effective organizational mechanisms and create
sound enabling environment which will develop Agricultural and
Biosystems Engineers locally and globally competitive.
6. Strategic Goals
By 2028, the following strategic goals shall be pursued:
1) Develop, promulgate and issue enabling policies, guidelines, standards and programs to
effectively implement RA No. 10915 and modernize the practice of agricultural and
biosystems engineering profession;
2) Produce 5,000 new agricultural and biosystems engineers (ABEs) that are competitive and
highly employable;
3) Capacitate ABEs and upgrade their qualifications under the implementation of RA No.
10912 (CPD Law), RA No. 109168 (PQF Law) and National ABE Career Progression and
Specialization Program
4) Mobilize, engage and deploy ABEs for public and private practice for food, water and
energy security, environmental protection and inclusive agro-industrialization; and
5) Promote global practice of the Philippine ABE profession through international networking,
alignment and labor market employment.
7. Action Plans
1. Develop, promulgate and issue enabling policies, guidelines,
standards and programs to carry out the implementation of RA No.
10915 and modernize the practice of agricultural and biosystems
engineering profession
a) Implementing Rules and Regulations of RA No. 10915, for approval by PRC
b) Code of Ethics and Professional Standards of ABEs (for PRC approval)
c) Syllabi of the subjects for ABE Licensure examinations including its Table of
Specifications
d) Refresher program for re-examination in licensure exam;
e) Standards of ABE Professional Practice (professional fees, etc.) ;
f) Guidelines and Standards on the required manpower complement of ABEs in concerned
public and private offices .
