Massive Open Online Courses (MOOCs) and Open Educational Resources (OER) provide low-cost and lifelong education opportunities through non-degree online courses and openly licensed educational materials. The document discusses how MOOCs and OER allow people to continuously learn and gain new skills through online resources, as skills now have shorter half-lives. It also explores the concept of "stacking" microcredentials obtained through MOOCs to demonstrate competencies.
