In modern history ISIS has become more menacing than they have been in the past, but here is the history of how ISIS became who they are today. Abu
Musab al–Zarqawi was an al–Qaeda recruit who climbed the ladder and eventually became the leader of ISIS in its early stages because he challenged

ISIS. They fought under the banner "Al Qaeda in Iraq" They are a Jihadist military group which came from radical Sunni jihadists in Iraq. Iraq is also

Malala Yousafzai was shot by a terrorist group from. She was shot by the Taliban. Another big terrorist group in Iraq. Malala is now a Nobel Peace

Looking back to ten years ago, many of us would have never thought technology would have taken off like it did. In order to communicate with
others we would have to physically be in there presence or call them from a landline telephone (if available). Today, social media has created several
outlet for individuals across the globe to communicate. Sites like YouTube, Google+, Facebook, Twitter, and Instagram allow users to communicate

media and terrorism, and how it has provided access for the promotion of the violent messages as well as allowing the news of terrorist attacks and
assassinations to reach many parts of the world within a matter of minutes.

In late 2002, the United States began to deploy troops to the Gulf region as a result of Iraq's refusal to comply with the United Nation's (UN)
mandates. Operation Iraqi Freedom (OIF) was launched on 20 March of 2003. While much emphasis has been placed on the intelligence failures
surrounding OIF, including utilizing fabricated intelligence as a means to invadeIraq, and the belief that Iraq had a stockpile of weapons of mass
destruction (WMDs), there has been little to no reporting on the success of intelligence within the country. Scholars and war experts affirm that
intelligence played a significant role in supporting the development of Iraq war plans. This contribution led to several successes during OIF, the most
notable being the capture of the fifth president of Iraq, Saddam Hussein, who was eventually tried and executed. Other successes include the demise of
al–Qa'ida's leader in Iraq, Abu Musab al–Zarqawi, aiding in providing vital security information, the identification of the adversary's military capacity,
and supporting OIF's planning stage. Intelligence played a vital role in the capturing of the Iraqi president, Saddam Hussein. The Intelligence
Community, together with Special Operations Forces (SOF), gathered adequate and accurate human intelligence (HUMINT) that helped in the
identification of Saddam Hussein's location. According to senior U.S. officials, HUMINT, rather than other kinds of information produced by technical
means, led the U.S. to Saddam.

Al Qaeda Of Osama Bin Laden
Basic Overview
Al–Qaeda, or "the Base" in Arabic, is an arrangement of extremists initially organized by Osama Bin Laden. Al–Qaeda originated throughout the
uprising against the Soviet occupation of Afghanistan. Thousands of volunteers from around the Middle East came to Afghanistan as mujahideen,
warriors fighting to defend fellow Muslims. Bin Laden returned to his native Saudi Arabia after the Soviets withdrew from Afghanistan and founded an
organization to help veterans of the Afghan war, thus creating the basis ofal–Qaeda. The death of Bin Laden, who was killed in a joint operation by US
troops and CI operatives in May 2011, complicated the future of al–Qaeda. Some speculated that the group might seek retaliation, while others
wondered if they would wallow without their supreme leader. More than a month after bin Laden's death, al–Qaeda named Dr.Ayman al–Zawahiri as
their new leader. Following bin Laden's death another powerful top ranking al–Qaeda leader, Fazul Abdullah Mohammed, was killed in June. Fazul
Abdullah Mohammed was the leader of al–Qaeda in East Africa and was responsible for the organized US embassy bombings in Kenya and Tanzania
in August 1998.
Al–Qaeda's leadership masterminds a loosely organized network of cells, with a small, mobile and decentralized infrastructure. It recruits members
from thousands of Arab Afghan veterans and radicals around the world, with each cell operating independently with its members not knowing the
identity of other cells.

