Gary Champion
Gary has spent the majority of his career focusing on the area of Human
Resources and Human Resource Management in Commonwealth and State
Governments both as a consultant and a public servant. Gary is a specialist in
public sector organisational strategy, cultural change, change management
and business improvement across all key areas of Human Resource
Management. He has been involved in the development, formulation and
delivery of public sector reforms across these areas at senior levels in both

CHRIS DUFFY
Chris has over 30 years HR experience in the Australian Public Service including
over 15 years at Executive and acting SES level. His experience covers all areas
of HR including workplace relations where he represented the APS in
negotiations with peak unions on a number of APS wide conditions of service

JAN BYERS
An accomplished and senior executive, Jan Byers has a mix of corporate
experience in both the government and private sector and has held senior
management positions for more than 15 years. This has given her exceptional

MAX GILLARD
Max's APS career of over 37 years was mainly with the Commonwealth
Treasury. Over that period, Max performed a number of roles in human
resources and corporate support, including recruitment, workforce planning,
employment conditions, training and development, employee welfare and the
broad range of general employment casework. He was closely involved in
designing and implementing Treasury’s framework of workplace agreements,
including five certified/collective agreements.

ASHLEY STANLEY
Prior to joining HBA consulting, Ashley Stanley worked in the Australian Public
Service for more than 30 years in large and small agencies in regional, central
office and overseas environments. Ashley has worked in a number of senior
corporate management positions and gained extensive experience in human
resource management, industrial relations, financial management and
corporate governance.

PAM DAVOREN
Pam has wide-ranging experience in public sector governance, public policy and
strategy development. Before commencing work with HBA Consulting in early
2014, Pam held senior leadership roles in ACT Government for 15 years, with
previous experience in the ACT, federal and Victorian public sectors.
Pam’s senior executive leadership roles spanned key across-government areas that
dealt with:

KYLIE CHAMPION
Kylie has extensive public sector HR and industrial relations expertise.
Of particular relevance, Kylie has managed complex industrial relations and HR
environments, most recently as the National Coordinator Employee Relations for the
Australian Federal Police (AFP). While in this role, she led the following key industrial and
HR functions:
• The provision of ongoing strategic and operational advice to management in relation to
a wide range of industrial and HR related employment matters.
• The design, negotiation and implementation of the first single employment agreement
for the AFP, covering all sworn (uniformed police), protective service officers and
unsworn (civilian) staff.
• The redesign of employment contracts and determinations to meet contemporary
industrial relations requirements and the emerging business needs and market
pressures for the AFP.
• The design and implementation of employment arrangements to transition staff from
individual employment arrangements to collective, corporately consistent employment
frameworks.
