11. Ministry of Finance The Union Finance & Corporate Affairs Minister has
announced several important relief measures taken by the
Government of India in view of COVID-19 outbreak,
especially on statutory and regulatory compliance matters
related to several sectors. Following measures has been
taken w.r.t GST:
a) Those having aggregate annual turnover less than Rs.
5 Crore Last date can file GSTR-3B due in March, April,
and May 2020 by the last week of June 2020. No
interest, late fee, and penalty to be charged.
b) Others can file returns due in March, April, and May
2020 by last week of June 2020 but the same would
attract reduced rate of interest @9 % per annum from
15 days after due date (current interest rate is 18 %
per annum). No late fee and penalty to be charged, if
complied before till 30th
June 2020.
c) Date for opting for composition scheme is extended
till the last week of June 2020. Further, the last date
for making payments for the quarter ending
31st
March 2020 and filing of return for 2019-20 by the
composition dealers will be extended till the last week
of June 2020.
d) Date for filing GST annual returns of FY 18-19, which
is due on 31st
March 2020 is extended till the last week
of June 2020.

e) Due date for issue of notice, notification, approval
order, sanction order, filing of appeal, furnishing of
return, statements, applications, reports, any other
documents, time limit for any compliance under the
GST laws where the time limit is expiring between

14. Ministry of Finance The Central Board of Direct Taxes (CBDT) highlighted on
17.04.2020 that Income tax refunds to nearly 8.2 lakh
small businesses (proprietors, firms, corporate and
trusts) worth Rs 5,204 Crore have been issued since 8th
April 2020. These income tax refunds would help MSMEs
to carry on their business activities without pay cuts and

21. Ministry of Finance The Department of Expenditure, Ministry of Finance, has
been monitoring, on a monthly basis, the performance of
the 32 top Maharatna and Navratna Central Public Sector
Enterprises (CPSEs) to review their capital expenditure
and the dues to vendors with specific emphasis on MSME
vendors since August 2019.
Clear directions have been given that the CPSEs must
ensure that regular payments are cleared expeditiously as
it spurs investment cycle. Special efforts must be made
to clear dues of MSMEs and resolve cases on the
SAMADHAN portal of Department of MSME. Secretary
(Expenditure) wrote a letter in the last week of April 2020
to the Secretaries of the Ministers and Departments
requesting them to monitor the due payments by the
CPSEs.

Central Armed Police Forces (CAPF) canteens and stores

a) No Late Fees on any Filings made from 1st April 2020

b) Maximum Interval between two board meetings shall
be extended by 60 days for the next two quarters. (Up
to 30th September 2020).
c) Newly incorporated companies are required to file a
declaration for Commencement of Business within 6
months of incorporation. An additional time of 6 more
months shall be allowed.
d) Every Company is required to have at least one
resident director. Such a requirement has been

The Corporate Affairs Ministry (MCA) has come up with
the ‘Companies Fresh Start Scheme 2020’ to enable
companies make good of any filing-related defaults,
irrespective of duration of default, and make a fresh start
as a fully compliant entity. To provide a similar facility to
Limited Liability Partnerships (LLPs), the MCA has also
revised the ‘LLP Settlement Scheme, 2020’, which is in
vogue today. The Fresh Start scheme and modified LLP
Settlement Scheme reduce compliance burden during the
unprecedented public health situation caused by Covid-
19.

KVIC Chairman, Shri Vinai Kumar Saxena today instructed
concerned agencies to scrutinize the applications under
PMEGP and forward it to banks for disbursal of funds
within 26 days. He also instructed bringing down this time
frame to 15 days. It will be mandatory for implementing
agencies to guide and hand-hold the applicants for
formulation of proposals and assist them till sanction of
loan. All agencies will follow-up with banks for early
sanction of loans.

(ECLGS)
The Union Cabinet, chaired by the Prime Minister Shri
Narendra Modi, has given the following approvals:
• To enable additional funding of up to Rs. three lakh
crores to eligible MSMEs and interested MUDRA
borrowers by way of "Emergency Credit Line
Guarantee Scheme."
• Under the Scheme, 100% guarantee coverage to be
provided by National Credit Guarantee Trustee
Company Limited (NCGTC) for additional funding of up
to Rs. three lakh crores to eligible MSMEs and
interested MUDRA. borrowers, in the form of a
Guaranteed Emergency Credit Line (GECL) facility.

Cabinet: Emergency Credit Line Guarantee Scheme (ECLGS) The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given the following approvals: • To enable additional funding of up to Rs. three lakh crores to eligible MSMEs and interested MUDRA borrowers by way of "Emergency Credit Line Guarantee Scheme." • Under the Scheme, 100% guarantee coverage to be provided by National Credit Guarantee Trustee Company Limited (NCGTC) for additional funding of up to Rs. three lakh crores to eligible MSMEs and interested MUDRA. borrowers, in the form of a Guaranteed Emergency Credit Line (GECL) facility. https://pib.gov.in/Press ReleseDetail.aspx?PRID =1614459
