Introduction
From a maritime point of view, fishing vessels are no different from any other craft since they are
bound by the general rules of maritime law. In practice, however, certain classes of fishing vessels are
often exempt from all or part of national legislation regarding the register of a “Ship”. This may in
fact lead to doubts being raised in relation to responsibility over the control of such fishing vessels.
The Project recommends, as a matter of priority, that agreement should be reached at the National
level on the apportionment of responsibilities for the:
register of a local fishing vessel;
authority to construct/import
inspection of hull, machinery and safety equipment; and,
the issue of a safety certificate.
Annex VI to this report set out proposes text for a harmonized approach to fishing vessel registration
and fishing vessel safety. In addition, however, there is a need for inspectors and builders of a fishing
vessel to make a correct interpretation of regulations and the same is valid for the administrators of
training institutions. Consequently, there should be a common understanding of rules and regulations.
The purpose of this Annex is to bring forward appropriate documents that were developed for the
various workshops, both National and Regional. In this regard, it should be noted that certain
documents were identified at the time of the Regional Workshop in Barbados as “working documents,
these are:

Each working document was in fact modified during the life of the project. However, whereas WP01
and WP02 were expanded, WP03 was, in effect, replace by the agreement reached at the Regional
Seminar in St. Lucia in relation to formulae for the measurement of a fishing vessel. Furthermore, the
project also developed technical information sheets, which although not incorporated in the Schedules,
would greatly benefit inspectors and builders.
The Project considers that all of the documents would provide valuable guidance in general to
administrators, inspectors of fishing vessels and boatbuilders and in particular in the implementation
and interpretation of the provision of Annex VI Harmonized Provisions for Fishing Vessel
Registration and Safety.
