15. Top 25 for digital opportunity
The “Digital Opportunity Index” (DOI) is a matrix that rates countries based upon principles such as easy access to information and communication
technology (ICT), the affordability of ICT relative to household income, the extent to which every home in the country is equipped with ICT equipment,
accessibility to mobile ICT equipment and assumes complete broadband penetration within the country. Because this matrix comprises a “perfect” digital
opportunity, the DOI is used as an ideal to gauge and measure individual countries worldwide in relation to its ICT endeavor. As measured by the International
Telecommunications Union, the ten economies with the best digital opportunity at the end of 2007 are South Korea, Japan, Denmark, Iceland, Singapore,
Netherlands, Taiwan, Hong Kong, Sweden and the United Kingdom (ITU, 2007).
