Qatar's Texas LNG venture expects to begin exports by 2021

Top liquefied natural gas (LNG) exporter Qatar expects exports from its Golden Pass joint
venture in Texas to begin in 2021, an advisor to the government said on Wednesday. State run
Qatar Petroleu m (QP) owns a 70 percent stake in an LNG receiving terminal in Texas that is
backed by Exxon Mobil and ConocoPhillips.
With prices down and competition increasing, Qatar is looking to diversify its energy business.
Golden Pass is seeking U.S. government approval to repurpose the facility so that it can export
15.6 million tons of U.S. gas per year.
"We already got the licence...If everything goes right by 2020-2021, we will export the first cargo
from Golden Pass," Abdullah al-Attiyah, a former Qatari oil minister who advises the government
on energy issues, told reporters at a media briefing in Doha attended by a QP board member.
Qatar shipped 76.4 million tonnes of LNG in 2014, or 32 percent of global supply, according to the
International Group of Liquefied Natural Gas Importers. But the tiny Gulf state faces rising

competition as new projects in the United States and Australia are expected to come online in the
next few years.
Attiyah said the Texas venture would make Qatar a more flexible exporter by allowing it to supply
its existing customers in Europe with gas from the United States. "We will become more dynamic
in the energy market," he said.
The country's finance minister said last year that Qatar planned to invest more than $35 billion in
the United States over five years in sectors including technology, energy and real estate.

Saudi minister prefers solar potential over nuclear energy

Solar energy could overtake nuclear ambitions in Saudi Arabia as the kingdom looks to shake up its power
sector, according to a senior government official.
Ibrahim Babelli, Saudi Arabia’s deputy economic minister, said on Wednesday at the Menasol conference in
Dubai that not only was solar significantly cheaper, but it also lacked the security risks that come with nuclear
power stations.
“I don’t think we need nuclear power plants in Saudi Arabia," he said, adding that the advantage that comes with
solar technologies with storage capabilities making it a “no-brainer".
“Concentrated solar power [CSP] is significantly less expensive than nuclear, not only in terms of capital
expenditure, but in terms of distributed baseload generation that won’t go offline if what’s called in the nuclear
industry during ‘a station blackout’ happens."
At the start of last year, the country said its nuclear capacity target of 17 gigawatts would be delayed 12 years to
2040. And yet in March, the deputy crown prince Mohammed bin Salman released a transformation plan setting
a renewable energy target, including solar and wind, at 9.5GW by 2023. This could indicate a move to prioritise
solar over nuclear ambitions, but ultimately the decision will fall under the new ministry of power, industry and
mineral resources.
CSP is different from the record-low costs systems of solar photovoltaic (PV) as the former currently has energy
storage capabilities, but that also means that the price can be over three times more expensive than PV
technology. Billions of dollars are going into research and development for a battery breakthrough, but PV still
lacks a cost efficient storage solution.
The pricing level of CSP has deterred many and even resulted in criticism of the technology. “Which is fine if you
want to be a follower but if you want to be a leader, what source of storage technologies are available that will

enable solar energy to provide baseload power to make a plan materialise by pushing the investor? We need to
talk about CSP, PV and storage. That point of view is continuously being shunned away," Mr Babelli said.
The deputy minister said that nuclear energy had more applications associated with it that are still needed in the
country, but it was imperative to look to the future of nuclear and not the past, pointing to the development of
small modular reactors.
“We have a God-given solution with solar, and with storage – especially CSP with storage, that we can meet
baseload demand. But we’re only able to do that if we divorce our thinking and decision-making from what our
international friends say because it’s not for Saudi Arabia," he said.
Riyadh-based Acwa Power, involved in both solar PV and CSP outside of the kingdom, said the volume of CSP
projects has to increase to push down costs.
“In five years from now we’ll see PV with a [cost-efficient] battery lasting for four hours, but CSP will still be there
and take a big part of the baseload," said Andrea Lovato, Acwa’s executive director of business development.
“The real game changer will be two countries: Saudi Arabia and China."

Chevron, Shell Said Among Bidders to Operate Qatar Oil Field

Chevron Corp., Royal Dutch Shell Plc, Total SA, ConocoPhillips and Maersk Oil Qatar submitted
bids to operate Qatar’s biggest offshore oil field, according to two people with knowledge of the
matter.
Qatar Petroleum received proposals from the five oil companies to enter a production sharing
agreement to operate the Al-Shaheen field, which currently produces 300,000 barrels a day, said
the people, who asked not to be identified because the matter is private. State-run Qatar
Petroleum will choose an operator this year, they said.
Officials at Total and Qatar Petroleum didn’t immediately respond to requests for comment.
Chevron, Shell and Conoco declined to comment, while Maersk referred a request to Qatar
Petroleum.
Al-Shaheen accounts for about half of Qatar’s daily crude output and the same share of Maersk’s
production. Qatar pumped 670,000 barrels of oil a day in April, data compiled by Bloomberg show.
The country, the third-smallest oil producer in the Organization of Petroleum Exporting Countries,
is the world’s biggest exporter of liquefied natural gas. Sales of oil and LNG have made the state
of 2.5 million people the world’s richest per capita by purchasing power parity, according to the
World Bank.
Al-Shaheen Field
Maersk Oil Qatar, a unit of Copenhagen-based AP Moeller-Maersk A/S, is the current operator
and has developed and managed the Persian Gulf field since 1992. Its agreement with Qatar
Petroleum ends in mid-2017.
Maersk Oil, which has its main operations
in the North Sea and Qatar, reported a net
operating loss after tax of $29 million in the
first quarter, compared with a profit by the
same measure of $208 million a year
earlier. The company doesn’t plan to “do
something dramatic on the M&A activity to
replace volume” if it loses Al-Shaheen, Nils
Smedegaard Andersen, the chief executive
officer, said in an earnings call on May 4.

India's Has a big LNG appetite, April LNG Imports Rise 45%

Spurred by low international prices, India’s LNG imports have seen a 45 percent increase in the
month of April, according to oil ministry data. Asia’s third biggest economy imported 2,142 million
metric standard cubic metres (mmscm) of LNG in April compared with 1,473 mmscm in the
corresponding month last year.
Cost of importing LNG has dropped sharply this year after New Delhi signed a revised long term
contract with Doha. Qatar is largest supplier of LNG to India. Given the backdrop of low global
LNG prices, Petronet LNG insisted on renegotiating its long term contract with RasGas. In
December, the two parties signed a revised deal.
The revised formula bases the price on a three-month average figure of Brent crude oil, replacing
a five-year average of a basket of crude imported by Japan, with a rider that Petronet buys an
additional 1 million tons of LNG annually. Qatar also waived off a $1.5 billion penalty against India
for lifting less gas than agreed. Cost of LNG that India imports from Qatar has slipped below $5
per mmBtu post signing of revised long-term deal.
Drop in domestic production
India’s domestic output continued to languish. Gas production in April was 2488.07 mmscm, down
6.83 percent on year. The government is trying to encourage private sector companies, both
global and local, to increase exploration activities.

In March this year, India
announced a new hydrocarbon
exploration policy. The cabinet
also announced a policy for future
which provides for a uniform
licensing system to cover all
hydrocarbons such as oil, gas, coal bed methane, shale gas, shale oil, etc. under a single
licensing framework, Hydrocarbon Exploration and Licensing Policy (HELP).
The government believes the new policy regime will mark a generational shift and modernization
of the oil and gas exploration policy. It is expected to stimulate new exploration activity for oil, gas
and other hydrocarbons and eventually reduce import dependence.

Azerbaijan: BP and SOCAR outline Caspian Sea exploration deal

BP and Azerbaijan's state oil company SOCAR announced on Wednesday they had signed a
memorandum of understanding (MoU) to jointly explore prospects in a new block, D230, in the
North Absheron basin of the Caspian Sea. The move reflects efforts by SOCAR and foreign
companies to make new discoveries in the oil-rich country.
BP said that as a part of the government's plan to ensure all of Azerbaijan's offshore waters are
fully explored, the MoU gives BP the exclusive right to negotiate an agreement with SOCAR to
explore and develop block D230. Block D230 covers areas in a water depth of up to 300 metres,
with a reservoir depth of 3,000-5,000 metres.
SOCAR President Rovnag Abdullayev told reporters the final agreement was expected to be
signed this autumn.
BP is a main investor and operator of two major projects in Azerbaijan - the Azeri-Chirag-
Guneshli (ACG) oilfields, which account for most of Azerbaijan's output, and the Shah Deniz
offshore gas field, which is estimated to contain 1.2-1.5 trillion cubic metres of gas. Shah Deniz I
has been pumping gas since 2006, while gas from its second stage is expected to reach Europe
by 2019-2020.
BP's regional head told Reuters in March it
expected flat oil production in 2016 at its
ACG oilfields, where output totaled 31.3
million tonnes last year, down slightly from
31.5 million tonnes in 2014.
No other major contracts have been signed
in Azerbaijan since these major projects
were sealed in Baku, although many other
foreign companies are involved in
exploration in the ex-Soviet country.
Among the most prized prospects are two
gas deposits in the Caspian Sea - Umid and
Babek - with total preliminary reserves of
about 600 bcm of gas. Azerbaijan plans to
produce 41 million tonnes of oil and 29 bcm
of gas in 2016. It produced 41.7 million
tonnes of oil and 29.7 bcm of gas in 2015.

United states growth in biomass electricity generation

Over the past five years, U.S. electricity generation from biomass across all sectors grew from 56
Tera watt hours (TWh) in 2010 to 64 TWh in 2015. Much of this growth occurred in southern
states such as Virginia, Florida, and Georgia. In 2015, electricity generation from biomass across
all sectors accounted for 11.3% of renewable electricity generation and 1.6% of total electricity
generation in the United States.
Nearly half of the electricity generated from biomass in 2015 was at industrial facilities outside of
the electric power sector, such as pulp and paper mills. Within the electric power sector, biomass
accounted for 6.3% of renewable electricity and 0.8% of total U.S. electricity generation.
Electricity generation from biomass uses several types of fuel, including forest wastes from
clearing and thinning, sawmill residues, and urban landscape trimmings.
These fuels can have widely varying physical properties and moisture contents, meaning biomass
electricity generation plants often face unique fuel-handling challenges. Many power plants that
burn biomass are cofiring plants, meaning that they use biomass as a partial substitute fuel.
Several states, especially those in the South Census region, have increased their electricity
generation from biomass. These states have ample forest resources, generally poor wind
resources, and relatively unfavorable solar resources (compared to the Southwest), making
biomass among the more readily available renewable energy resources in the region.
Virginia has a statewide program to convert coal plants to biomass, with several plants that
converted during 2013. Three of these plants, each rated at 51 megawatts (MW) and operated by
Dominion Power, are located in Alta Vista, Hopewell, and Southampton.

The conversions to biomass are part of Dominion's commitment to achieve Virginia's voluntary
goal of generating 15% of its electricity from renewable sources by 2025. Also in 2013, the
Northern Virginia Electric Cooperative (NOVEC) commissioned a 50 MW wood waste biomass
plant in South Boston, Virginia.
In 2012, Miller-Coors Brewing also opened a biomass-based electricity plant in Elkton, Virginia, to
dispose of brewing wastes. Finally, an industrial plant in Altavista switched from natural gas to
biomass as its primary fuel and upgraded capacity to add wood solids to its fuel mix.
Increases in electricity generation from biomass in Georgia and Florida were each due primarily to
a single new plant coming online. In Georgia, the 55 MW Piedmont Green Power plant began
operation in 2013, fueled by urban wood waste and mill and logging residues. Georgia Power built
the plant to improve its fuel diversity.

State run Qatar Petroleu m (QP) owns a 70 percent stake in an LNG receiving terminal in Texas that is backed by Exxon Mobil and ConocoPhillips. With prices down and competition increasing, Qatar is looking to diversify its energy business. Golden Pass is seeking U.S. government approval to repurpose the facility so that it can export 15.6 million tons of U.S. gas per year. "We already got the licence...If everything goes right by 2020-2021, we will export the first cargo from Golden Pass," Abdullah al-Attiyah, a former Qatari oil minister who advises the government on energy issues, told reporters at a media briefing in Doha attended by a QP board member. Attiyah said the Texas venture would make Qatar a more flexible exporter by allowing it to supply its existing customers in Europe with gas from the United States. "We will become more dynamic in the energy market," he said. The country's finance minister said last year that Qatar planned to invest more than $35 billion in the United States over five years in sectors including technology, energy and real estate.

Page 3 Saudi minister prefers solar potential over nuclear energy The National - LeAnne Graves Solar energy could overtake nuclear ambitions in Saudi Arabia as the kingdom looks to shake up its power sector, according to a senior government official. Ibrahim Babelli, Saudi Arabia’s deputy economic minister, said on Wednesday at the Menasol conference in Dubai that not only was solar significantly cheaper, but it also lacked the security risks that come with nuclear power stations. “I don’t think we need nuclear power plants in Saudi Arabia," he said, adding that the advantage that comes with solar technologies with storage capabilities making it a “no-brainer". “Concentrated solar power [CSP] is significantly less expensive than nuclear, not only in terms of capital expenditure, but in terms of distributed baseload generation that won’t go offline if what’s called in the nuclear industry during ‘a station blackout’ happens." At the start of last year, the country said its nuclear capacity target of 17 gigawatts would be delayed 12 years to 2040. And yet in March, the deputy crown prince Mohammed bin Salman released a transformation plan setting a renewable energy target, including solar and wind, at 9.5GW by 2023. This could indicate a move to prioritise solar over nuclear ambitions, but ultimately the decision will fall under the new ministry of power, industry and mineral resources. CSP is different from the record-low costs systems of solar photovoltaic (PV) as the former currently has energy storage capabilities, but that also means that the price can be over three times more expensive than PV technology. Billions of dollars are going into research and development for a battery breakthrough, but PV still lacks a cost efficient storage solution. The pricing level of CSP has deterred many and even resulted in criticism of the technology. “Which is fine if you want to be a follower but if you want to be a leader, what source of storage technologies are available that will

Page 4 enable solar energy to provide baseload power to make a plan materialise by pushing the investor? We need to talk about CSP, PV and storage. That point of view is continuously being shunned away," Mr Babelli said. The deputy minister said that nuclear energy had more applications associated with it that are still needed in the country, but it was imperative to look to the future of nuclear and not the past, pointing to the development of small modular reactors. “We have a God-given solution with solar, and with storage – especially CSP with storage, that we can meet baseload demand. But we’re only able to do that if we divorce our thinking and decision-making from what our international friends say because it’s not for Saudi Arabia," he said. Riyadh-based Acwa Power, involved in both solar PV and CSP outside of the kingdom, said the volume of CSP projects has to increase to push down costs. “In five years from now we’ll see PV with a [cost-efficient] battery lasting for four hours, but CSP will still be there and take a big part of the baseload," said Andrea Lovato, Acwa’s executive director of business development. “The real game changer will be two countries: Saudi Arabia and China."

Qatar Petroleum received proposals from the five oil companies to enter a production sharing agreement to operate the Al-Shaheen field, which currently produces 300,000 barrels a day, said the people, who asked not to be identified because the matter is private. State-run Qatar Petroleum will choose an operator this year, they said. Officials at Total and Qatar Petroleum didn’t immediately respond to requests for comment. Chevron, Shell and Conoco declined to comment, while Maersk referred a request to Qatar Petroleum. Al-Shaheen accounts for about half of Qatar’s daily crude output and the same share of Maersk’s production. Qatar pumped 670,000 barrels of oil a day in April, data compiled by Bloomberg show. The country, the third-smallest oil producer in the Organization of Petroleum Exporting Countries, is the world’s biggest exporter of liquefied natural gas. Sales of oil and LNG have made the state of 2.5 million people the world’s richest per capita by purchasing power parity, according to the World Bank. Al-Shaheen Field Maersk Oil Qatar, a unit of Copenhagen-based AP Moeller-Maersk A/S, is the current operator and has developed and managed the Persian Gulf field since 1992. Its agreement with Qatar Petroleum ends in mid-2017. Maersk Oil, which has its main operations in the North Sea and Qatar, reported a net operating loss after tax of $29 million in the first quarter, compared with a profit by the same measure of $208 million a year earlier. The company doesn’t plan to “do something dramatic on the M&A activity to replace volume” if it loses Al-Shaheen, Nils Smedegaard Andersen, the chief executive officer, said in an earnings call on May 4.

Page 6 India's Has a big LNG appetite, April LNG Imports Rise 45% AsiaNatural Gas + NewBase Spurred by low international prices, India’s LNG imports have seen a 45 percent increase in the month of April, according to oil ministry data. Asia’s third biggest economy imported 2,142 million metric standard cubic metres (mmscm) of LNG in April compared with 1,473 mmscm in the corresponding month last year. Cost of importing LNG has dropped sharply this year after New Delhi signed a revised long term contract with Doha. Qatar is largest supplier of LNG to India. Given the backdrop of low global LNG prices, Petronet LNG insisted on renegotiating its long term contract with RasGas. In December, the two parties signed a revised deal. The revised formula bases the price on a three-month average figure of Brent crude oil, replacing a five-year average of a basket of crude imported by Japan, with a rider that Petronet buys an additional 1 million tons of LNG annually. Qatar also waived off a $1.5 billion penalty against India for lifting less gas than agreed. Cost of LNG that India imports from Qatar has slipped below $5 per mmBtu post signing of revised long-term deal. Drop in domestic production India’s domestic output continued to languish. Gas production in April was 2488.07 mmscm, down 6.83 percent on year. The government is trying to encourage private sector companies, both global and local, to increase exploration activities. From May 25th onwards India will begin inviting bids for 67 discovered small oil and gas fields clubbed into 46 contract areas spread over nine sedimentary basins in onland, shallow water and deep water areas. These fields have been discovered by India’s national oil companies and are now being offered under exclusive policy which is based on easy to administer revenue sharing contract model. In March this year, India announced a new hydrocarbon exploration policy. The cabinet also announced a policy for future which provides for a uniform licensing system to cover all hydrocarbons such as oil, gas, coal bed methane, shale gas, shale oil, etc. under a single licensing framework, Hydrocarbon Exploration and Licensing Policy (HELP). The government believes the new policy regime will mark a generational shift and modernization of the oil and gas exploration policy. It is expected to stimulate new exploration activity for oil, gas and other hydrocarbons and eventually reduce import dependence.

Page 7 Azerbaijan: BP and SOCAR outline Caspian Sea exploration deal Source: Reuters BP and Azerbaijan's state oil company SOCAR announced on Wednesday they had signed a memorandum of understanding (MoU) to jointly explore prospects in a new block, D230, in the North Absheron basin of the Caspian Sea. The move reflects efforts by SOCAR and foreign companies to make new discoveries in the oil-rich country. BP said that as a part of the government's plan to ensure all of Azerbaijan's offshore waters are fully explored, the MoU gives BP the exclusive right to negotiate an agreement with SOCAR to explore and develop block D230. Block D230 covers areas in a water depth of up to 300 metres, with a reservoir depth of 3,000-5,000 metres. SOCAR President Rovnag Abdullayev told reporters the final agreement was expected to be signed this autumn. BP is a main investor and operator of two major projects in Azerbaijan - the Azeri-Chirag- Guneshli (ACG) oilfields, which account for most of Azerbaijan's output, and the Shah Deniz offshore gas field, which is estimated to contain 1.2-1.5 trillion cubic metres of gas. Shah Deniz I has been pumping gas since 2006, while gas from its second stage is expected to reach Europe by 2019-2020. BP's regional head told Reuters in March it expected flat oil production in 2016 at its ACG oilfields, where output totaled 31.3 million tonnes last year, down slightly from 31.5 million tonnes in 2014. No other major contracts have been signed in Azerbaijan since these major projects were sealed in Baku, although many other foreign companies are involved in exploration in the ex-Soviet country. Among the most prized prospects are two gas deposits in the Caspian Sea - Umid and Babek - with total preliminary reserves of about 600 bcm of gas. Azerbaijan plans to produce 41 million tonnes of oil and 29 bcm of gas in 2016. It produced 41.7 million tonnes of oil and 29.7 bcm of gas in 2015.

Page 8 United states growth in biomass electricity generation Source: U.S. Energy Information Administration, Electric Data Browser, Net Generation for Biomass Over the past five years, U.S. electricity generation from biomass across all sectors grew from 56 Tera watt hours (TWh) in 2010 to 64 TWh in 2015. Much of this growth occurred in southern states such as Virginia, Florida, and Georgia. In 2015, electricity generation from biomass across all sectors accounted for 11.3% of renewable electricity generation and 1.6% of total electricity generation in the United States. Nearly half of the electricity generated from biomass in 2015 was at industrial facilities outside of the electric power sector, such as pulp and paper mills. Within the electric power sector, biomass accounted for 6.3% of renewable electricity and 0.8% of total U.S. electricity generation. Electricity generation from biomass uses several types of fuel, including forest wastes from clearing and thinning, sawmill residues, and urban landscape trimmings. These fuels can have widely varying physical properties and moisture contents, meaning biomass electricity generation plants often face unique fuel-handling challenges. Many power plants that burn biomass are cofiring plants, meaning that they use biomass as a partial substitute fuel. Several states, especially those in the South Census region, have increased their electricity generation from biomass. These states have ample forest resources, generally poor wind resources, and relatively unfavorable solar resources (compared to the Southwest), making biomass among the more readily available renewable energy resources in the region. Virginia has a statewide program to convert coal plants to biomass, with several plants that converted during 2013. Three of these plants, each rated at 51 megawatts (MW) and operated by Dominion Power, are located in Alta Vista, Hopewell, and Southampton.

Page 9 Source: U.S. Energy Information Administration, Electric Data Browser, Net Generation for Biomass The conversions to biomass are part of Dominion's commitment to achieve Virginia's voluntary goal of generating 15% of its electricity from renewable sources by 2025. Also in 2013, the Northern Virginia Electric Cooperative (NOVEC) commissioned a 50 MW wood waste biomass plant in South Boston, Virginia. In 2012, Miller-Coors Brewing also opened a biomass-based electricity plant in Elkton, Virginia, to dispose of brewing wastes. Finally, an industrial plant in Altavista switched from natural gas to biomass as its primary fuel and upgraded capacity to add wood solids to its fuel mix. Increases in electricity generation from biomass in Georgia and Florida were each due primarily to a single new plant coming online. In Georgia, the 55 MW Piedmont Green Power plant began operation in 2013, fueled by urban wood waste and mill and logging residues. Georgia Power built the plant to improve its fuel diversity.
