U.A.E: Nawah starts fuel load at Unit 3 of Barakah nuclear plant

Emirates Nuclear Energy Corporation (Enec) has announced that its operating and maintenance
subsidiary, Nawah Energy Company, has begun the process of loading fuel assemblies into the
reactor of the Barakah plant following the granting of operating licence by Federal Authority for
Nuclear Regulation (FANR) to Nawah for Unit 3 of the plant. The Barakah plant, located in the Al
Dhafra region of Abu Dhabi, is one of the largest nuclear energy plants in the world, with four APR-
1400 Units.
Enec pointed out that with Unit 3 now approved to operate alongside Units 1 and 2, this milestone
demonstrates the substantial and swift progress that has been made in developing nuclear energy
as a strategically significant, clean and abundant source of electricity for the UAE, while transforming
the country’s energy landscape and enhancing national energy security.
According to Enec, Unit 4 is in the final stages of commissioning prior to construction completion.

Managing Director and CEO Mohamed Ibrahim Al Hammadi said: "We are delighted to receive the
Operating License for Unit 3 at the Barakah Plant, and we look forward to the start of reliable
electricity production alongside Units 1 and 2 in the coming months."
"As we count with Unit 3, we are rapidly delivering a practical climate solution on the ground,
enabling the UAE’s large-scale decarbonisation efforts alongside its economic growth, and leading
the way to achieving Net Zero emissions by 2050," stated Al Hammadi.
"The success and benefits of bringing each Unit at Barakah into operation in consecutive years
since Unit 1 in 2020 showcase the significant benefits of developing a multi-unit nuclear energy
plant in driving energy security and sustainability for nations that commit to the long-term
development process of a civil nuclear programme," he added.
Enec pointed out that the receipt of the Unit 3 operating license confirms that the plant, people,
programmes, policies and procedures meet FANR’s robust standards, after conducting 120 unit-
specific reviews and inspections.
In addition, all voluntary reviews by the International Atomic Energy Agency (IAEA) and the World
Association of Nuclear Operators (WANO) have been successfully completed. Prior to the license
from FANR, WANO completed a Pre Start-Up Review (PSUR), confirming the Unit’s readiness for
operation, it stated.
This is the third unit that will enter the operational phase in the last three years, leveraging the
expertise and experience of the operating teams, and the knowledge gained during the loading of
fuel into Unit 1 in February 2020 and Unit 2 in March 2021.

With the completion of the fuel load process, the operations team will proceed with preparations for
start-up of the Unit later this year, followed by the delivery of the first megawatts of clean and reliable
electricity.
Nawah CEO Engineer Ali Al Hammadi said: "Receiving the third operating licence for Barakah plant
is the result of over 520 rigorous reviews to date from our independent regulator, FANR, of which
120 are related specifically to Unit 3. The reviews cover every aspect of the plant to ensure we are
ready to operate in line with national regulatory requirements."
"Successfully passing these reviews is testament to the expertise we have developed and the
outstanding operating experience of our teams, made up of highly-skilled and qualified UAE
Nationals and international experts. As they make progress in bringing another unit into the
operations phase, we are proud of our highly qualified professionals for their dedication and
achieving the milestones in accordance with the highest standards of performance and operational
excellence," noted Al Hammadi.
"When it begins to operate at full power within the coming months, the third Unit will add a further
1,400 MW zero-carbon emission electricity to the national grid, similar to each of the other two
reactor Units, propelling the country ahead in meeting its goal of achieving Net Zero emissions by
2050," he added.
The Barakah Plant is the only multi-unit nuclear energy plant operating in the Arab world. A
powerhouse for the nation’s sustainable development and stability, the Plant generates high-value
jobs and stimulates the growth of local industries.
Barakah also provides significant environmental benefits for the nation today and for the next 60
years and beyond, through rapid decarbonization of the energy sector. When fully operational, the
plant will prevent 22.4 million tons of carbon emissions - the leading cause of climate change - every

U.A.E: Adnoc awards EPC $173m to boost outbut at Asab oil field

Adnoc awarded a contract worth $173 million to boost production capacity of Abu Dhabi's
flagship Murban crude at one of its largest oil fields, Asab. The company's subsidiary, Adnoc
Onshore, awarded the three-year engineering, procurement and construction (EPC) contract to
Archirodon Construction Overseas Company, it said in a statement on Monday.
The project will boost the capacity of the light
and sweet Murban crude from the Asab field by
12 per cent.
It will also increase "the handling capacity of the
Asab Central Degassing Station, which serves
as the central processing hub for Adnoc
Onshore’s South East and Haliba fields" while
allowing the company to support the production
evaluation of nearby exploration blocks, Adnoc
said.
"This work further supports our advantage of
providing some of the world’s most cost-efficient, lower-carbon crude, as we continue to accelerate
towards an oil production capacity of 5 million barrels per day by 2030," it said.
Adnoc plans to spend $127 billion in capital expenditure to bolster its upstream production capacity
and downstream portfolio, as well as its low-carbon fuels business and clean energy ambitions.
It also aims to increase its national reserves of 4 billion stock-tank barrels of oil and 16 trillion
standard cubic feet of natural gas. The company has awarded a number of contracts to increase
its production.
In March, Adnoc Onshore awarded a contract worth $227m to Robt Stone Middle East for enhanced
oil recovery, a technology that will help it to recover more reserves from its largest onshore oilfield,
Bab.
The company also signed a five-year contract worth $3.8bn with Adnoc Drilling in December for the
continued provision of drilling, workovers and other well services that will drive work crew efficiency,
as well as improve rig move times and maintenance scheduling.
In October 2020, Adnoc Onshore awarded $324m in contracts to Robt Stone and the UAE arm of
Oman's Galfar Engineering and Contracting to optimise operations and boost efficiencies across
several onshore oil fields in Abu Dhabi.
Its latest construction contract, awarded to Archirodon, will result in nearly 70 per cent of the value
flowing back into the UAE's economy under Adnoc's In-Country Value programme, the statement
said. Archirodon was also awarded a $490m EPC contract by Adnoc in November 2019 to upgrade
the Bab oil field.

