OUR MAIN POINTS OF MANIFESTO ,[object Object],[object Object],[object Object],[object Object],[object Object]
1. RESERVATION FOR NONE; JOB FOR EVERYONE THROUGH FREE ENGLISH EDUCATION 50% RESERVATION IN EDUCATION & GOVT JOBS 22.5% RESERVATION IN ELECTED BODIES ↓ MERIT SUFFERS ONLY 1.6% BENEFIT !! 10 M / 600 M = 1.6% REVERSE DISCRIMINATION
PRIVATE SCHOOLS ARE MUCH BETTER THAN GOVERNMENT SCHOOLS FULL FINANCIAL SUPPORT FOR THE POOR FOR STUDY IN PVT SCHOOLS JOB-ORIENTED HIGHER EDUCATION NO DEARTH OF WORK – JOB FOR EVERYONE
2. Hang corrupts, rapists & murderers > Deterrent effect > No possibility of blackmail > No financial burden on society Poll survey: 81% Indians want death penalty for murder, sp. to terrorists
Elimination of terrorism In US, not a single terrorist attack after 9/11 (2001), but India is suffering attack after attack for the last 20 years Coimbatore, Delhi, Mumbai, Malegaon, Samjhauta Express, Ludhiana, Ayodhya, Varanasi, Lucknow, Ajmer, Bangalore, Hyderabad, Jaipur, Bangalore, Ahmedabad ….. Since 2000 till date, 69 attacks > 1120 deaths
Naxal terrorism in: 10/28 states; 180/610 districts & 300/14000 police stations North-East ethnic, separatist terrorism India has the highest number of terrorist attacks in the world, after Iraq – a report by US National Counter-Terrorism Centre. Figures for the period from Jan 2004 to March 2007: 1,112 1,121 Pakistan 660 1,206 Russia 1,959 1,324 Thailand 1,721 1,550 Colombia 1,682 2,405 Afghanistan 3,032 3,674 India 12,718 29,070 Iraq Incidents Deaths Country
What should be done to combat terrorism ? > Bring back POTA or even stronger law [POTA -- death/life imprisonment; interception; confiscation; confession statement as admissible evidence; detention up to 180 days; confidentiality for witnesses; we want to include: court martial type procedure; decision within 3 months; only death] ,[object Object],[object Object],> Mandatory security measures for all public places > Exposing terrorists’ perverse ideologies
PREVENTION OF CRIME Why our police is not effective? ,[object Object],2. Even vacancies are not filled up: As on 1.1.2007, sanctioned strength – 15.7 L; actually available – 14.1 L >>> shortage of 1.6 L 3. No attempt to insulate police from illegal political interference despite recommendations of various committees [National Police Commission (1979-81), Ribeiro (1998-99), Padmanabhaih (2000), Sorabji (2006), SC directives (2007)]. 5. Lack of empowerment, training, equipment & infrastructure for the police 4. No mechanism for making police accountable 6. Weak & cumbersome laws favor criminals more than police
Court judgment in 3 months PROBLEMS: ,[object Object],[object Object],[object Object],[object Object],[object Object]
So how to speed up justice? > Improve judge-population ratio [ India: 12, UK - 51, Australia – 58, Canada – 75, US – 107] Ratio needs to be raised to at least 50 > more judges, more courts, courts to work in more shifts, cancel 2 months vacation time + fill up all vacancies > Make adjournments rare & expensive > Make video recordings of statements admissible evidence > Develop specialized courts > Allow only one appeal
3. All voters will get Rs 600 p.m. in lieu of subsidies Out of one rupee spent by the Government, only 15 Paise reach the poor – Late Shri Rajiv Gandhi, the then PM of India. Govt efforts to provide help to the poor through subsidies have failed because of corruption & inefficiency. Only 42% of subsidized grains reaches the target group – A Planning Commission study report informed Parliament on 11-3-08.
