1.1 e-Government Concept
1.2.1 What is e-Government?
• Generally, e-Government is the use of Information, Communication
and Technology (ICT) in delivering service in effective and efficiency
manner. e‐ Government in the Tanzania context aims at improving the
delivery of quality services to the public through the best use of
technology. It involves use of ICT to support service delivery to the
public, businesses and citizens (G2C and G2B) that are the key
beneficiaries.

2.0 e-Government Agency
2.1 e-Government Agency– Introduction
• e – Government Agency (eGA) is established under the
Executive Agencies Act, Chapter 245 as a semi‐
autonomous institution, with the mandate of coordination,
oversight and provision of e‐ Government initiatives and
enforcement of e‐ Government standards to MDAs and
LGAs.

2.0 e-Government Agency
2.2 Short History
• The establishment of eGA one among several initiatives by
the Government to operationalize National ICT Policy (2003).
• The Policy articulates the need for increasing the use of
Information and Communication Technology (ICT) within
MDAs and LGAs with the purpose of enhancing work
efficiency and improving service delivery to the public.
• In line with this, in 2004 the Cabinet issued a directive to
President’s Office Public Service Management (PO ‐ PSM)
instructing PO‐ PSM to start the implementation of e ‐
Government initiatives.
• Official inaugration on 11 July, 2012

AIM: “coordinating, overseeing and promoting the
implementation of e-Government initiatives in the public service
in Tanzania”
VISION: “to be a highly innovative institution, enabling the use
of ICT for improving Public Service delivery”
MISSION: “to provide an enabling environment through
coordination, oversight and promotion of ICT usage for
improvement of Public service delivery”

2.1 Functions and Responsibilities
2.1.1 Major Roles and Functions of the e‐ Government Agency
1) To ensure coordination, management and compliance of
e‐ Government implementation and initiatives;
2) To ensure within the Government users have access to
shared ICT infrastructure and resources;
3) To promote and provide e‐ Government advisory and
technical support for implementation of e‐ Government;
4) To coordinate, manage, develop, disseminate, monitor
and evaluate e‐ Government standards and guidelines;
and
5) To ensure that the public has access to e‐ services.

3.1 On-Going Initiatives
• Harmonization of Government ICT Related Initiatives
• Development of e-Government related Guidelines and
Standards
• Quick e-Government Baseline Survey completed. This
will help eGA to smoothly assumes its mandate after
establishment of the Government current status on ICT
implementation.
• ICT Human Resource capacity improvement .
• eGA is in the process of hiring permanent staff.
• Training plan for the MDAs and LGAs ICT staff is
completed

• Completion of Government Portal – One stop shop for all Online
Government Services
• Revamping of the existing Portal is underway
• Feasibility study for Business Portal is underway
• Quick available services will be land information, business
registration, tourism and natural resources related permits.
• Leverage on Mobile technology too offer various services to
citizens.
• Health, education, agriculture and business related services
• Road Traffic related services
• Complaints and Grievances services
Feasibility study to identify and prioritize Government
Services which can be offered through mobile technology is
underway.