In February 2004 the group killed 150 people in simultaneous attacks in Baghdad and the Shiite holy city of Karbala during the Ashura festival

One of the newest and most dangerous terrorist groups is the Islamic State in Iraq and Syria, also known as ISIS and formerly known as al Qaeda in
Iraq. Tracing back to Osama Bin Laden, this Islamic militant group was formed in October of 2006 after several jihadist groups merged together to
form what would be known as the Islamic State of Iraq (Al–Monitor, 2015). The group is an Islamic extremist group that follows the Islamism religion.
Many Muslims believe that their religion should "guide social and political as well as personal life" but this jihadi group of individuals are
extremists (Berman, 2003). There are just over 1 billion Muslims in the world and of them about 10 million are what is known as Salafi jihadists,

There is a radical emergent militant Islamic revolution manifesting in different forms around the globe. Why is this phenomenon occurring and what
are the best options available for the operational artist to counter it where it occurs? This paper examines the global jihadist threat as currently
manifesting itself through groups such as Al Qaeda and Islamic State of Iraq and Syria/Levant (ISIS/ISIL). There are several arguments furthered by
this paper building on the works of other scholars and analysts. Primarily that the current jihadists threat is actually a global revolutionary movement
against the established world order following Mao's three phases of protracted war. Second, that the fractures within the jihadist movement constitute an
internal nascent civil war presenting seams that can be exploited. Third, that to exploit the seams presented a global coalition is required to maximize
capabilities and minimize hurdles within the global system to address the transnational threat.
The working hypothesis is that there is a global insurgency consisting of currently disparate and dispersed radical militant Islamic groups that has not
yet coalesced into a coherent whole.

TRANSITION TO negotiation:
Negotiation is a technique for discussing issues among people which attempts to attain a resolution which will be beneficial for some of the conflicts
in the Middle East. Trying to make a better world through negotiations. In order to avoid tensions, Fisher and Ury (1983) argue, the development of
four principles in every negotiation: separate people from the problem, focus on interests rather than positions, generate a variety of options before
settling on an agreement, and insist the agreement be based on objective criteria. These four points should be considered in daily negotiations which
are being transparent and developing trust.
Active listening has played a major role in the meeting; it created trust and supports for all involved. Theoretically, when working decision making to
invade Iraq, several principles must be observed. The first part is the creation of new ideas which allows outside sources to facilitate the negotiation
utilization of active listening skills with the leader or group in the Middle East. Secondly, the implementations of hardball tactics which help accelerate
the negotiation process. And lastly, the nonverbal communication as a positive form of contact with groups, which augments the process of
negotiations. We learn from different circumstances, for example, 911 event, the invasion to Iraq, and others to try to be better at negotiation. We must

Introduction
The nature and scope of terrorism is shifting. Following the 9/11 attacks, the United States developed a massive counterterrorism apparatus to defeat
Al–Qaeda. However, over the past decade there has been a noticeable difference in how terrorists recruit and operate. The international community has
not yet adjusted to these changes, and states continue to rely on conventional methods to combat terrorism. With ISIS emerging as a global terrorist
threat, there is a need to implement strategies that can successfully defeat this unconventional enemy. This paper will discuss the evolution of ISIS, and
compare it with Al–Qaeda. It will analyze how the US strategies designed to defeat Al–Qaeda are inadequate to deal with ISIS, and provide some
policy recommendations. The origin of ISIS can be traced back to the Soviet occupation of Afghanistan in 1979, when Osama bin Laden and Abu
Musab Al–Zarqawi joined the global recruitment of 'mujahedeen' to defeat the communist enemy (Beauchamp, 2016). At the end of the war in 1989,
Osama bin Laden formed Al–Qaeda, whereas Zarqawi unsuccessfully attempted to form a similar group in Jordan. Following the invasion of Iraq in
2003, Zarqawi formed his own terrorist group in the country. He recruited many of the Sunni soldiers from Saddam Hussein's disbanded army who

world 's most wanted men and had a huge impact on the extent of violence Isis would eventually start to use. It's hard to say who is in charge of Isis
because there are multiple Muslim men who have the intelligence and rankings to assemble the organization.
The development of Isis, as well as al–Qaeda, occurred in four major stages. During the years of 2004 and up to 2006, when Abu Musab al–Zarqawi
