Lifesaving equipment
1 General Provisions
Each item of lifesaving equipment carried on board a fishing vessel whether required to be carried or
not, shall comply with an appropriate standard approved by the Minister or delegated authority.
2 Emergency Position Indicating Radio beacons (EPIRB)
Each vessel authorized to operate in exposed waters and or on the high seas shall carry a 406 MHz
EPIRB, installed to automatically float free and activate.
3 Distress signals
All vessels to which these regulations apply shall carry:
o six (6) hand held red flare signals.
o six (6) buoyant orange smoke signals.
o six (6) rocket parachute flares.
Distress pyrotechnics shall be stowed in a portable watertight container carried at the operating station.
Each distress signal shall be clearly marked with the date of manufacture and the date of expiry. The
latter date shall not exceed a period of 4 years from the date of manufacture.
4 Lifebuoys
A vessel of less than 10 meters (33.3 feet) in length overall shall carry a minimum of one ring lifebuoy
of not less than 510 millimetres (20 inches) in diameter.
A vessel of 10 meters (33.3 feet) or more in length overall, but not more than 15 meters (49.5 feet),
shall carry a minimum of two lifebuoys of not less than 610 millimetres (24 inches) in diameter. One
lifebuoy shall be attached to a 27.5m (90.75 feet) buoyant lifeline.
A vessel of more than 15 meters (49.5 feet) in length overall but less than 24m (79.2ft) in length
overall shall carry a minimum of three lifebuoys of not less than 610 millimetres (24 inches) in
diameter only one of which to be attached to a 27.5m (90.75 feet) buoyant lifeline.
Any fishing vessel that is intended for operation during hours of darkness must carry at least one
lifebuoy fitted with a self- igniting lifebuoy light.
Where only one lifebuoy is carried, it shall not be attached to the vessel by a rope.
Each lifebuoy on a vessel shall:
o be readily accessible;
o be stowed in a way that it can be rapidly cast loose;
o not be permanently secured in any way;
o be orange in colour; and,
o be marked with the vessels name and identification number.
Each lifeline on a lifebuoy shall be:
o buoyant;
o at least 27.5 meters (90.75 feet) in length overall;
o non-kinking;
o at least 8 millimetres (5/16 inch) in diameter

o of at least 510 kilograms (1,124 pounds) breaking strength;
o of a type certified to be resistant to deterioration from ultraviolet light.
5 Lifejackets
An adult sized life jacket shall be provided for each person on board.
Each life jacket carried on a vessel authorized for operation in exposed waters and or on the high seas
shall have a life jacket light and whistle to attract attention.
6 Number and Type of Survival Craft
An inflatable dinghy, rigid liferaft or liferafts of a type and number approved by the Minister or
delegated authority for the size of vessel in accordance with the following schedule:
o A vessel of 12m (39.6 feet) in length overall and over but less that 15m (49.5 feet) in length
overall shall carry a rigid liferaft or inflatable dinghy or inflatable liferaft capable of
accommodating all of the persons on board
o A vessel of 15m (49.5 feet)in length overall and over but less than 17m (56.1 feet) in length
overall shall carry 2 rigid liferafts or one rigid liferaft and one inflatable liferaft each
capable of accommodating all of the persons on board.
A vessel of 17m (56.1 feet) in length overall and over but less than 24m (79.2 feet) in length overall
shall carry 2 inflatable liferafts meeting the requirements of SOLAS each capable of accommodating
all of the persons on board.
Emergency supplies, such as of food, water and first aid kit as required by the Minister or delegated
authority to be carried on board shall be stored in a waterproof container in a position as close as
practical to the rafts. Where an inflatable liferaft that is fitted in a sealed container is carried on board
the emergency supplies may be stored within the container.
The emergency supplies to be carried by a vessel authorized to carry an inflatable dinghy must include
a suitable repair kit and a hand pump.
Where a fishing vessel is required to carry 2 inflatable liferafts the aggregate capacity may be reduced
to 1.5 times the number of persons on board provided it does not navigate or operate more than 30
nautical miles from shore.
7 Stowage of survival craft
Each survival craft shall be:
o stowed in a position that is readily accessible to crew members for launching,
o stowed in a way that permits manual release from its securing arrangements;
o provided with means to prevent inadvertent movement;
o stowed as far as practicable in a position sheltered from breaking seas and protected from
damage by fire.
8 Survival craft equipment
Each item of survival craft equipment shall be of good quality, and efficient for the purpose it is
intended to serve. Unless otherwise stated in this section, each item of equipment carried, whether
required under this section or not, shall be secured by lashings, stored in lockers, compartments,
brackets, or have equivalent mounting or storage arrangements that do not:
o reduce survival craft capacity;
o reduce space available to the occupants;

o Interfere with launching, recovery, or rescue operations; or
o Adversely affect seaworthiness of the survival craft.
9 Retro-reflective Material
All survival craft, buoyant apparatus, lifebuoys and liferafts shall be marked with retro reflective
material as indicated in Annex1 of IMO Resolution A.658(16). The Minister or delegated authority
shall prescribe the standard specifications of the material to be used.
10 Rescue and retrieval of persons from the water.
A rescue retrieval system approved by the Minister or delegated authority shall be provided for the
retrieval of persons from the water. The Minister or delegated authority may decide whether or not this
may be from the vessel itself otherwise a suitable craft carried by the vessel may be required for this
the retrieval of persons from the sea.
