Before 1990 there was era of communists – only one party to choose
from (communist party) – it was called democracy but it was more likely
autocracy (totalitarian political regime)
After revolution (1990) – system of election really and rapidly changed to
the democracy principle based on possibility to elect Your favourite party

The number of members of the City Assembly in the Czech Republic has to
be odd and it is determined by the number of citizens of the city

13. Budget of cities in the Czech Republic – tax allocation
The majority of taxes go directly to the shared budget of the state and after that is allocated to
the cities, but property tax is the tax which goes to the city budget directly in amount of 100%
Three development stages of allocation of taxes in the Czech Republic:
1.1993 – 1995 – Law 10/1993 Sb. and Law 331/1993 Sb.
income tax calculated as a proportion of all-district income (share of municipalities in 1995 was
55%), where a specific amount depended on the number of residents in the city to the number of
inhabitants in the district. The problem was, however, this system made disparities between rich
and poor districts and very strong competition between municipalities about permanent
residence of its entrepreneurs.
2.2001 – 2007 – there were changes – every city received incomes from the shared budget
(20,59 % financies for the cities and 68,99 for the state, the rest for Regions). The total amount
was redistributed to the cities according to the number of citizens.
3.2008 – present – Law 377/2007 Sb., which is valid from 1.1.2008
There is change of amount from the shared budget from 20,59% to 21,40 % for cities
Total tax revenues was about 154.4 billion CZK (5,6 billion EUR)

Establishment of the Czech Republic in 1993 (split of Czechoslovakia)
The changes of "pa" started after 1989 (when the regime changed)
before 1989 the whole "pa" was under the control of state and communist
party (totalitarian regime – the state tried to control the citizens for the whole
time, everyone had be employed, unemployed people were fined)
Executive power was centralized
Administration was executed by National Committees (3 degrees of
organization - regional, district and city National Committy)
The main goal of reform – to remove the difficulties in operation of "pa", to
improve it and to bring "pa" closer to citizens
local authorities exercised under special laws, in addition to local government
as well as state administration tasks
transfer of powers 73 district offices in 205 municipalities with extended
powers.
1990 – the establishment of municipalities, cancellation of National Committees
Law 367/1190 Sb. about municipalities (municipalities took over the
management of city National Committees)

2002 – the main goal is development of decentralization processes
The cancelation of district authorities 31.12.2002 and transformation of all
activities to the regional authorities and to the municipalities with extended
activities (it is valid from 1.1.2003)

1.Municipality with extended activities (minimum 15 000 citizens, with its own
transport system, we have 194 and will be maybe 205)
2.Municipalities with its own delegated municipal authority (388)
3.Another municipalities (6244)

The main goal of reforms was to make process of decentralization, to transform
compenecies from the state to the local municipalities
Activities of municipalities:
general internal administration - issuing identity cards, passports
transport - issuing driving licenses, keeping the motor vehicle registry
trades - permitting free, bound and licensed trades
Social security - making decisions on providing aid for child maintenance,
payment of social benefits
Child protection - Power Child protection, arranging adoption and foster care
Environment and agriculture - special building authority in matters of issuing
building permits for the implementation of water projects; giving consent to the
buildings; flood protection
conservation - a financial contribution to the increased costs associated with the
preservation and restoration of cultural heritage
other activities

Editor's Notes
Before I begin to talk about our best practice example, which is Pardubice Winery Half-Marathon, I would like to introduce you our city and foreign affairs policy shortly.
Pardubice is capital city of Pardubice Region, it has over 90.000 inhabitans. History of the city goes back to 13th century. Our city used to have important role during 14th and 15th century and also during second World War. Our old town with castle is protected heritage site since 1964.
Within the Czech Republic and also abroad we are known as city of horses and gingerbread. We have a horse in our code of arms and also in our logo. We have the oldest and hardest steeplechase run in continental Europe with tradition more than 140 years, which is called Velka pardubicka steeplechase and oldest stud farm with unique kind of Kladruby horse nearby. Tradition of gingerbread making dates back to 15th century.
We are also called city of sport, not only because of the steeplechase, but also for almost 70 years tradition of motorcycle speedway race Golden Helmet, Ice-Hockey (extraligue, 6xchampions), long tennis tradition – in city takes place Junior Championship which has 90years tradition and we have very good baskteball team.
During school year, there are more than 10.000 students in our city.

City has set up its own internal policy with given priorities in international cooperation:

With main aim to students, youth and horses.
We evaluate each project proposal one after one and do not avoid joining projects with another points of interest, if they are in accordance with other priorities of the city, such as the strategic plan
First connection in 2002, without a memorandum.
We have few regular annual activities to which we usually invite all of our twinning towns:
Pardubice Winery Half-Marathon – I will talk later about this event
National Days at racecourse – these days are qualifications to Velka pardubicka steeplechase and we usually enrich its cultural program by inviting music or dancing groups,
Days of Honey – festival of apiculture
Velka pardubicka steeplechase – is our top event to which we invite political representatives of our partner towns,
We organise exchanges of: teachers, students of cultural and sports groups
And I should not forget to mention, that our city is also a member of Euro Equus assocciation, which was founded in 2005.The Association aims to promote and further develop cultural heritage of horses.
As you can see, these events fulfill our internal policy, we set up.
If we are talking in numbers, it means that:
We approximately have 8 regular events with our twinning towns a year, usually with more cities in one time
We have approximately 30 up to 35 foreing missions abroad a year
What we can be proud of is, that our city has got an economic impact from one partnership and that is Nedcon company from our twin town Doetinchem. Plant in Pardubice was open in 1994 and it has 240 employees.
Other projects:
CreArt – financed from Culture program, led by spanish city Valladolid
This project is planned for 5 years and is focused on the promotion of creativity and visual arts, there are participating 12 cities from 10 countries such as Linz (Germany), Genova (Italy), Vilnius (Lithuania).