A glance on central Government subsidies & schemes – Union Budget 2008-09 Food subsidy – 32,666 cr Fertilizer subsidy – 30.986 cr National Rural Employment Guarantee Scheme - 16,000 cr National Rural Health Mission – 12,050 cr Rajiv Gandhi Drinking Water Mission – 7,300 cr Total Sanitation Campaign – 1,200 cr Sarva Siksha Abhiyan - 13,100 cr Mid Day Meal Scheme – 8,000 cr Special programs for SCs/STs/OBCs/Minorities – 6,964 cr Special programs for Women - 11,460 cr Special programs for Children - 33,434 cr Bharat Nirman (rural infrastructure) – 31,280 cr Jawaharlal Nehru National Urban Renewal Mission – 6,866 cr Special assistance to NE states – 14,365 cr
End all subsidy schemes; Give Rs 600 p.m. to all voters ↓↓ End of corruption & wastage
Non-merit subsidy is 10% of GDP = 400,000 Cr / 40 Cr voters = Rs 833 p.m Why to all? ,[object Object],[object Object],[object Object],[object Object],Why Rs 600 p.m.?
From where will the amount of subsidy come? Amount required: Rs 4 lakh crore No. of employees in Central & State Governments = 2 Crore Total expenditure on their pay, pension & perks p.a. @ Rs 20,000 p.m. (average) = Rs 4.80 lakh crore Savings if 80% employees are retrenched = Rs 3.84 lakh crore The balance amount = Rs 16,000 crore can be easily met by taxes; Total revenue receipt only in the Union Budget (2007-08) = 5.29 lakh crore More revenue by privatization of loss-making PSUs & reduction in tax rates
4. 24 hrs electricity & comfortable train journey through privatization ,[object Object],[object Object],[object Object],[object Object],[object Object]
Merit and performance enough to succeed Bribe, political / official contacts, sycophancy necessary to succeed Honest; no wastage Corrupt; huge wastage of tax-payers’ money Customer-oriented because profit linked to performance [mobile phone, air travel, broadcasting, private courier, private townships] Indifferent to customers because reward not linked to performance [Landline phone, railways, power, hospitals, education] Market-led system Govt/Public sector led system
Some examples of differences Rich variety & contents in private channels Boring programs of Doordarshan Telecasting Prompt service; excellent doctors & nurses; clean & well managed Lack of care; shortage of doctors & nurses; dirt & chaos Medical care Better quality teachers; more dedication; better facilities Shortage & poor quality of teachers; absenteeism; poor facilities Schools Excellent condition of private roads like Mumbai-Pune Expressway Pot holes, poor quality even in major cities and on NHs; road accidents claim maximum lives Roads No power cuts in Mumbai served by Tatas Frequent power cuts Electricity Immediate; low rates; excellent service long waiting; high rates; poor service Telephone Private Govt Services
TREND TOWARDS PRIVATIZATION WORLDWIDE Since 1990, $ 1 Trillion assets shifted from Public to Private ownership Share of State Owned Enterprises in global GDP declined from 12% in 1979 to 6% in 2004. 90% surveys confirmed that businesses worked better after privatization. Evidence given by OECD / World Bank > private enterprises are more efficient than State Owned Enterprises.
Some international success stories of privatization Railways in Japan: Privatization of Japanese National Railways (JNR) done in 1987 because of loss making. In 1985, it had $ 214 billion debt & incurred annual loss of $ 10 billion. Drastic improvements after privatization : ,[object Object],[object Object],[object Object],[object Object],Privatization of Railways >> Sweden, Netherlands, Australia, Argentina etc Rakesh Mohan Committee Report on Indian Railways
Hence Maximum privatization is needed ,[object Object],[object Object],[object Object],[object Object],[object Object]
5. Reduction in number & rates of taxes. No income tax up to Rs 4 Lakh > More than 50 types of taxes in India > we will reduce them to less than 10. ↓↓ We will reduce them to less than 10% ↓↓ > Tax rates are very high: up to 30% Income Tax; up to 33% Corporate Tax This would reduce corruption AND increase economic growth + revenue collection
Thank You

  • 18. Merit and performance enough to succeed Bribe, political / official contacts, sycophancy necessary to succeed Honest; no wastage Corrupt; huge wastage of tax-payers’ money Customer-oriented because profit linked to performance [mobile phone, air travel, broadcasting, private courier, private townships] Indifferent to customers because reward not linked to performance [Landline phone, railways, power, hospitals, education] Market-led system Govt/Public sector led system

  • 22.