Egypt, Israel and EU ink strategic gas export deal

The European Union on Wednesday signed a deal with Egypt and Israel for the exporting of liquefied
natural gas to Europe, under the umbrella of the East Mediterranean Gas Forum. The declaration
of intent was signed by Egyptian Petroleum Minister Tarek Al Molla, Israeli Energy Minister Karine
Elharrar, and EU Energy Commissioner Kadri Simson, in Cairo in the presence of European
Commission President Ursula von der Leyen.
Under the deal, Israel will deliver gas to neighbouring Egypt, where it will be liquefied and exported
to Europe. Elharrar explained that this agreement will work on the stable delivery of natural gas to
the EU from the East Mediterranean region.
"Since the Russian invasion of Ukraine, the EU has increasingly looked for other sources of energy,"
said the European Commission President, expressing her happiness at attending the signing
ceremony. "The EU seeks to make itself less dependent on gas from Russia, whose supplies
accounted for 45 percent of the bloc's gas consumption last year," she added.-
Israeli energy minister inks deal to export gas to Europe via Egypt
Energy Minister Karine Elharrar hailed the signature this morning of a trilateral memorandum of
understanding between Israel, Egypt and the European Union on the export of natural gas as a
historic event.

Israel’s Energy Minister Karine Elharrar signed this morning in Cairo a trilateral memorandum of
understanding with Egypt and with the European Union, enabling Israeli marine-extracted natural
gas from the Mediterranean Sea to be exported to Europe through Egypt.

Addressing the 7th ministerial meeting of the East Mediterranean Gas Forum (EMGF), Elharrar said
that the joint commitment by Israel and by Egypt to share their natural gas with Europe places both
countries and the region as major global players in the energy market.
"This is a statement to those who see in our region only negative forces such as division and conflict.
This memorandum attests to the fact that we are paving a new path, that of partnership, solidarity
and sustainability. We are not just changing the paradigms in our region, but also how others
perceive us and our regional future," Elharrar noted. "Together with our European partners, Egypt
and Israel are sending a message that one can be competitive in the natural gas market while
seeking a better environmental future."
Referring to the signing of the memorandum as a "historic moment," Elharrar said the agreement
"doesn’t just safeguard natural gas exports to a Europe affected by horrendous outcomes of war [in
Ukraine], but it also sets us on the road to a sustainable and more hopeful region."
Jordanian Minister of Energy and Mineral Resources Saleh Al-Kharabsheh, who spoke right after
Elharrar, did not refer directly to Israel, but insisted that progress can be made only by all the
members of the forum working together. He stated that Jordan was committed to dialogue with all
EMGF members in order to achieve the goals of promoting regional natural gas and advancing
energy sustainability and protection of the environment.
After the signing, EU Energy Commissioner Kadri Simson tweeted, "This is a historic day for
the EU’s energy engagement and energy security: Signing the MOU with Egypt and Israel, two
reliable, strategic partners. We will be able to count on LNG [liquified natural gas] from Israel and
the Mediterranean region via the Egyptian LNG infrastructure." Elharrar and Simson also held a
separate meeting between them, on the margins of the EMGF ministerial meeting.

According to Israel’s Energy Ministry, the understanding signed today in Cairo recognizes the key
role that natural gas increasingly plays and will continue to play in coming years in the EU energy
markets, on the backdrop of the European goals for zero emission by 2050. It stipulates that the
signatory parties will work together to enable the regular supply of natural gas to EU member states
from Egypt, Israel and other destinations, through existing natural gas liquefaction infrastructure in
Egypt. The agreement is valid as of today for three years. After that, it will be automatically renewed
for another two years.
The understanding includes a number of steps that should accelerate its implementation, such as
a clause encouraging European companies to participate in competitive proceedings and invest in
natural gas exploration and production projects in both Israel and Egypt. The agreement also calls
for a plan to be formulated for optimal utilization of infrastructure related to natural gas extraction,
liquefaction and transportation.
The Energy Ministry emphasized to Al-Monitor the economic, environmental and diplomatic
importance of the understanding signed today, a process championed by Elharrar for several
months now, and especially since her participation last March at the ministerial meeting of the
International Energy Agency in Paris.
In fact, this year alone, Israel gained 900 million Israeli shekels ($260.5 million) from exporting
natural gas to Egypt. It should also be noted that while security cooperation in the Sinai Peninsula,
the Gaza Strip and the region have long been the basis for Israel’s ties with Egypt, the issue of
energy is now becoming a significant element in enhancing bilateral relations.
Yesterday, Elharrar met in Israel with European Commission President Ursula von der Leyen. The
two women discussed Israeli-European cooperation on energy in general, and the expected
memorandum of understanding signing in particular. She also met with Italian Prime Minister Mario
Draghi to discuss the same issues.
Apart from exporting natural gas to Europe, Israel is striving to further integrate European efforts for
sustainable and clean energies. For instance, Israel’s acceptance last May to the Horizon Europe
2022 innovation and research program opens the way for Israeli researchers also in fields of
renewable energies to benefit from European financing and collaboration with European institutions.

India's Russian coal buying spikes as traders offer steep discounts

India's purchases of Russian coal have spiked in recent weeks despite global sanctions on Moscow,
as traders offer discounts of up to 30%, according to two trade sources and data reviewed by
Reuters.
Russia, facing severe Western sanctions over its invasion of Ukraine, warned the European Union
in April against sweeping sanctions on coal, saying they would backfire as the fuel would be
redirected to other markets.
India has refrained from condemning Russia, with which it has longstanding political and security
ties, while calling for an end to violence in Ukraine. New Delhi defends its purchases of Russian
goods as part of an effort to diversify supplies and argues a sudden halt would jack up world prices
and hurt its consumers.
U.S. officials have told India there is no ban on energy imports from Russia but they do not want to
see a "rapid acceleration".
Yet as European importers shun trade with Moscow, Indian buyers are lapping up huge quantities
of Russian coal despite high freight costs.
Its purchases of coal and related products jumped more than six-fold in the 20 days through
Wednesday from the same period a year earlier to $331.17 million, according to unpublished Indian
government data reviewed by Reuters.

Indian refiners similarly have snapped up cheap Russian oil shunned by Western countries. The
value of India's oil trade with Russia in the 20 days through Wednesday jumped more than 31-fold
to $2.22 billion, the data showed.
India's trade ministry did not immediately respond to a request for comment on Saturday. "The
Russian traders have been liberal with payment routes and are accepting payments in Indian
rupee," one source said. "The discounts are attractive, and this trend of higher Russian coal
purchases will continue."
COAL BUYING TO CONTINUE
Offshore units of such Russian coal traders as Suek AG, KTK and Cyprus-based Carbo One in
places including Dubai and Singapore offered discounts of 25% to 30%, triggering bulk purchases
of Russian thermal coal by traders supplying to utilities and cement makers, the sources said.
A source said the Singapore-based unit of Suek was also accepting payments in dollars. Suek and
KTK did not immediately respond to requests for comment. Reuters could not immediately reach
Carbo One. The EU ban has barred new coal contracts and by mid-August will force members
nations to terminate existing ones.
India bought an average $16.55 million of Russian coal a day in the three weeks through
Wednesday, more than double the $7.71 million it bought in the three months after Russia's Feb.
24 invasion, according to Reuters calculations.
Oil purchases averaged $110.86 million a day in the 20-day period, more than triple the $31.16
million it spent in the three months ended May 26. Indian bulk buying of Russian coal is set to
continue, with June imports expected to be the most in at least seven and a half years, Refinitiv
Eikon ship tracking data showed.
Bulk shipments of Russian thermal coal started reaching India in the third week of May, with orders
mainly from cement and steel firms and traders, according to shipping data compiled by an Indian
coal trader.

China May oil imports from Russia , surpass top supplier Saudi

China's crude oil imports from Russia soared 55% from a year earlier to a record level in May,
displacing Saudi Arabia as the top supplier, as refiners cashed in on discounted supplies amid
sanctions on Moscow over its invasion of Ukraine.
Imports of Russian oil, including supplies pumped via the East Siberia Pacific Ocean pipeline and
seaborne shipments from Russia's European and Far Eastern ports, totalled nearly 8.42 million
tonnes, according to data from the Chinese General Administration of Customs.
That's equivalent to roughly 1.98 million barrels per day (bpd) and up a quarter from 1.59 million
bpd in April.
The data, which shows that Russia took back the top ranking of suppliers to the world's biggest
crude oil importer after a gap of 19 months, indicates that Moscow is able to find buyers for its oil
despite western sanctions, though it has had to slash prices.
And while China's overall crude oil demand has been dampened by COVID-19 curbs and a slowing
economy, leading importers, including refining giant Sinopec and trader Zhenhua Oil, have stepped
up buying cheaper Russian oil on top of sanctioned supplies from Iran and Venezuela that allows
them to scale back competing supplies from West Africa and Brazil. read more
Saudi Arabia trailed as the second-largest supplier, with May volumes up 9% on year at 7.82 million
tonnes, or 1.84 million bpd. This was down from April's 2.17 million bpd.
Customs data released on Monday also showed China imported 260,000 tonnes of Iranian crude
oil last month, its third shipment of Iran oil since last December, confirming an earlier Reuters report.

Despite U.S. sanctions on Iran, China has kept taking Iranian oil, usually passed off as supplies
from other countries. The import levels are roughly equivalent to 7% of China's total crude oil

China's overall crude oil imports rose nearly 12% in May from a low base a year earlier to 10.8
million bpd, versus the 2021 average of 10.3 million bpd. read more
Customs reported zero imports from Venezuela. State oil firms have shunned purchases since late
2019 for fear of falling foul of secondary U.S. sanctions.
Imports from Malaysia, often used as a transfer point in the last two years for oil originating from
Iran and Venezuela, amounted to 2.2 million tonnes, steady versus April but more than double the
year-earlier level.
Imports from Brazil fell 19% from a year earlier to 2.2 million tonnes, as supplies from the Latin
American exporter faced cheaper competition from Iranian and Russian barrels. Separately, data
also showed China's imports of Russian liquefied natural gas (LNG) amounted to nearly 400,000
tonnes last month, 56% more than May of 2021.
For the first five months, imports of Russian LNG - from mostly Sakhalin-2 project in the Far East
and Yamal LNG in Russian Arctic - rose 22% on the year to 1.84 million tonnes, according to
customs data.

Oil prices drop on volatile trade & global economic concerns

Oil prices dropped on Monday in volatile trade, reversing earlier losses, as tightening supplies
outweighed concerns about slowing global economic growth and fuel demand.
Brent crude futures drop 105 cents, or 0.04%, to $112.07 a barrel by 10.05 GMT. Front-month prices
tumbled 7.3% last week, their first weekly fall in five.
U.S. West Texas Intermediate crude was at $109.15 a barrel, down 41 cents, or 0.4%. Front-month
prices dropped 9.2% last week, the first decline in eight weeks.

Oil from Russia, the world's second-largest exporter, remains out of reach to most countries
because of Western sanctions over Moscow's invasion of Ukraine, actions that Russia calls a
"special operation".
The impact has been partly mitigated by the release of strategic petroleum reserves, led by the
United States, and a ramp-up of production from the Organization of the Petroleum Exporting
Countries (OPEC) and its allies, together known as OPEC+, although that is thinning the world's
buffer against further supply disruptions.
"If Washington sticks to its current pace, the U.S. strategic reserve will hit a 40-year low of 358
million barrels by October," ANZ analysts said in a note.
Libya's oil production has remained volatile following blockades by groups in the country's east.
The Libyan Oil Minister Mohamed Oun told Reuters on Monday that the country's total production
is at about 700,000 barrels per day (bpd). Libya's output had fallen to 100,000 to 150,000 bpd, a
spokesman for the oil ministry said last week. read more
Oil products exports from China, once a major exporter, have continued to decline, keeping global
supplies tight.
The country's gasoline exports in May fell 46% from a year earlier and diesel exports plunged 93%
despite stalling domestic demand, as companies ran short of export quotas, Chinese customs data

The oil and gas rig count, an early indicator of future output, rose by seven to 740 in the week to

Massive EV transition is starting in the car rental industry

 Hertz’s $4.2 billion deal to purchase 100,000 Tesla fully electric vehicles (EVs) by the end of
2022 set off a race among rental car agencies.
 Enterprise Holdings and Avis Budget Group have announced their own plans to transition
away from the internal combustion engine.
 But for the $56-billion U.S. rental industry, which buys about one-tenth of auto manufacturers’
new cars every year, hundreds of thousands of traditional autos will be rented for years to
come.
Not long after Hertz Global Holdings emerged from bankruptcy last summer, reorganized after the
Covid-19 pandemic stalled the entire car rental industry, the Estero, Florida-based company
boldly announced a $4.2 billion deal to purchase 100,000 Tesla fully electric vehicles (EVs) by the
end of 2022. Just like that, the race was on within the industry to transition to EVs from internal
combustion engine (ICE) models.
While Hertz was first off the
starting blocks, its two biggest
rivals, Enterprise Holdings
and Avis Budget Group, have
since joined in. But just like the
full-scale adoption of EVs among
American drivers is going to take
years, the rental car shift also will
be a marathon, not a sprint.
“Companies that operate fleets at
our size cannot just turn on a dime
and next year go all EV,” said
Sharky Laguana, president of the
American Car Rental Association.
“Our industry wants to move as fast as it can, but there are some serious and challenging
constraints.”
The initial one, Laguana said, “is just getting your hands on the damn things.”
The $56-billion U.S. rental industry typically buys about one-tenth of auto manufacturers’ new cars
every year, but with persistent supply-chain disruptions, especially the shortage of essential
computer chips, the numbers are way down. The industry bought 2.1 million vehicles from OEMs in
2019, Laguana said, compared with only about 750,000 in 2021. U.S. sales of EVs doubled in 2021,
but still only comprise about 4% of the nation’s total market for cars and trucks.
Another major speed bump for rental car companies is the paucity of EV charging stations, at
airports and other rental locations, hotels, resorts and office buildings, as well as along local roads
and interstate highways. And then there’s the challenge of educating and training companies’

agents and mechanics on EVs, not to mention familiarizing drivers on the differences from operating
ICE vehicles.
Hertz does not state the overall number of vehicles in its fleet, said Jeff Nieman, senior vice
president, operations initiatives, so it’s unknown how many Teslas are available in the more than
30 markets currently offering EVs, which now also include the first of the 65,000 Polestar 2s — an
EV brand jointly owned by Volvo and its Chinese parent Gheely which has planned to go public
through a SPAC deal — Hertz began purchasing in a five-year deal announced in April. Nieman did
say, however, he is confident that EVs will represent “more than 30% of our fleet by the end of
2024.”
In the meantime, Hertz has several hundred thousand ICE models in the U.S. that will be rented for
years to come, said Chris Woronka, an analyst at Deutsche Bank. Even so, “they’ve decided they’re

going to carry the EV torch for the industry and be very outspoken about their plans and goals,” he
said.
Look no further than the spate of Hertz TV spots, starring NFL superstar Tom Brady touting Tesla
rentals, that aired during this year’s Super Bowl. Hertz also has created a dedicated area on its
website to help educate drivers about EVs.
Renting EVs to corporates focused on ESG, carbon neutrality
A primary target for Hertz, according to Woronka, is the corporate market. “The leisure customer
might think it’s cool to drive an electric car, but the longer game is on the corporate side,” he said.
Beyond comparing costs of employees driving EVs versus ICE cars — currently skewed by the
national average of around $5 for a gallon of regular gas — companies view EVs as a quantifiable
way to reduce their greenhouse gas (GHG) emissions, meet net-zero goals and burnish their
environmental, social and governance (ESG) bona fides among sustainability investors and
advocacy groups.
“The initial research has shown that corporate accounts are going to be willing to pay a premium for
EVs,” Woronka said, “because it helps them achieve some of their ESG objectives.”
Not surprisingly, rental companies themselves are embracing this concept, said Sara Forni, director
of clean vehicles for the nonprofit Corporate Electric Vehicle Alliance (CEVA). While they certainly
“want to get more butts in EV seats,” she said, “they also want to meet their sustainability goals and
greenhouse gas emissions reduction targets.”
Siemens US, an affiliate of the German-based conglomerate, is a flagship member of CEVA and
was part of the Hertz EV program launch last fall. “We fully support our global decarbonization and
ESG goals,” said Randall Achterberg, North America travel commodity manager, “and our fleet
makes the largest Scope 1 emissions footprint and we’re already making progress with an
aggressive EV transition strategy,” referring to GHGs produced by Siemens’ U.S. fleet of nearly
10,000 vehicles. “On the corporate travel side, we want to expand our employees’ usage of EVs.”
To date, Siemens has booked more than 100 EV rentals with Hertz. “We’re not pushing as heavily
as we’d like to, because they’re not ready,” Achterberg said, acknowledging the inherent obstacles
in its EV rollout. Siemens is alleviating one stumbling block: it builds EV charging stations and has
committed to manufacture a million of them in the U.S. over the next three years.
Enterprise’s early Orlando EV rental car experiment
Enterprise may not be as out-front as Hertz with its EV rental program, but the privately held
company, headquartered in St. Louis, has been in the exploratory stage since 2014. That’s the year
it began participating in the Drive Electric Orlando Rental Pilot, a multi-year study sponsored by the
Electrification Coalition, a Washington, D.C.-based nonprofit advocating for EV adoption,
particularly among fleet owners.
The pilot, partly funded by the U.S. Department of Energy, was centered at Orlando International
Airport and as well comprised resorts and theme parks in the area. “We also had close partnerships
with local regulators and policymakers, which was critical in making sure we did this the right way,”
said Chris Haffenreffer, assistant vice president of innovation at Enterprise. The company rented
all-electric cars, including Chevy Volts and Nissan Leafs to travelers, who were incentivized with
perks such as free charging, parking and valet service.
“Even though EVs were [then] an afterthought in our business, the lessons learned are consistent
with what we see today,” Haffenreffer said. Namely, getting employees behind the wheel of EVs is

crucial, “so they can communicate actively with customers,” as is partnering with other entities to
invest in the charging infrastructure.
Although the rental companies have said they are building their own charging stations, another
critical partner is the U.S. government, which in last year’s bipartisan infrastructure bill earmarked
$7.5 billion to states to create a network of EV charging stations. Earlier this month, the Biden
administration proposed regulations that would require stations built on interstates with federal
dollars to be no more than 50 miles apart.
Enterprise, like Hertz, is focusing on its commercial-rental fleets and fleet-management division,
where business customers will value the lower maintenance and operating costs. “It’s about being
a trusted advisor to those customers, helping them understand how to operate an EV and the
benefits,” Haffenreffer said. But as with leisure travel renters, figuring out how to get from point A to
Point B and how to charge the car is increasingly challenging, Haffenreffer said.
Parsippany, New Jersey-based Avis saw its stock rocket in early November after it said it was
getting into the EV rental business a week after the Hertz-Tesla deal broke, and though its come
back down along with the entire market, CEO Joe Ferraro told analysts during a conference call at
the time, “You’ll see us going forward be much more active in electric scenarios as the situation
develops.”
Avis has been tight-lipped since then and declined to be comment for this article. But Woronka said,
“I take them at their word.” He cited the rental car company’s sizable corporate fleet exposure as a
reason. “They’re just not ready to pull back the curtain yet on what they’re doing,” he said.
U.S. automakers are spending billions to ramp up their EV production. General Motors aims to
deliver 400,000 EVs in North America by the end of 2023, and Ford has committed to 600,000 by
that same time.

Khaed Al Awadi NewBase for discussion or further details on the news below you may contact us on +971504822502, Dubai, UAE U.A.E: Nawah starts fuel load at Unit 3 of Barakah nuclear plant TradeArabia News Service + NewBase Emirates Nuclear Energy Corporation (Enec) has announced that its operating and maintenance subsidiary, Nawah Energy Company, has begun the process of loading fuel assemblies into the reactor of the Barakah plant following the granting of operating licence by Federal Authority for Nuclear Regulation (FANR) to Nawah for Unit 3 of the plant. The Barakah plant, located in the Al Dhafra region of Abu Dhabi, is one of the largest nuclear energy plants in the world, with four APR- 1400 Units. Enec pointed out that with Unit 3 now approved to operate alongside Units 1 and 2, this milestone demonstrates the substantial and swift progress that has been made in developing nuclear energy as a strategically significant, clean and abundant source of electricity for the UAE, while transforming the country’s energy landscape and enhancing national energy security. According to Enec, Unit 4 is in the final stages of commissioning prior to construction completion.

"The success and benefits of bringing each Unit at Barakah into operation in consecutive years since Unit 1 in 2020 showcase the significant benefits of developing a multi-unit nuclear energy plant in driving energy security and sustainability for nations that commit to the long-term development process of a civil nuclear programme," he added. Enec pointed out that the receipt of the Unit 3 operating license confirms that the plant, people, programmes, policies and procedures meet FANR’s robust standards, after conducting 120 unit- specific reviews and inspections. In addition, all voluntary reviews by the International Atomic Energy Agency (IAEA) and the World Association of Nuclear Operators (WANO) have been successfully completed. Prior to the license from FANR, WANO completed a Pre Start-Up Review (PSUR), confirming the Unit’s readiness for operation, it stated. This is the third unit that will enter the operational phase in the last three years, leveraging the expertise and experience of the operating teams, and the knowledge gained during the loading of fuel into Unit 1 in February 2020 and Unit 2 in March 2021.

Page 3 With the completion of the fuel load process, the operations team will proceed with preparations for start-up of the Unit later this year, followed by the delivery of the first megawatts of clean and reliable electricity. Nawah CEO Engineer Ali Al Hammadi said: "Receiving the third operating licence for Barakah plant is the result of over 520 rigorous reviews to date from our independent regulator, FANR, of which 120 are related specifically to Unit 3. The reviews cover every aspect of the plant to ensure we are ready to operate in line with national regulatory requirements." "Successfully passing these reviews is testament to the expertise we have developed and the outstanding operating experience of our teams, made up of highly-skilled and qualified UAE Nationals and international experts. As they make progress in bringing another unit into the operations phase, we are proud of our highly qualified professionals for their dedication and achieving the milestones in accordance with the highest standards of performance and operational excellence," noted Al Hammadi. "When it begins to operate at full power within the coming months, the third Unit will add a further 1,400 MW zero-carbon emission electricity to the national grid, similar to each of the other two reactor Units, propelling the country ahead in meeting its goal of achieving Net Zero emissions by 2050," he added. The Barakah Plant is the only multi-unit nuclear energy plant operating in the Arab world. A powerhouse for the nation’s sustainable development and stability, the Plant generates high-value jobs and stimulates the growth of local industries. Barakah also provides significant environmental benefits for the nation today and for the next 60 years and beyond, through rapid decarbonization of the energy sector. Page 4 U.A.E: Adnoc awards EPC $173m to boost outbut at Asab oil field The National -Aarti Nagraj + NewBase Adnoc awarded a contract worth $173 million to boost production capacity of Abu Dhabi's flagship Murban crude at one of its largest oil fields, Asab. The company's subsidiary, Adnoc Onshore, awarded the three-year engineering, procurement and construction (EPC) contract to Archirodon Construction Overseas Company, it said in a statement on Monday. The project will boost the capacity of the light and sweet Murban crude from the Asab field by 12 per cent. It will also increase "the handling capacity of the Asab Central Degassing Station, which serves as the central processing hub for Adnoc Onshore’s South East and Haliba fields" while allowing the company to support the production evaluation of nearby exploration blocks, Adnoc said. "This work further supports our advantage of providing some of the world’s most cost-efficient, lower-carbon crude, as we continue to accelerate towards an oil production capacity of 5 million barrels per day by 2030," it said. Adnoc plans to spend $127 billion in capital expenditure to bolster its upstream production capacity and downstream portfolio, as well as its low-carbon fuels business and clean energy ambitions. It also aims to increase its national reserves of 4 billion stock-tank barrels of oil and 16 trillion standard cubic feet of natural gas. The company has awarded a number of contracts to increase its production. In March, Adnoc Onshore awarded a contract worth $227m to Robt Stone Middle East for enhanced oil recovery, a technology that will help it to recover more reserves from its largest onshore oilfield, Bab. The company also signed a five-year contract worth $3.8bn with Adnoc Drilling in December for the continued provision of drilling, workovers and other well services that will drive work crew efficiency, as well as improve rig move times and maintenance scheduling. In October 2020, Adnoc Onshore awarded $324m in contracts to Robt Stone and the UAE arm of Oman's Galfar Engineering and Contracting to optimise operations and boost efficiencies across several onshore oil fields in Abu Dhabi. Its latest construction contract, awarded to Archirodon, will result in nearly 70 per cent of the value flowing back into the UAE's economy under Adnoc's In-Country Value programme, the statement said. Archirodon was also awarded a $490m EPC contract by Adnoc in November 2019 to upgrade the Bab oil field.

Page 5 Egypt, Israel and EU ink strategic gas export deal CAIRO, 3 days ago The European Union on Wednesday signed a deal with Egypt and Israel for the exporting of liquefied natural gas to Europe, under the umbrella of the East Mediterranean Gas Forum. The declaration of intent was signed by Egyptian Petroleum Minister Tarek Al Molla, Israeli Energy Minister Karine Elharrar, and EU Energy Commissioner Kadri Simson, in Cairo in the presence of European Commission President Ursula von der Leyen. Under the deal, Israel will deliver gas to neighbouring Egypt, where it will be liquefied and exported to Europe. Elharrar explained that this agreement will work on the stable delivery of natural gas to the EU from the East Mediterranean region. "Since the Russian invasion of Ukraine, the EU has increasingly looked for other sources of energy," said the European Commission President, expressing her happiness at attending the signing ceremony. "The EU seeks to make itself less dependent on gas from Russia, whose supplies accounted for 45 percent of the bloc's gas consumption last year," she added.- Israeli energy minister inks deal to export gas to Europe via Egypt Energy Minister Karine Elharrar hailed the signature this morning of a trilateral memorandum of understanding between Israel, Egypt and the European Union on the export of natural gas as a historic event. Page 6 Addressing the 7th ministerial meeting of the East Mediterranean Gas Forum (EMGF), Elharrar said that the joint commitment by Israel and by Egypt to share their natural gas with Europe places both countries and the region as major global players in the energy market. "This is a statement to those who see in our region only negative forces such as division and conflict. This memorandum attests to the fact that we are paving a new path, that of partnership, solidarity and sustainability. We are not just changing the paradigms in our region, but also how others perceive us and our regional future," Elharrar noted. "Together with our European partners, Egypt and Israel are sending a message that one can be competitive in the natural gas market while seeking a better environmental future." Referring to the signing of the memorandum as a "historic moment," Elharrar said the agreement "doesn’t just safeguard natural gas exports to a Europe affected by horrendous outcomes of war [in Ukraine], but it also sets us on the road to a sustainable and more hopeful region." Jordanian Minister of Energy and Mineral Resources Saleh Al-Kharabsheh, who spoke right after Elharrar, did not refer directly to Israel, but insisted that progress can be made only by all the members of the forum working together. He stated that Jordan was committed to dialogue with all EMGF members in order to achieve the goals of promoting regional natural gas and advancing energy sustainability and protection of the environment. After the signing, EU Energy Commissioner Kadri Simson tweeted, "This is a historic day for the EU’s energy engagement and energy security: Signing the MOU with Egypt and Israel, two reliable, strategic partners. We will be able to count on LNG [liquified natural gas] from Israel and the Mediterranean region via the Egyptian LNG infrastructure." Elharrar and Simson also held a separate meeting between them, on the margins of the EMGF ministerial meeting.

Page 7 According to Israel’s Energy Ministry, the understanding signed today in Cairo recognizes the key role that natural gas increasingly plays and will continue to play in coming years in the EU energy markets, on the backdrop of the European goals for zero emission by 2050. It stipulates that the signatory parties will work together to enable the regular supply of natural gas to EU member states from Egypt, Israel and other destinations, through existing natural gas liquefaction infrastructure in Egypt. The agreement is valid as of today for three years. After that, it will be automatically renewed for another two years. The understanding includes a number of steps that should accelerate its implementation, such as a clause encouraging European companies to participate in competitive proceedings and invest in natural gas exploration and production projects in both Israel and Egypt. The agreement also calls for a plan to be formulated for optimal utilization of infrastructure related to natural gas extraction, liquefaction and transportation. The Energy Ministry emphasized to Al-Monitor the economic, environmental and diplomatic importance of the understanding signed today, a process championed by Elharrar for several months now, and especially since her participation last March at the ministerial meeting of the International Energy Agency in Paris. In fact, this year alone, Israel gained 900 million Israeli shekels ($260.5 million) from exporting natural gas to Egypt. It should also be noted that while security cooperation in the Sinai Peninsula, the Gaza Strip and the region have long been the basis for Israel’s ties with Egypt, the issue of energy is now becoming a significant element in enhancing bilateral relations. Yesterday, Elharrar met in Israel with European Commission President Ursula von der Leyen. The two women discussed Israeli-European cooperation on energy in general, and the expected memorandum of understanding signing in particular. She also met with Italian Prime Minister Mario Draghi to discuss the same issues. Apart from exporting natural gas to Europe, Israel is striving to further integrate European efforts for sustainable and clean energies. For instance, Israel’s acceptance last May to the Horizon Europe 2022 innovation and research program opens the way for Israeli researchers also in fields of renewable energies to benefit from European financing and collaboration with European institutions.

Russia, facing severe Western sanctions over its invasion of Ukraine, warned the European Union in April against sweeping sanctions on coal, saying they would backfire as the fuel would be redirected to other markets. India has refrained from condemning Russia, with which it has longstanding political and security ties, while calling for an end to violence in Ukraine. New Delhi defends its purchases of Russian goods as part of an effort to diversify supplies and argues a sudden halt would jack up world prices and hurt its consumers. U.S. officials have told India there is no ban on energy imports from Russia but they do not want to see a "rapid acceleration". Yet as European importers shun trade with Moscow, Indian buyers are lapping up huge quantities of Russian coal despite high freight costs. Its purchases of coal and related products jumped more than six-fold in the 20 days through Wednesday from the same period a year earlier to $331.17 million, according to unpublished Indian government data reviewed by Reuters. The value of India's oil trade with Russia in the 20 days through Wednesday jumped more than 31-fold to $2.22 billion, the data showed. India's trade ministry did not immediately respond to a request for comment on Saturday. "The Russian traders have been liberal with payment routes and are accepting payments in Indian rupee," one source said. "The discounts are attractive, and this trend of higher Russian coal purchases will continue." COAL BUYING TO CONTINUE Offshore units of such Russian coal traders as Suek AG, KTK and Cyprus-based Carbo One in places including Dubai and Singapore offered discounts of 25% to 30%, triggering bulk purchases of Russian thermal coal by traders supplying to utilities and cement makers, the sources said. A source said the Singapore-based unit of Suek was also accepting payments in dollars. Suek and KTK did not immediately respond to requests for comment. Reuters could not immediately reach Carbo One. The EU ban has barred new coal contracts and by mid-August will force members nations to terminate existing ones. India bought an average $16.55 million of Russian coal a day in the three weeks through Wednesday, more than double the $7.71 million it bought in the three months after Russia's Feb. 24 invasion, according to Reuters calculations. Oil purchases averaged $110.86 million a day in the 20-day period, more than triple the $31.16 million it spent in the three months ended May 26. Indian bulk buying of Russian coal is set to continue, with June imports expected to be the most in at least seven and a half years, Refinitiv Eikon ship tracking data showed. Bulk shipments of Russian thermal coal started reaching India in the third week of May, with orders mainly from cement and steel firms and traders, according to shipping data compiled by an Indian coal trader.

Page 10 China May oil imports from Russia , surpass top supplier Saudi Reuters + NewBase China's crude oil imports from Russia soared 55% from a year earlier to a record level in May, displacing Saudi Arabia as the top supplier, as refiners cashed in on discounted supplies amid sanctions on Moscow over its invasion of Ukraine. Imports of Russian oil, including supplies pumped via the East Siberia Pacific Ocean pipeline and seaborne shipments from Russia's European and Far Eastern ports, totalled nearly 8.42 million tonnes, according to data from the Chinese General Administration of Customs. That's equivalent to roughly 1.98 million barrels per day (bpd) and up a quarter from 1.59 million bpd in April. The data, which shows that Russia took back the top ranking of suppliers to the world's biggest crude oil importer after a gap of 19 months, indicates that Moscow is able to find buyers for its oil despite western sanctions, though it has had to slash prices. And while China's overall crude oil demand has been dampened by COVID-19 curbs and a slowing economy, leading importers, including refining giant Sinopec and trader Zhenhua Oil, have stepped up buying cheaper Russian oil on top of sanctioned supplies from Iran and Venezuela that allows them to scale back competing supplies from West Africa and Brazil. read more Saudi Arabia trailed as the second-largest supplier, with May volumes up 9% on year at 7.82 million tonnes, or 1.84 million bpd. State oil firms have shunned purchases since late 2019 for fear of falling foul of secondary U.S. sanctions. Imports from Malaysia, often used as a transfer point in the last two years for oil originating from Iran and Venezuela, amounted to 2.2 million tonnes, steady versus April but more than double the year-earlier level. Imports from Brazil fell 19% from a year earlier to 2.2 million tonnes, as supplies from the Latin American exporter faced cheaper competition from Iranian and Russian barrels. Separately, data also showed China's imports of Russian liquefied natural gas (LNG) amounted to nearly 400,000 tonnes last month, 56% more than May of 2021. For the first five months, imports of Russian LNG - from mostly Sakhalin-2 project in the Far East and Yamal LNG in Russian Arctic - rose 22% on the year to 1.84 million tonnes, according to customs data. The impact has been partly mitigated by the release of strategic petroleum reserves, led by the United States, and a ramp-up of production from the Organization of the Petroleum Exporting Countries (OPEC) and its allies, together known as OPEC+, although that is thinning the world's buffer against further supply disruptions. "If Washington sticks to its current pace, the U.S. strategic reserve will hit a 40-year low of 358 million barrels by October," ANZ analysts said in a note. Libya's oil production has remained volatile following blockades by groups in the country's east. The Libyan Oil Minister Mohamed Oun told Reuters on Monday that the country's total production is at about 700,000 barrels per day (bpd). Page 15 NewBase Special Coverage The Energy world –June -01 -2022 CLEAN ENERGY Massive EV transition is starting in the car rental industry CNBC + NewBase KEY POINTS  Hertz’s $4.2 billion deal to purchase 100,000 Tesla fully electric vehicles (EVs) by the end of 2022 set off a race among rental car agencies.  Enterprise Holdings and Avis Budget Group have announced their own plans to transition away from the internal combustion engine.  But for the $56-billion U.S. rental industry, which buys about one-tenth of auto manufacturers’ new cars every year, hundreds of thousands of traditional autos will be rented for years to come. Not long after Hertz Global Holdings emerged from bankruptcy last summer, reorganized after the Covid-19 pandemic stalled the entire car rental industry, the Estero, Florida-based company boldly announced a $4.2 billion deal to purchase 100,000 Tesla fully electric vehicles (EVs) by the end of 2022. Just like that, the race was on within the industry to transition to EVs from internal combustion engine (ICE) models. While Hertz was first off the starting blocks, its two biggest rivals, Enterprise Holdings and Avis Budget Group, have since joined in. But just like the full-scale adoption of EVs among American drivers is going to take years, the rental car shift also will be a marathon, not a sprint. “Companies that operate fleets at our size cannot just turn on a dime and next year go all EV,” said Sharky Laguana, president of the American Car Rental Association. “Our industry wants to move as fast as it can, but there are some serious and challenging constraints.” The initial one, Laguana said, “is just getting your hands on the damn things.” The $56-billion U.S. rental industry typically buys about one-tenth of auto manufacturers’ new cars every year, but with persistent supply-chain disruptions, especially the shortage of essential computer chips, the numbers are way down. The industry bought 2.1 million vehicles from OEMs in 2019, Laguana said, compared with only about 750,000 in 2021. U.S. sales of EVs doubled in 2021, but still only comprise about 4% of the nation’s total market for cars and trucks. Another major speed bump for rental car companies is the paucity of EV charging stations, at airports and other rental locations, hotels, resorts and office buildings, as well as along local roads and interstate highways. Hertz does not state the overall number of vehicles in its fleet, said Jeff Nieman, senior vice president, operations initiatives, so it’s unknown how many Teslas are available in the more than 30 markets currently offering EVs, which now also include the first of the 65,000 Polestar 2s — an EV brand jointly owned by Volvo and its Chinese parent Gheely which has planned to go public through a SPAC deal — Hertz began purchasing in a five-year deal announced in April. Nieman did say, however, he is confident that EVs will represent “more than 30% of our fleet by the end of 2024.” In the meantime, Hertz has several hundred thousand ICE models in the U.S. that will be rented for years to come, said Chris Woronka, an analyst at Deutsche Bank. Page 17 going to carry the EV torch for the industry and be very outspoken about their plans and goals,” he said. Look no further than the spate of Hertz TV spots, starring NFL superstar Tom Brady touting Tesla rentals, that aired during this year’s Super Bowl. Hertz also has created a dedicated area on its website to help educate drivers about EVs. Renting EVs to corporates focused on ESG, carbon neutrality A primary target for Hertz, according to Woronka, is the corporate market. “The leisure customer might think it’s cool to drive an electric car, but the longer game is on the corporate side,” he said. Beyond comparing costs of employees driving EVs versus ICE cars — currently skewed by the national average of around $5 for a gallon of regular gas — companies view EVs as a quantifiable way to reduce their greenhouse gas (GHG) emissions, meet net-zero goals and burnish their environmental, social and governance (ESG) bona fides among sustainability investors and advocacy groups. “The initial research has shown that corporate accounts are going to be willing to pay a premium for EVs,” Woronka said, “because it helps them achieve some of their ESG objectives.” Not surprisingly, rental companies themselves are embracing this concept, said Sara Forni, director of clean vehicles for the nonprofit Corporate Electric Vehicle Alliance (CEVA). While they certainly “want to get more butts in EV seats,” she said, “they also want to meet their sustainability goals and greenhouse gas emissions reduction targets.” Siemens US, an affiliate of the German-based conglomerate, is a flagship member of CEVA and was part of the Hertz EV program launch last fall. “We fully support our global decarbonization and ESG goals,” said Randall Achterberg, North America travel commodity manager, “and our fleet makes the largest Scope 1 emissions footprint and we’re already making progress with an aggressive EV transition strategy,” referring to GHGs produced by Siemens’ U.S. fleet of nearly 10,000 vehicles. “On the corporate travel side, we want to expand our employees’ usage of EVs.” To date, Siemens has booked more than 100 EV rentals with Hertz. “We’re not pushing as heavily as we’d like to, because they’re not ready,” Achterberg said, acknowledging the inherent obstacles in its EV rollout. Siemens is alleviating one stumbling block: it builds EV charging stations and has committed to manufacture a million of them in the U.S. over the next three years. Enterprise’s early Orlando EV rental car experiment Enterprise may not be as out-front as Hertz with its EV rental program, but the privately held company, headquartered in St. Louis, has been in the exploratory stage since 2014. That’s the year it began participating in the Drive Electric Orlando Rental Pilot, a multi-year study sponsored by the Electrification Coalition, a Washington, D.C.-based nonprofit advocating for EV adoption, particularly among fleet owners. The pilot, partly funded by the U.S. Department of Energy, was centered at Orlando International Airport and as well comprised resorts and theme parks in the area. “We also had close partnerships with local regulators and policymakers, which was critical in making sure we did this the right way,” said Chris Haffenreffer, assistant vice president of innovation at Enterprise. The company rented all-electric cars, including Chevy Volts and Nissan Leafs to travelers, who were incentivized with perks such as free charging, parking and valet service. “Even though EVs were [then] an afterthought in our business, the lessons learned are consistent with what we see today,” Haffenreffer said. Page 18 crucial, “so they can communicate actively with customers,” as is partnering with other entities to invest in the charging infrastructure. Although the rental companies have said they are building their own charging stations, another critical partner is the U.S. government, which in last year’s bipartisan infrastructure bill earmarked $7.5 billion to states to create a network of EV charging stations. Earlier this month, the Biden administration proposed regulations that would require stations built on interstates with federal dollars to be no more than 50 miles apart. Enterprise, like Hertz, is focusing on its commercial-rental fleets and fleet-management division, where business customers will value the lower maintenance and operating costs. “It’s about being a trusted advisor to those customers, helping them understand how to operate an EV and the benefits,” Haffenreffer said. But as with leisure travel renters, figuring out how to get from point A to Point B and how to charge the car is increasingly challenging, Haffenreffer said. Parsippany, New Jersey-based Avis saw its stock rocket in early November after it said it was getting into the EV rental business a week after the Hertz-Tesla deal broke, and though its come back down along with the entire market, CEO Joe Ferraro told analysts during a conference call at the time, “You’ll see us going forward be much more active in electric scenarios as the situation develops.” Avis has been tight-lipped since then and declined to be comment for this article. But Woronka said, “I take them at their word.” He cited the rental car company’s sizable corporate fleet exposure as a reason. “They’re just not ready to pull back the curtain yet on what they’re doing,” he said. U.S. automakers are spending billions to ramp up their EV production. General Motors aims to deliver 400,000 EVs in North America by the end of 2023, and Ford has committed to 600,000 by that same time.
