The rationing
The rationing is a way to stop waste by buying too much. The
bread for example, you could only buy 100g per day and by
person. It's the governement that organise the rationning in all the
country mostly during critical times like war.
At home front during the World War I there were a very restrained
rationing, you couldn't take anything you want. Some cities like
Nantes were forced to adopt improvised solution to fight against
the waste.

During war, the prices were really high and the mayor were
forced to buy very big quantities to make lower prices for the
person that couldn't buy so expensive food.
Short-handed
While the men were
requisitioned, the old person
and the women were forced
to do there jobs. They
worked in the farms, in the
factories or in other difficult
jobs. This reduce the
production because this
unskilled labor weren't as
productive.
