The WSQ seeks to facilitate flexible adult learning, improve access to skills upgrading and provide clear career progression pathways for
the workforce. The WSQ embraces the concepts of competency-based training, recognition of prior learning, open entry requirements and
adult-centred learning methodologies, all of which aim to address adult learning barriers and increase access of working adults to training.
It is anchored on the systematic mapping of competencies linked to occupational structures. Under the WSQ, competency standards,
assessment strategies and training curricula incorporating adult learning principles are established for each key industry.

All competencies and qualifications levels developed under the WSQ are validated and endorsed by a sector-specific Industry Council
established by WDA. The Industry Council comprises representatives from the industry, including leading companies, key training providers,
industry associations, leading economic agencies and unions. The Council articulates the skills development needs of the industry,
approves competency standards and endorses the competencies and qualifications levels developed under the WSQ.
