2. Arranging the Parliament
After the protests, invitations
were sent to all German states
to attend a Vorparlament in

4. King of Germany?
The Parliament eventually
asked Frederick William to be
King of all Germany – but by
then he opposed their plans.
Franz Josef of Austria was
also opposed to the plans and
the parliament failed.
5. Arguments for
The parliament did show a
commitment from people in
all states to political change
and a united Germany.
Many agreements were made
which would have massively
changed Germany.
6. Arguments against
Middle classes dominated the
parliament – their priorities
were not the same as peasants.
The Parliament also did not
control the armies – so it could
not impose it wishes.
7. Arguments against
There was also a major split
about what a united Germany
would look like.
* Grossdeutschland – would
include Austria
* Kleindeutschland – would
exclude Austria
