Sanjay Nagar Bhatta Basti (SNBB) is cluster of 16
slums in Jaipur, having over 12000 households
with estimated population of 75000. In the first
phase DPR for 2332 DUs was approved by Central
Sanctioning and Monitoring Committee (CSMC)
with the cost of Rs. 96.61 cores. The project was
implemented by Jaipur Municipal Corporation. The
driving force behind the project formulation and its
faster implementation has been the strong slum
dweller federation namely ‘Kachhi Basti Vikas
Mahasangh(KBVM)’ which played an important
role in community participation during preparation
of DPR and continuous advocacy to keep the pace
of development.
Sanjay Nagar Bhatta Basti (SNBB) is cluster of 16
slums, which has about 12000 households with
estimated 75000 populations. History of the
development of these slums is about 35 years old.
Implementing agency for the project of Sanjay
Nagar Bhatta Basti is Jaipur Municipal Corporation.
(a) Up-gradation / Redevelopment /Relocation of
slums to acceptable living conditions; and
(b) Preventive or pre-emptive action to create
affordable housing and urban services over time.
Micro-planning of slums with community
participation for prioritized slums, Community
organization such as Self Help Groups, Slum
Dwellers Associations, Thrift and Credit Societies
etc. should be formed at the time of project
preparation;
Projects with strong community participation i.e.
Slum up-grading/ re-development projects
initiated/led by the community;
To ensure transparency, and accountability in
implementing the scheme;
To identify and resolve the gaps with a view to
curb the mismanagement;
To help the community to realise their rights and
entitlements;
KBVM played leading roles in monitoring visits to
the project site and organising meetings with slum
dweller for identifying issues to be raised in the
monthly meetings. Given the strength of this formal
community structure, the issues raised by them
were addressed with priority.
In the series of monitoring visits slum dweller have
raised following issues on various platform
including monthly coordination meetings:
1. Change in design of door and window;
2. Change in position of door on first floor;
3. Replacement of construction material;
4. Tap for running water supply;
Active involvement of beneficiaries during DPR
preparation and implementation helped in
improving designs. Regular monitoring by the
community representatives and forum for
discussion help in improving quality of construction
besides developing sense of ownership among the
stakeholders.
One of the innovative initiative by Jaipur Municipal
Corporation was the formation of a Coordination
Committee with different stakeholders i.e.
government officials, CLTC team, Kachhi Basti
Vikas Mahasangh, Sanjay Nagar Bhatta Basti and
construction agency to ensure community
participation in the execution of the project. A
monthly meeting of the committee was organized
at the construction site itself. The purpose of the
committee meeting was to provide an institutional
mechanism to involve community in structured
manner. The meeting has been conducted
regularly and concerns of the community were
addressed in an organised fashion.
Active community involvement resulting in greater
ownership and close monitoring of project
implementation;
The slum dwellers federation - “kacchi Basti Vikas
Mahasangh” played as catalyst in fastracking of
DPR preparation, speedy submission of DPR for
approval.
Monthly meeting with Kacchi Basti Commissioner
along with concerned officials and community in
monitoring progress and to sort out issues;
Close monitoring during implementation phase
resulting in replacement of sub-standard material
used (bricks)/ water supply provision missed in
kitchen / placement of toilet door and design of
window.
Government officials, CLTC team, Kachhi Basti Vikas
Mahasangh’ SNBB members, State coordinator, Construction
agency, Jaipur Municipal Corporation Pilot DPR Phase I, SNBB with cost of 96.61 cores was
sanctioned by Central Sanctioning and Monitoring Committee
(CSMC). 2332 (2212 single duplex + 120 rental) dwelling units
were approved for construction with all basic amenities as per
central guidelines.
In one of the occasion, General Secretary, KBVM raised
issues of low grade material (yellow bricks) being used in
construction work. As a result, Municipal Officials directed the
contractor and nodal technical officer to take up the issue
seriously and conduct an enquiry and share its finding in the
next monthly meeting. It was found that bricks used by
contractor were not up to the defined grade. In addition, in
coordination meeting group of women raised issues of
absence of water supply for washing/drinking purpose in the
kitchen. As a result, the Construction Company did replace
the sub-standard bricks and provided tap in the kitchen.
In summary, the SNBB experience exhibits that active involvement of
beneficiaries during DPR preparation and implementation helps in
improving designs and regular monitoring by the community improves
the quality of construction. Thus, in order to make an impact, strong slum
dwellers federation should be formed and keep it functional; either new
structure should be created or existing community structure is
strengthened. The community monitoring is an effective tool at the
operational level of project implementation.
