(CASE STUDY : JAMBI PROVINCE )
Jambi Province is a province with an area offorest plantations and relatively large compared to the settlement.
With the large area makes major commodities Jambi province is the result of plantation and agriculture of oil palm
plantations, rubber cane and food crops such as rice and pulses. Rubber plantations as one of the trade commodities
require continuity in management which in the previous 5 years increase in population growth in the province ofJambi
significanly, especially in the area around the city of Jambi. With the increase in population makes land occupation
that will be used as residentialareas and settlements awoke to become potent to replace the plantation area. Particularly
in the area Merangin, Bungo, Muaro Jambi and Tanjung Jabung. The district is the largest rubber producing centers
in the province of Jambi.
To maintain the availability of commodities and sustainability of smallholder rubberplantations,most people
rely on rubber plantations Jambi, environmental conditions are suitable for rubberplantation.In 2005 Jambi provincial
government through the Department of Plantation and rural agribusiness development centers for 2006 up to 2010 has
been implementing a program rejuvenation to address the problems of smallholder rubber plantations, among others,
the level of use of low quality seeds,a low level of productivity of 714 kg / ha, the need for rejuvenation of the nearly
more than one hundred and fifty thousand hectares ofold rubber, still many traders who seek lowering the price, mode
of cultivation which has not followed the technical provisions,so that the rubber plantation forests seem like rubber,
no funds available specifically for rejuvenation with reasonable interest rates according to the level of risk faced, old
rubber timber potential has yet to be utilized optimally Availability fertilizer subsidized very little and more priority
to the needs of food crop farmers, thus farmers plantations of trouble to get it.
Development of smallholder rubber implemented since 2006 is a rejuvenation pattern of "participatory" or
empower farmers with the involvement of the local government district and provincial governments. The pattern of
local government relations Provincial and District, set according to the authority of the "autonomy".Farmer’s rubber
as the main perpetrators of rejuvenation, determine the success of rejuvenation in the participatory patterns. The
pattern of development planning quality of life through the people's rejuvenation policy is a form of planning from
above which does not involve the farmers directly due to the nature of direct assistance.In this plan see the results in
2009 the success ofonly 18 854 hectares of land area that can be rejuvenated,only 10% over three years indicates that
it has not succeeded in significantly, but in the long run this program is feasible due to the rubber plant that can reach
20 year production value.
Good spatial planning must think about the sustainability of plantation and forest area, with the rejuvenation
program can avoid land use change from forest areas into regions awakened people, besides creating jobs based on
sustainable micro.
