I- Proceedings/Actual Conduct
The Barangay Accountability Review and Reporting started with the
registration of participants at exactly 8:15 in the morning and program proper
started at 9:00 o’clock in the morning with an opening prayer led by Barangay
Captain Aurella Sasutil followed by the singing of the national anthem conducted by
Lucenda Catalan, the Barangay Secretary.
The acknowledgment and recognition of the participants and the MIAC
Members was facilitated by the master of ceremony, Ms. Jonamie C. Uy, Financial
Analyst 1 of the ACT. Dr. Sarah C. Tanghian, the Municipal Administrator,
representing in behalf of the Municipal Mayor, Joselito B. Brillantes determined and
declared that there is quorum of the representatives in attendance to the Municipal
Accountability Review and Reporting after which, a welcome message was given by
the Municipal Administrator.
Consequently, the Municipal Area Coordinator, Mr. Zhuetsyr Atamosa had a
brief discussion of the objectives of the Municipal Accountability Review and
Reporting. Please see picture below on the said event:
Subsequently, the Municipal Monitor or the Area Coordinator of the ACT
Monkayo gave an update of program reach of the KC implementation in the
Municipality of Monkayo starting from program enrollment, to the Municipal
Orientation which highlighted the signing of commitment of support, problem
identification up to project selection and SP implementation. Typhoon Pablo
devastation was also touched including the re focusing of the sub-project selection
and implementation to core shelter and the shifting back of SP implementation
back to the original sub-project. He also discussed the purpose of PAMANA and
the reason for the merger of the first and second cycles and the inclusion of
Barangay Poblacion which was not originally included in the identified conflict-
affected barangays (CABs) of the municipality. Presence of CABs in a
municipality is one of the basis for program enrollment in the KALAHI-CIDSS:
PAMANA. Along this line of discussion, he cited the importance of IP
engagement for the issuance of certificate pre-condition thru field-based
validation whereby IP leaders are consulted prior to SP implementation. Lastly, he
discussed on the gains of DSWD core program implementation which benefitted
the program beneficiaries thru acceleration to self-sufficiency level. This is due to
the convergence strategy of the core programs.
When is the MARR conducted?
The MUNICIPAL ACCOUNTABILITY REVIEW and REPORTING
(MARR) is conducted after community-based evaluation during the “Transition”
stage and at the end of the “Implementation” stage prior to the “Social
Preparation” stage of the next cycle.
What is the MUNICIPAL ACCOUNTABILITY REVIEW AND
REPORTING and how it is conducted?
In order for the participants to understand of what is Municipal Accountability
Review and Reporting (MARR), the following are presented and questions are
asked during a workshop.

1. Objectives of Municipal Accountability Review and Reporting
 Inform the community members on the status of the sub-project and for public
disclosure of all aspects of the implementation including synthesis from GRS and
actions taken.
 Review and assessment of commitments made and delivered by the MLGU and other
stakeholders.
 Identify lessons in the pooled cycle (Merged Cycles 1 & 2) and 3rd
Cycle
implementation in the barangay and municipality, and recommendations for
upcoming modalities and project cycles.

Who participates in the MARR?
Participants to the MARR are the following:

After the presentations and workshops facilitated by the Area Coordinator, the
respective group representatives report their groups output and proceed with questions
and answers as well as recommendations. Since there is no more project cycles to be
implemented because the KC: PAMANA implementation has completed three (3)
cycles already, the Monitoring and Technical Working Group (MTWG) was formed
and a resolution for its creation thru an Executive Order was also passed.
II- Post-conduct/ Reflection
 Reflection:
MIAC members and BSPMC Volunteers alike expressed their thanks and
gratitude for the implementation of a community resiliency-building program of the
Department of Social Welfare and Development which brought forth positive change
in their respective lives and transformed their community towards prosperity thru a
peace building effort displayed by themselves and the stakeholders.
 Recommendations:
Review DSWD policy in order for the Municipality of Monkayo, a first class
municipality, to become eligible for another KALAHI-CIDSS program. At this
juncture, the Barangay Captain of Barangay San Jose moved for the creation of the
Monitoring and Technical Working Group (MTWG) whose function is basically to
ensure sustainability of the sub projects. This group will spearhead the monitoring and
evaluation activities after six months from project turn over. The motion was jointly
seconded by Casoon and Upper Ulip Barangay Captains Anastacio C. Esguerra and
Fernando F. Latiban respectively. The members of the MTWG will form part also the
Municipal Inspectorate Team. This will be supported by an Executive Order to be
signed by Mayor Joselito B. Brillantes. The officers and members are the following:
