1. RESOLUTION OF THE BORANA COUNCIL OF ELDERS,
ISIOLO COUNTY
1. Isiolo is a county where all ethnic groups of Kenya live. But many have forgotten they are our
guests. We remind all that the owners of Isiolo county are Borana and have always, historically been
Borana. This is an undisputed fact, and a reality.
2. We live in harmony with all the different communities who reside in Isiolo. However, there are
those guests who undermine our integrity, those who kill, those who destabilize and disrupt our
cultures, as well as misusing our ancestral land. These will not be tolerated any more.
3. Community Conservation good in principal and a basis for sustainable development. The
Northern Rangelands Trust method however, is not acceptable for our lands or cultures. We must
as Borana Pastoralists and Hunter –Gatherers use our own models of community development, for
the health, economic and commercial benefit of our communities, and we tell Northern Rangelands
Trust to leave Isiolo County. This includes the areas of Oldonyiro, Biliqo Bulesa and Nakuprat-
Gotu.
4. We have also allowed grazing rights to the Garre for a long period, but they have not appreciated
our kind gestures, rather, they have been both abusive and quarrelsome, including dishonoring the
community by refusing to attend the meetings called by the Borana Council of Elders. In view of
this we demand that the Garre communities move out of our grazing lands with immediate effect.
5. In regard to the differences between Biliqo and Kina, we call for meetings from those we
designated into the political county and national government to reconcile the two differences.
6. The land issue in Isiolo is a time bomb, due to excessive levels of corruption in the Lands Survey
national and county offices. It is essential to that attention is paid by elected leaders to these corrupt
officials, and remove them away from these offices, and their ‘revelations’ to be null and void.
7. The boundary dispute between Isiolo and Meru has been resolved by the court – to STOP
adjudication and any SETTLEMENTS until further notice. This resolution MUST be upheld.
8. Lastly, the community has been bitter about the repeated, arbitrary and capricious summons of
Elders by Security on the Gotu land issue. We urge in future that we be given a forum together
with our voted political representatives. In place of summons we ask that security organize forum
meetings in the future.
