This document discusses governance mechanisms for business agility. It argues that governance should focus on enabling value creation rather than just monitoring and control. Metrics should help teams get better by providing insights into realizing business value and facilitating learning. When measuring features, value must be attributable to financial benefits, time criticality, capability enhancement, risk reduction, or opportunity enablement. Measuring flow can be done through Kanban boards, cumulative flow diagrams, and pruning queues. Some reflections include whether throughput equals value, if utilization is a measure of success, who makes estimates, and why estimates are needed.
